Significance This follows a Supreme Court spokesman’s October 8 confirmation that the court will hear a motion calling for the opposition Cambodia National Rescue Party (CNRP) to be ordered dissolved. Impacts A CNRP ban would raise international concern and thus the risk of sanctions being imposed. Beijing is unlikely to pressure close partner Phnom Penh to assure free and fair elections. Cambodia’s civil society and media environment face further restrictions. The risk of protests, sanctions and aid stoppages could sap investor confidence and interest in Cambodia.


Significance The moves are the latest in a series of frictions between Phnom Penh and Washington which centre on political freedoms in Cambodia and, following his arrest on September 3, opposition leader Kem Sokha of the Cambodia National Rescue Party (CNRP). Impacts The US government could use US influence to cut IMF and World Bank development aid to Cambodia. Cambodia will move further into China’s orbit as the US-Cambodia relationship worsens. Cambodian government officials and their business associates could be denied US entry visas. If US sanctions were applied, the garment sector’s liberal labour practices would probably protect this vital industry.

Purpose The purpose of this paper is to examine the motives and emotions of Western tourists visiting Tuol Sleng Genocide Prison Museum in Phnom Penh, Cambodia and further contribute to a deeper understanding of the dark tourism consumption. Design/methodology/approach Data were collected from popular travel blog sites. This study employs various qualitative and quantitative methods, such as netnography, semantic network analysis and critical content analysis in order to gain a deeper insight into the visitors’ emotions and motivations. Findings This study reveals that people visit Tuol Sleng Genocide Museum mainly for “remembrance”, “worth visiting”, “learning and understanding”, “paying respect” and a “must visit” attraction. Emotions revealed in this study were “shocking“, “sadness“, “horror” and “depressive”. Research limitations/implications This paper is limited to the analyses of travel blogs sites. Further research could include interviews with Western visitors, and professionals managing the site. Originality/value To the best of the knowledge, this is the first study to examine the emotions of visitors in Tuol Sleng Genocide Museum.

Significance Following up on his pre-election enthusiasm for the Republican candidate, Prime Minister Hun Sen congratulated US President-elect Donald Trump on his election win on November 9. In the wake of the October 13-14 visit of China's President Xi Jinping to Cambodia, this is adding to media speculation about what Trump's policy towards South-east Asia might be, and how it might affect Cambodian domestic politics and the dynamics of the Beijing-Phnom Penh relationship. Impacts Western calls are unlikely to be the catalyst for improvements in Cambodian human rights and democracy. The Cambodian People's Party will leverage Chinese development aid to try to gain electoral advantage. Cambodia's opposition could suffer electorally because of operating constraints.


Subject Microfinance in South-east Asia. Significance Microfinance lending in Cambodia rose 45% last year, while the number of borrowers has doubled since 2010, a national summit on the industry was told in Phnom Penh last month. Other emerging South-east Asian economies will seek to emulate Cambodia's success as intra-regional financial ties heighten credit gaps, especially for small business. Most funding will come from abroad, but foreign investors are worried about regulatory shortcomings and high borrowing costs in some markets. Impacts Cambodia will see the fastest microfinance industry growth among South-east Asian countries. However, larger markets such as Indonesia have greater long-term potential microfinance demand. Microfinance could increase SMEs' viability by paying for efficiencies and boost their presence in exports and supply chains.


Significance In all areas other than fundamental rights Cambodia was the lowest of the 15 countries surveyed in the East Asia and Pacific region. However, in September, Phnom Penh signed a memorandum of understanding (MoU) with Beijing to provide Chinese technical assistance for judicial reform. Impacts Despite Chinese aid, corruption in Cambodia will slow the development of an effective and efficient commercial legal system. Chinese businesses with Cambodian interests will likely benefit from Beijing's support for the shaping of Cambodian law. Deeper Cambodia-China political ties will match deeper legal and economic links. Western governments and multilateral institutions will lose influence over Cambodian politics and legal reform. Cambodia's opposition will thus be less able to call on the West for political support.


Significance Cambodia is now effectively a one-party authoritarian state. Despite a poor health system, it has seemingly managed to contain its COVID-19 outbreak. Impacts Hun Manet will try to burnish his credentials domestically and internationally. Phnom Penh will rely on regional partners to provide much-needed debt relief and markets for export. The soon-to-be-signed free trade agreement with China is unlikely to offset losses from the withdrawal of EU trade privileges.


Subject Cambodian government's response to international and domestic pressure. Significance Prime Minister Hun Sen last week said China will help Cambodia if the EU suspends trade privileges over what the bloc regards as democratic backsliding. Separately, the Phnom Penh Municipal Court sentenced in absentia Sam Rainsy, co-founder of the dissolved opposition Cambodia National Rescue Party (CNRP), to eight years in prison for insulting the king and demoralising the armed forces. Impacts The Cambodian government could contemplate limited concessions to forestall international sanctions. Cambodia will draw closer to China economically and politically. A weak CNRP will likely fragment as it struggles against Hun Sen's repressive tactics.


Subject EU trade sanctions on Cambodia. Significance The European Commission last week said the EU will partially suspend Cambodia’s trade preferences with the bloc in response to human rights violations such as political repression under Prime Minister Hun Sen's government. Meanwhile, Kem Sokha, co-founder of the dissolved opposition Cambodia National Rescue Party (CNRP), is on trial in a Phnom Penh municipal court for treason, a charge he denies. Impacts Cambodia’s dependence on Chinese aid and investment will likely increase. Phnom Penh will continue to express solidarity with Beijing over the coronavirus crisis, hoping to strengthen bilateral ties. Hun Sen’s government may implement structural economic reforms as part of efforts to sustain economic growth.

Purpose The purpose of this paper is to examine the microcredit system, social networks within self-help groups (SHGs) and micro-entrepreneurial activities at the grassroots aiming at well-being, sustainability and income generation. The empirical study took place in Phnom Penh. Design/methodology/approach Focus group and in-depth interviews were employed. Two SHGs in Phnom Penh were selected for this study. The social network approach was used to distinguish the type of nodes and cliques within SHGs. Findings The result suggests that there exist lending and borrowing nodes and cliques. Strong ties exist within a clique and only weak ties link between cliques. Job and business information transmits well on weak ties but not entrepreneurship. This explains the failure of the process of microcredit in fostering microenterprise among very poor and low-educated borrowers. Research limitations/implications The findings were based on a small sample from two SHGs. Further study is needed for justification of the findings. Originality/value It was original research which took place in Phnom Penh. Homogeneous lending and borrowing cliques in microcredit networks were identified. A model of hierarchical microcredit network was hypothesized to explain how some members of a SHG are able to utilize the credit in starting up their microbusinesses while others failed.
