Innovative scientific and technological centers make it possible to achieve accelerated rates of development of the country’s economy, provide preconditions for accelerating growth of the country’s GDP, retain highly qualified personnel in the country and ensure the introduction of new technologies created on the territory of the ISTC. The article uses a generalization of a significant number of normative, empirical and theoretical sources. The closest in terms of the form of organization of technological and innovative infrastructure abroad are territorial clusters («Silicon Valley»), science cities («Tsukuba») and technology parks («Biopolis»). Analyzing the innovative territorial clusters and science cities, the authors identified their main structural components also used when creating an ISTC in Russia. Regulatory documents for the creation of the ISTC in Russia are at the stage of the preparation since 2017, the process of establishing ISTC in Russia began in 2019. As for 2021 – three ISTC are being created in Russia and eleven are at the stage of creation. Achieving budgetary and commercial efficiency is an urgent task when creating an ISTC in Russia. The purpose of the article is to determine the indicators of budgetary and commercial efficiency when creating an ISTC in Russia. The authors proposed the composition and qualitative characteristics of indicators of the commercial and budgetary efficiency of projects for the creation of the ISTC, the sequence of the accounting and analytical process and the range values. The composition of indicators of the commercial and budgetary efficiency of ISTC projects is reduced to the characteristics of economic turnover, expenditure obligations, absolute and relative economic benefits of financial investments. Among the main indicators of the efficiency of investments in the ISTC are highlighted: revenue, profit, cash flow and payback period of investments, net present value and internal rate of return. The measurement of budgetary efficiency is proposed as a result of comparing budgetary funds for the creation of the ISTC and tax funds received by the state excluding the amount of shortfalls of the Russian Federation.

We analyze the domestic experience of training students and Post-Graduates of high technologies on the example of the leading universities of science cities of Russia: Biysk Technological Institute (branch of the Polzunov Altai State Technical University) (Biysk), Joint Institute for Nuclear Research (Dubna), Obninsk Institute for Nuclear Power Engineering – branch of National Research Nuclear University “MEPhI” (Obninsk), Pushchino State Natural Science Institute (Pushchino). We consider educational programs, the main directions of research activity, interac-tion with enterprises, Research Institutes, Scientific Production Centers, interaction technologies. As a result, conceptual approaches to the successful development of the leading universities of science cities in Russia are identified: support for new companies (“startups”) the founders of which are usually enterprises, research institutes or universities; promotion of entrepreneurial in-dependence of students and employees of higher educational institutions and research institutions; integration of large and small technology companies into innovative clusters; conducting student internships and performing research work in the laboratories of science cities; assistance from state, regional and local authorities, grant assistance.

The work deals with the problem of professional self-determination of students in the process of professional training in the universities of the science city. We consider the types of self-realization, present a model of professional self-determination of future young scholars, as well as methodological approaches to building a model and its components. The organizational and pedagogical conditions for the professional self-determination of students on the basis of the cluster approach are presented: the orientation of the educational process of universities in science cities to interact with enterprises, research institutes of the science city, the business community; active organizational and educational position of universities in science cities to promote employment and job placement of students at enterprises in science cities; a combination of various forms, methods of supporting the professional self-determination of students; accompaniment of the educational process with a digital ecosystem for practice-oriented interaction of students with employers and other interested social partners. The implementation of the model in practice will allow students to engage in professionally oriented interaction, including through project activities and interaction through Internet technologies with the world professionally oriented scientific community.

In the innovative development of the Russian economy, the author identifies knowledge-intensive segments of industry and the creation of scientific and production complexes as a consequence of the integration of enterprises in these segments. The author analyzes this evolutionary form of integration and considers organizational-economic mechanisms and strategies of science cities development. The author proves that when developing scientific and methodological support for management of development of knowledge-intensive segments of industry, it is reasonable to focus on the aggregate intellectual capital of enterprises. The efficiency of intellectual capital management is directly proportional to the advanced development and competitiveness of the Russian economy.

The article analyzes the current state of innovation activity of small enterprises. Based on the statistical data there are presented such parameters as the proportion of small enterprises engaged in innovative activities, proportion of innovative goods and services of small enterprises, cost of the innovation activities of small enterprises. There has been mentioned the importance of the assessment of innovative activity as a means of timely identification of problems and building solutions to improve the activity of the innovative enterprises in the science city and to increase their efficiency. As a result of the analysis, the main components of innovation activity in the science cities needed for the objective assessment have been identified. The proposed assessment is based on the principles of consistency, systematicity, complexity, practical orientation, scientific character, optimality, democracy, and reliability. In accordance with the developed principles, there has been described the proposed approach to assessing the innovation activity in the science cities. The requirements for developing assessment parameters are identified and its methodological provisions are formulated, where the goal, objectives, principles, the process of assessing, etc. are stated in a logical sequence. The sequence of the process includes forming the staff responsible for the assessment, calculating indicators, interpretation of the results. The coefficients, such as the level of added value, the profitability of intangible assets, the assessment of investments in the implementation and development of R&D, the volume of commercialized R&D have been proposed to take into account as assessment parameters. On the basis of small innovative enterprises of the science city of Korolev SPE Inkar-M LLC, SPE Impulse LLC, Robotmash LLC there has been carried out the approbation of the assessment, the results of which gave the highest rates of their innovative activity.
