Hong Kong extradition row shows that activism endures

Significance The proposed law has sparked what is probably the most serious political controversy since Carrie Lam took office as Hong Kong’s chief executive in 2017. Lam denies that the initiative is being imposed by Beijing. Impacts A large turnout at a demonstration on July 1 would prove that the public has not given up on protest. Foreign governments will pay more attention to Hong Kong’s governance, but public criticism would risk Beijing’s ire. The controversy will slow down China-Hong Kong integration more broadly, except in narrowly economic affairs.

Subject Impact of misconduct charges against Hong Kong's former chief executive. Significance Donald Tsang, Hong Kong's chief executive (the territory's highest political official) from 2005 to 2012, was charged on October 5 with two counts of misconduct in public office. He is the most senior Hong Kong serving or former official to be charged with corruption. The charges arrive less than a year after the conviction of his former deputy, Raphael Hui, on similar charges. Impacts The corruption charges against Tsang will bolster public criticism of the relationship between top officials and the business community. There is a risk of mainland practices of influence-peddling creeping into Hong Kong along with closer commercial and administrative ties. Mainland interference in routine legal matters is unlikely before the expiration of Hong Kong's Basic Law in 2047.

Purpose The purpose of this paper is to conduct an in-depth interview with the Chief Executive Officer (CEO) of Larry Jewelry, a luxury jeweller with boutiques in Hong Kong and Singapore. Given the ever-evolving luxury jewellery market in South East Asia, it is paramount to understand the success factors of the luxury jewellery sector. Design/methodology/approach An in-depth interview approach is used to understand the antecedents of the success of the luxury jewellery sector. Specifically, this paper presents a complex business model of Larry Jewelry and an in-depth interview with the CEO of Larry Jewelry for current insights in the sector. Findings This paper highlights the history of Larry Jewelry, its product segments and the key elements of its business blueprint. Specifically, the success of Larry Jewelry is attributed to its business model and strong branding on quality, craftsmanship, rarity, human interaction and trust. Originality/value Despite the substantial growth in the luxury jewellery sector, there is relatively little research on the success factors of this industry, especially in South East Asia. The current research provides practical insights into business blueprint of a successful luxury jeweller in Hong Kong and Singapore.

Purpose The purpose of this paper is to review cases about complaints of abortuses handling in Hong Kong, and to further propose policy recommendations to help comfort parents with respect and dignity toward abortuses. Design/methodology/approach There is a systematic review of articles/newspapers related to the practice and regulation of abortuses handling in Hong Kong and overseas countries. Also, point of views among stakeholders are selected from: newspapers, patients’ groups, Hong Kong SAR Government’s websites, radio programmes’ interviews, related organizations’ websites, blogs from legislative councilors and lawyers. Findings Since parents suffered from miscarriage before 24 weeks’ pregnancy are increasingly willing to share their experiences and struggled for arranging a legal funeral for their children, Hong Kong SAR Government is able to understand these parents’ needs and hence set up more “Angel Garden” in both the public and the private cemeteries. Yet, the provision of funeral and cremation services are still not comprehensive. Existing measures from Mainland China and overseas countries to handle abortuses and to provide support for parents are analyzed. More critically, ethical concern on handling abortuses as one of the clinical wastes is further included in the discussion. Originality/value Although all less than 24 weeks’ fetuses cannot be given any Certificate of Stillbirth, respect and dignity can still be presented toward their parents by flexible regulation. After discussing the related measures on handling abortuses from other countries, some of their humane regulations are feasible to be applied to Hong Kong.


Significance Despite the public criticism, Obama Asue was soon reappointed. This was due largely to the reported intervention of the president’s son, Vice-President Teodorin Obiang, a controversial figure who is increasingly positioning himself to take over from his father. Impacts Teodorin is more likely to succeed his father after the 2023 elections, unless his father is incapacitated before then. A Teodorin presidency will increase Equatorial Guinea's dependency on China given his poor relations with Western governments. Low oil prices and COVID-19-related disruption could see the country’s economic crisis extend into the medium term.


