Land policy plays an important role in urban development planning. The value of land use depends on the nature and scale of urban land use. Based on this, in the study and analysis, the adaptation between regional land finance and urban planning and construction was discussed. First of all, the current incoordination between the land policy and the urban planning and construction in the development of urbanization was elaborated, and the status quo of the research was analyzed; then, the coordination of the layout of the urban planning space under the land finance was analyzed; taking a small-town project as an example, the actual planning of towns was concretely analyzed, and the waterfront landscape was planned and designed, the functional utilization of the land was promoted. Regression analysis of adaptation confirmed the success of urban planning and construction.

This research incorporates new forms of analysis for urban planning and development in Ciudad Cuauhtémoc, Chihuahua (Mexico), providing elements of reference by identifying areas with potentiality and limitations for urban land use, as well as for agricultural and conservation activities. The general objective was to identify the main conflicts between land uses and coverages to determine the areas of greatest territorial suitability for the city's growth. For this purpose, the Land Use Conflict Identification Strategy (LUCIS) model was used to understand the spatial significance of the status of land use policies, including likely urban patterns associated with agricultural and conservation trends. In the case study, a total of 149,139 inhabitants are estimated for the year 2030, which represents the need for an additional 392.42 hectares to accommodate the population growth. For that of the 16,272.21 hectares that has the population limit, 38 % were allocated to the category of agriculture, 11.95% to conservation soils and 49.67% to urban land (including the existing urban area). There is a significant portion of the area that is in conflict between the different land uses. It concludes, that the integration of a conflict resolution model for land use and land cover represents a practical solution that contributes to the improvement of processes of urban development planning.

The paper presents findings of research about the classification of New Belgrade?s super-blocks using the typomorphology approach and the morphogenetic analysis of urban morphology in relation to land use. The example of New Belgrade is particularly interesting given the fact that the morphological patterns of land use within its superblocks were created during the period of non-market economy in Socialism, and now it is possible to review the effect that the socio-political transition into Capitalism, which started in the 1990s, has had on its land use. As a result, a data base with the typology of residential super-blocks of New Belgrade is created: from the perspective of urban land use there are four main morphological types (with the subtypes) taking into account the morphology of the position of the buildings on the terrain, and traffic (cars-pedestrian) flows. The morphogenetic analysis reveals that after the 1990s there are processes pointing to powerful influence of land policy driven by private interests. Research findings suggest that nowadays there are negative trends of using the land in super-blocks in New Belgrade - e.g. percentage of land occupancy by buildings is getting bigger and almost 100% of the un-built soil in the newly developed super-blocks is covered /paved.

This paper proposed a new method to describe, compare, and classify the traffic congestion points in Beijing, China, by using the online map data and further revealed the relationship between traffic congestion and land use. The data of the point of interest (POI) and the real-time traffic was extracted from an electronic map of the area in the fourth ring road of Beijing. The POIs were quantified based on the architectural area of the land use; the congestion points were identified based on real-time traffic. Then, the cluster analysis using the attributes of congestion time was conducted to identify the main traffic congestion areas. The result of a linear regression analysis between the congestion time and the land use showed that the influence of the high proportion of commercial land use on the traffic congestion was significant. Also, we considered five types of land use through performing a linear regression analysis between the congestion time and the ratio of four types of land use. The results showed that the reasonable ratio of land use types could efficiently reduce congestion time. This study makes contributions to the policy-making of urban land use.

<p><strong>Abstract.</strong> Determining the manner of land-use and the spatial structure of cities on the one hand, and the economic value of each piece of land on the other hand, land-use planning is always considered as the main part of urban planning. In this regard, emphasizing the efficient use of land, the sustainable development approach has presented a new perspective on urban planning and consequently on its most important pillar, i.e. land-use planning. In order to evaluate urban land-use, it has been attempted in this paper to select the most significant indicators affecting urban land-use and matching sustainable development indicators. Due to the significance of preserving ancient monuments and the surroundings as one of the main pillars of achieving sustainability, in this research, sustainability indicators have been selected emphasizing the preservation of ancient monuments and historical observance of the city of Susa as one of the historical cities of Iran. It has also been attempted to integrate these criteria with other land-use sustainability indicators. For this purpose, Kernel Density Estimation (KDE) and the AHP model have been used for providing maps displaying spatial density and combining layers as well as providing final maps respectively. Moreover, the rating of sustainability will be studied in different districts of the city of Shush so as to evaluate the status of land sustainability in different parts of the city. The results of the study show that different neighborhoods of Shush do not have the same sustainability in land-use such that neighborhoods located in the eastern half of the city, i.e. the new neighborhoods, have a higher sustainability than those of the western half. It seems that the allocation of a high percentage of these areas to arid lands and historical areas is one of the main reasons for their sustainability.</p>

