State policy in low-cost housing provision in Southeast Asian developing countries: a systematic review

PurposeStudies showed that policy influences housing provision. The review of these policies in the Southeast Asia's is possibly not yet adequate because of recent gap in housing demand-supply across the region. This review evaluates the state policy in low-cost housing (LCH) provision in Southeast Asian developing countries reported in published studies.Design/methodology/approachAn electronic search (ScienceDirect, Scopus, Web of Science, and Google Scholar) was conducted using the following search terms: “Low-Cost Housing policy in Southeast Asia.” Reference list of identified studies was scanned to identify more studies. Studies published between 1991 and 2020 that focused either on the region or country within the region were selected. An independent reviewer extracted data from the studies using a standardised form and 27 studies were included in this review.FindingsLCH developing countries experience, encumbrances and measures to mitigate LCH demand-supply gap in Southeast Asia were the issues addressed from the reviewed. Findings from the studies indicate that the level of lax state policy and enforcement of LCH varies across nations.Research limitations/implicationsFindings and recommendations of this paper were based on systematically reviewed literature but does not compromise the robustness regarding state policy in low-cost housing provision in Southeast Asian developing countries. Thus, exploratory sequential mixed methods approach has been recommended as part of the implications for future research.Practical implicationsAs part of the practical implications, this paper highlights the mechanism behind the success of Singapore LCH policy and transferability of the model to the developing countries within and outside the region, and open up the possibility to adopt these policies.Originality/valueThis study is probably the first systematic review on low-cost housing in Southeast Asia.

Low-cost housing, so-called affordable housing, is an important subject as it affects many aspects of people's well-being and city planning. The urban poor, who form a respectable percentage of cities' residents in many developing countries, are the most affected segment by the availability and affordability of housing. Governments often try their best to provide affordable housing through housing interventions and programs. However, many low-income people end up in informal settlements including slums and squatter settlements. This research analyzes state-led low-cost housing initiatives compared to informal affordable housing in developing countries. The importance of this research is mainly associated with understanding how governmental housing initiatives and laws affect the housing preferences of the urban poor. The research starts by providing a brief background about the subject and its importance from the literature. The research uses mixed methods approach and a case study of Greater Cairo Region following the massive migration during the period between the 1980s and the 2000s to provide an in-depth understanding of the situation. The research then analyzes/discusses some housing initiatives, and uses both quantitative/qualitative data in order to explain potential malpractice and issues. Finally, the research will highlight the key findings and provide some recommendations for change/improvement.

PurposeSeveral studies have shown that climate change is a threat to sustainable human living and high consumption of energy by buildings is a contributory factor. However, green practices in buildings have been proved as one of the successful technologies to mitigate global warming. Previous studies have shown lax green practices in developing countries’ buildings, but how far concerning green certification of buildings in Nigeria is yet to be explored. Therefore, this paper investigated the barriers to green certification of buildings (GCB). Also, the paper proposed a model for promoting GCB in Nigeria.Design/methodology/approachEighteen experts with green building certification knowledge were engaged across three of Nigeria’s cities (Benin City, Abuja and Lagos) via scheduled WhatsApp video and teams calls. Collated interview data were analysed and presented in themes.FindingsFindings show that there is an absence of a framework to promote GCB in Nigeria. Hence, GCB is low across the states. Twelve main sub-themes emerged as the barriers to GCB in Nigeria. Also, eight key sub-themes emerged as the possible concepts that can be used to improve GCB in Nigeria and formulated into a proposed framework to promote GCB in Nigeria.Research limitations/implicationsThis paper is limited to GCB in Nigeria and only 18 participants were engaged. Thus, this paper suggests that a mixed-methods approach should be conducted in future studies with wider coverage. This may assist to validate the paper’s findings.Practical implicationsFindings from this paper will stir up practitioners in green building and influence the promotion of GCB in the sector. As part of this study’s implications, suggestions through the paper’s proposed framework will benefit Nigeria’s policymakers to make decisions towards achieving GCB. This can be achieved via the proposed framework to promote the concept across Nigeria.Originality/valueThis paper is probably the first that attempted to investigate the barriers and proffer policy solutions via a framework to promote GCB in Nigeria and by extension in other developing countries.