Significance On October 23, President Reuven Rivlin passed on the task of forming the government to Benny Gantz, leader of the centrist Blue and White alliance, after incumbent Prime Minister Binyamin Netanyahu failed. Neither the centre-left bloc nor the bloc of religious and right-wing parties (led by Netanyahu's Likud) has a majority without Yisrael Beiteinu, but so far Gantz and Netanyahu have failed to find an acceptable compromise despite pressure from Lieberman and Rivlin to form a unity administration. Meanwhile, Netanyahu himself faces an impending indictment on corruption charges. Impacts Consecutive rounds of elections will create a strain on the public finances. Netanyahu will refuse any power rotation deal where he is not given the premiership first. Another election, especially if coupled with an indictment, will accelerate a trend of public fatigue with Netanyahu.


Significance The strike is a major escalation of the months-long anti-government protest movement, causing serious economic disruption for the first time and setting a precedent. The government’s suspension of a controversial bill allowing extradition to mainland China has failed to satisfy activists and a significant section of the public. Police today continue to clash with protesters in several locations around the city, resulting in arrests, serious injuries and destruction of public property. Impacts Use of mainland Chinese military riot police is now realistic. The longer protests continue, the more opportunities there are for miscalculation or radical tactics on both sides that deepen animosities. Limited mainland intervention as a last resort still seems more likely than a risky attempt to intimidate using overwhelming force.

Purpose The purpose of this study is to investigate the relationship between the degree of stakeholder salience and the degree of emphasis placed on accountability dimensions for infrastructure assets (IFAs) as perceived by mayors and chief executive officers (CEOs) of local government authorities (LGAs). Comparisons are drawn between the salience accorded to two broad stakeholder groups at the public level and at the government level. Design/methodology/approach Perceptions of mayors and CEOs are examined through a mail questionnaire survey administered among LGAs in Australia. Findings Overall accountability for IFAs by the LGAs is influenced by the salience accorded to the demands and needs of public stakeholders (PSs) but not the salience accorded to government stakeholders (GS). It is evident that public and managerial accountabilities are impacted by PS salience, whereas political accountability is impacted by the salience of GS. Thus, it emphasises that the establishment and implementation of policies, processes and systems that render transparency and responsiveness to the public, as well as service quality and the disclosure of performance measures, are positively affected by the salience accorded to PS groups. Research limitations/implications The results of the study may be affected by the inherent weaknesses associated with mail surveys. Practical implications Accountability of LGAs for IFAs to GS needs enhancement, specifically stronger policy incentives. Originality/value This paper contributes to the literature, providing evidence on how mayors and CEOs of LGAs perceive the salience of different stakeholders of IFAs and its impact on the perceived accountability.


Subject The Hong Kong Legislative Council election 2016. Significance A ban on pro-independence activists standing for election, the conviction of student activists on criminal charges and the declaration of several pro-Beijing candidates for the 2017 chief executive election raise long-term concerns about Hong Kong's institutional health. Impacts Student activism will strengthen, leading to greater polarisation of Hong Kong society. Announcement of multiple candidates acceptable to Beijing implies the most competitive Chief Executive election since the handover. Hong Kong's economy will probably remain sluggish over the next year.


Subject The demands set out by anti-government protesters in Hong Kong. Significance Mass protests have forced the government to withdraw an unpopular bill allowing extradition to mainland China. However, the protesters’ agenda has broadened to include four more demands: repudiation of the government’s designation of the protests as ‘riots’; amnesty for all protesters; an independent probe into the police’s use of force; and universal suffrage for the selection of Hong Kong’s chief executive. Impacts Investigations, trials and lawsuits will drag on for years, poisoning the political atmosphere and hindering cooperation between camps. Hong Kong’s independent judiciary may be a moderating influence. Replacing Lam would not be a fresh start; the process would spotlight Hong Kong’s lack of democracy.


Subject The foreign policy dimension of the ongoing protest movement in Hong Kong. Significance The protest movement sparked by a bill to allow extradition of fugitives to mainland China continues in Hong Kong, with another 200,000 or more people taking to the streets on July 21. Foreign governments have weighed in on the matter, while Beijing blames ‘foreign forces’ for stirring up the unrest. Impacts It will be local political dynamics, not the actions of foreign governments, that drive events in Hong Kong. Changes to Hong Kong’s legal status would be disruptive for Western firms, so Western governments will want to avoid making any. Hong Kong is particularly problematic for the China-UK relationship, but London will be unable to apply much pressure.