Este trabalho refere-se aos resultados da pesquisa Impacto da aplicação de novos instrumentos urbanísticos em cidades do Estado de São Paulo. Coloca-se a pergunta: passados dez anos da promulgação da Constituição — que inclui em seu texto uma série de novos instrumentos urbanísticos comprometidos com a idéia de ampliação do acesso à terra e moradia por parte do setor popular —, o que ocorreu nos municípios brasileiros com mais de 20.000 habitantes em relação a Planos Diretores e instrumentos urbanísticos previstos por lei? Qual é o perfil e a forma de elaboração desses planos? Os novos instrumentos, se adotados, possibilitam novas formas de administrar os conflitos urbanos? A pesquisa levanta a situação da legislação nos municípios, por meio de um questionário. Elabora o conceito de exclusão territorial, significando que parcela da população vive em condições de precariedade no que diz respeito à infra-estrutura urbana e às condições de habitabilidade do local de moradia. Em um segundo momento, realizaram-se estudos de caso em três municípios — Guarujá, Diadema e Jaboticabal —, aprofundando-se o estudo das relações entre os diferentes modelos econômicos e os processos de regulação urbanística.Palavras-chave: planejamento urbano; regulação urbanística; reforma urbana; urbanismo. Abstract: This paper refers to the results of the research project Effects of the Implementation of New Land Use Controls in the Cities of São Paulo State. It raises the following question: ten years after the introduction of the new Constitution — whose text includes new urban land use controls aimed at increasing land and housing for the poor — what has happened in cities of over 20.000 inhabitants concerning Master Plans and land use regulation procedures? What is the form and quality of the process which has led to these plans? Do the new controls, where in use, allow new ways of managing urban conflicts? The research looks into the current legislation situation in these cities through a series of questions. The concept of territorial exclusion is defined, meaning how much of the local population lives in precarious conditions regarding urban infra-structure and housing conditions. In the second part, three case studies were conducted — in the cities of Guarujá, Diadema and Jaboticabal — studying more thoroughly the relations between different local economic models, land regulation processes and territorial exclusion. Despite the growing attention on uncontrolled and unprofitable urban sprawling in many African countries, few pragmatic solutions have been raised or effectively implemented. While uncontrolled and unprofitable urban expansions happened primarily due to poor land use management and dysfunctional land market, the cost of land management enforcement and reform is high. This paper suggests that the recently re-emerging special economic zones (SEZs) in Africa could be a practical way of using government intervention to reduce uncontrolled urban expansion and optimize urban land use. By evaluating the spatial impacts of two SEZs on their host cities in Ethiopia and Zambia, this paper demonstrates that SEZs could notably change urban expansion in terms of its speed, direction, and spatial structure. By using SEZs as an experimental area for land policy reform, the government can also effectively unlock a profitable urban development model with the functional primary and secondary land market. However, the diverging results in Ethiopia and Zambia also show that the optimizing effect can be significant only when the government is participatory and can fulfil its public function, including delivering proper planning in advance, lunching land policy reform, and even executing compulsory land acquisition for public interests.

The aim of this article is to reflect on the ill-fated expectations of Brazilian urban policy, much identified with the regulation of urban land use. The present work is based on the premise that urban policy is the dimension of social policy that provides effectiveness to urban planning. Thus, it is fitting that it should be evaluated within a context in which it began to interact with a set of social rights included in the 1988 Constitution. These were the underlying reflections resulting from research, which was conducted through interviews with urban planners who had worked with urban policy in the Municipality of Rio de Janeiro during the 1980s, 1990s and into the 2000s. The main transformations in urban policy and the challenges faced in managing this policy were used as a reference to reflect on the directions taken by Brazilian urban policy.

The development and evolution of an urban green space system is affected by both natural effects and human intervention. The simulation and prediction of an urban green space system can enhance the foresight of urban planning. In this study, several land use change scenarios of the main urban area of Xuchang City were simulated from 2014 to 2030 based on high-resolution land use data. The layout of each scenario was evaluated using landscape indexes. A Cellular Automata–based method (i.e., future land use simulation, FLUS) was applied to develop the urban green space system, which we combined with urban land use evolution. Using recent data, the FLUS model effectively dealt with the uncertainty and complexity of various land use types under natural and human effects and solved the dependence and error transmission of multiperiod data in the traditional land use simulation process. The root mean square error (RMSE) of probability of the suitability occurrence module and the Kappa coefficient of the overall model simulation accuracy verification index both met accuracy requirements. It was feasible to combine the evolution of the urban green space system with urban land development. Moreover, under the Baseline Scenario, the urban land use layout was relatively scattered, and the urban green space system showed a disordered development trend. The Master Plan Scenario had a compact urban land use layout, and the green space system was characterized by networking and systematization, but it did not consider the service capacity of the green space. The Planning Guidance Scenario introduced constraint conditions (i.e., a spatial development strategy, green space accessibility, and ecological sensitivity), which provided a more intensive and efficient urban space and improved the service function of the green space system layout. Managers and planners can evaluate the urban future land use development mode under different constraints. Moreover, they would be able to adjust the urban planning in the implementation process. This work has transformed the technical nature of the planning work from “static results” to a “dynamic process”.
