In the process of vigorously promoting urbanization, the city development became a new driving force for China's prosperity. To comprehensively analyze the urban regional innovation system, the typical urban city was taken as an empirical sample to consider as an urban regional innovation system. The fuzzy comprehensive evaluation method was used to evaluate the operation of typical urban regional innovation system, combined the cluster analysis and Bayesian discrimination for the research and analysis. The results showed that the evaluation of regional innovation system was a national innovation strategy. Therefore, the model provides an important evidence for the urban innovative development. The proposed targeted innovation development strategy is conducive to grasp the advantages and disadvantages of the typical urban regional innovation system construction as a whole. The analysis of the structural change layers and sub-distribution of urban regional innovation effectiveness helps to clarify the stage of urban development.

The accelerating process of economic globalization and the increasingly fierce international competition are conducive to the promotion of the construction of the urban regional innovation system. Based on this, the Bayesian discriminant model was established in this paper, and the development stage of the regional innovation system was prejudged. Then according to the discriminant analysis, the results of the pre judgment were tested. In addition, based on the innovation system of urban planning and construction, a framework of urban planning analysis based on regional innovation system was put forward, which was used to guide regional planning and implementation, and was applied to the planning of Shanxi science and technology innovation city. It is proved that the fuzzy evaluation system based on Bayes is beneficial to the innovative planning of the new city.

Integrated transport hub is an important component of integrated transport system. The high-speed rail passenger terminal is the center of external transport and urban city traffic; public and private transport and convert a variety of other passenger transportation. This paper by analyzing Transport passenger flow line organizations in the status, it was confirmed the main factors that affected the transport passenger flow line organizations, then set up the evaluation index system of the major city passenger flow line organizations, and using the AHP to determine the target system in all levels of the weight factors. On this basis, by using fuzzy comprehensive evaluation method, it was assessed the transport passenger flow line organizations of Beijing South Railway Station.

The competitive power of enterprise in the evaluation usually by enterprise economic benefits financial standards, in order to make the results more reasonable, this paper applied the fuzzy comprehensive evaluation method, by one insurance company management, human resources, market control ability to carry on the analysis, summarizes the influence of the competitiveness evaluation index, and use the weighted statistics calculation of index weight, the establishment of the enterprise competitive power evaluation fuzzy comprehensive evaluation model, and formed a relatively systematic and comprehensive evaluation system, this model is helpful to understand the development of the enterprise locus for enterprises to formulate the corresponding development strategy, to promote enterprise's sustainable development has a certain function, for the enterprise competitive power evaluation provides a quantitative analysis, so that the evaluation work to achieve satisfactory results. This method can also be extended to more the enterprise the competitive ability for transverse comparison.

The Development of the Yangtze River Economic Belt (YREB) is not only a major regional coordination development strategy in China but also a core carrier supporting China’s innovation-driven development. Under this background, this paper explored the evolution, spatial difference, and coordination development of the regional innovation system in the period of 2007 to 2017 from the demand and supply perspective. We found that, during the study period, the development level of the innovation demand subsystem (IDS) and innovation supply subsystem (ISS), as well as their coordinated development, all showed an increasing trend. The development gap of IDS and the coordinated development among cities in YREB was quite balanced, while there existed a large gap among cities in YREB in the development of ISS. The development of IDS was better than the development of ISS in most of the cities of YREB, indicating that the innovation development of cities in YREB needs supply-side structural reform urgently. Most cities in YREB were at the moderately or slightly uncoordinated development phase, and Shanghai was the only city with coordinated development between IDS and ISS. This paper enriches the regional innovation system from a new perspective, the demand and supply perspective, as well as providing suggestions for the coordinated development of the regional innovation system in YREB.

The article provides an analysis of existing mechanisms for assessing the level of scientific and technological potential of science cities (naukograds). Existing criteria do not reflect the real level of potential because they have a generic character, and proposed system of comparisons (with respect to the world level) is not sufficiently clear. In addition, existing methods do not reflect the essence of potential of science cities. They allow to evaluate only the most effective aspect of the municipality activities or rely only on quantitative parameters, which do not take into account the peculiarities of the organization of management in science cities. In this regard, we have developed an estimation methodology, which allows to estimate the contribution of science cities in the regional innovation system, and on this basis to determine the science cities as its basic elements. It seems that the assessment of scientific and technological potential of science city should be performed by the expert evaluation method by the survey. For this purpose, scaling of development level is made; a model questionnaire to interview experts is developed. Based on the developed methodology, the level of scientific and technical potential of a science city by the example of Zhukovsky in Moscow region is assessed. The influence of various factors through quantitative assessment is analyzed. The survey findings show that the development level of Zhukovsky can be assessed as medium in the presence of the necessary resources for its development. The use of this methodology has allowed to make a qualitative assessment of the potential taking into account social, occupational, educational and other factors and the level of intra-urban co-operation and contribution of science city to the region development. The methodology also identifies areas that need for more attention to preserve and enhance their contribution to the already existing potential. The article presents recommendations for using the methodology as a tool to assess the potential of a regional innovation system. This methodology may also be used to assess the capacity of other municipalities that claim the status of Russian science city (naukograd).

Due to limited materials and energy, more attention has been paid to the adverse impacts of the global economy’s rapid development on the environment and society. The sustainable and long-term development strategy becomes extremely urgent and important for the enterprises. Manufactures and their supply chain should take measures to implement sustainable development strategy in future production. The concept of sustainability is introduced into the field of supply chain and the structure of sustainable chain is constructed in this paper. And a method of sustainable supply chain performance evaluation is proposed. It evaluates the supply chain performance in four dimensions, namely, operational, financial, social and environmental dimensions. Then a performance evaluation model of sustainable supply chain based on AHP and fuzzy comprehensive evaluation method is established. This paper gives a case to evaluate the sustainable supply chain performance with the model and implications are given finally.

Abstract Regional Innovation System (RIS) has been regarded by many regions in Indonesia as part of their smart development strategy. The system comprises various elements to be harmonised, including the urban infrastructure. However, despite its essential role in the system, how urban infrastructure contributes to the development of RIS is still unclear and needs to be measured. This paper tries to shed light on the role of urban infrastructure in RIS implementation especially its impact on the operationalization of local institutions and economic development. The case of Pelalawan Regency is examined where RIS has been implemented there since 2015. The mixed method is conducted to assess Pelalawan’s most prominent infrastructure, information and communications technology (ICT) and water supply system, by carrying out survey to Pelalawan’s government agencies and followed by deep interviews to validate it. The result shows that infrastructure only contributes less than 50% encouraging the ideal RIS development, in which ICT’s role outperforms the other.