PurposeThe paper focuses on reviewing and theorizing the factors that affect the adoption of cloud computing in the education sector narrowing the focus to developing countries such as India.Design/methodology/approachThrough an extensive literature survey, critical factors of cloud computing for education were identified. Further, the fuzzy DEMATEL approach was used to define their interrelationship and its cause and effect.FindingsA total of 17 factors were identified for the study based on the literature survey and experts' input. These factors were classified as causes and effects and ranked and interrelated. “Required Learning Skills and Attitude,” “Lack of Infrastructure,” “Learners' Ability” and “Increased Investment” are found to be the most influential factors.Practical implicationsThe resultant ranking factors can be used as a basis for managing the process of cloud adoption in several institutions. The study could guide academicians, policymakers and government authorities for the effective adoption of cloud computing in education.Originality/valueThe study investigates interdependency amongst the factors of cloud computing for education in context with developing economy. This is one of first study in higher education institutes of India.

Purpose The purpose of this paper is to contribute to the occupational status and entrepreneurship research in developing countries by proposing that there are implications for household consumption depending on the occupational status proportion of households. When the occupational proportion of the household changes, household consumption is affected. This effect also changes depending on what quantile level the household is in terms of household consumption. Design/methodology/approach The paper makes use of OLS and quantile regressions to examine 6,919 households comprising 40,294 individuals from the 2009 Nigerian Living standards measurement survey. Findings The paper finds that there are implications for household consumption based on the proportion of individuals in each occupational category. The contributions of each employment proportion changes at different quantiles with self-employed individuals increasing household consumption at the lower quantiles but reducing household consumption at the upper quantiles. Crucially, having a higher proportion of unemployed individuals in the household is oftentimes better than having a higher proportion of own account self-employed individuals. Research limitations/implications This paper offers new insights into how occupation proportion influences household consumption in developing countries. As a result, the household could seek to organise its members in such a way as to maximise combined household consumption, as diverse occupational statuses contribute differently to the household consumption at different quantile levels. The nature of the data used in this study however does not allow for causality tests. Practical implications The proportion of employment statuses in the household has implications for household consumption and so the mix of employment in the household is important. The self-employed could also be involved in activities to enhance household consumption that are not captured by labour income. However, self-employment does not seem to always have a positive effect on household consumption and sometimes unemployment might be better. Originality/value The paper provides a new way to view the household as an organising entity in terms of how it can allocate employment proportions to maximise household consumption.

Purpose The purpose of this paper is to profile various types of Web-based tools to facilitate research collaboration within and across institutions. Design/methodology/approach Various Web-based tools were tested by the author. Additionally, tutorial videos and guides were reviewed. Findings There are various free and low-cost tools available to assist in the collaborative research process, and librarians are well-positioned to facilitate their usage. Practical implications Librarians and researchers will learn about various types of tools available at free or at low cost to fulfill needs of the collaborative research process. Social implications As the tools highlighted are either free or of low cost, they are also valuable to start-ups and can be recommended for entrepreneurs. Originality/value As the realm of Web-based collaborative tools continues to evolve, the options must be continually revisited and reviewed for currency.

PurposeThe purpose of this paper is to investigate the critical opportunities for design for safety (DFS), the potential statutory (and non-statutory) health and safety (H&S) responsibilities of designers including DFS and its workability in developing countries.Design/methodology/approachInterviews were conducted among 28 multi-designers including Architects, Civil Engineers and Builders and the data was analysed thematically.FindingsThe study revealed that the likelihood of designers, clients, etc. inclining to change because of the infancy stage of H&S in developing countries, making it “fallow” for H&S was a barrier. The opportunities for DFS include the willingness of designers to develop DFS skills and knowledge, which results in a welcoming attitude towards DFS. Further, the success recorded by professional bodies on other regulatory matters and designers' greater inclination to comply with DFS when professional bodies are involved in the regulatory process of DFS remain key opportunities for DFS.Practical implicationsFor statutory-backed DFS to achieve the objective at the optimum level, the role of professional bodies in the regulatory and sensitisation processes, geographic differences in DFS legislation enforcement, nuanced and strategic design and enforcement of any legislation that will support DFS should be taken into consideration.Social implicationsA grassroots collaborative approach to developing and implementing DFS in the country and the exploitation of the zeal of designers to have DFS-related knowledge, is recommended.Originality/valueTo the knowledge of the authors, this is the first study that examines the opportunities for DFS in developing countries when it is (or not) supported by statute and the need to advance the understanding of DFS in developing countries through qualitative enquiry.

Purpose – The purpose of this paper is to examine the managerial role in the practices of corporate social responsibility (CSR) in developing economies. Design/methodology/approach – The paper takes the form of an empirical analysis of employees' opinions based on a quantitative survey of 100 middle and senior level managers from four organisations chosen from relatively high impact industry sectors. Findings – Managerial role in the practice of CSR is limited and ineffective in Ghana. Difficulties of effective CSR implementation mainly stem from leadership weak spots in the form of mismanagement and corruption, lack of leadership commitment and unwillingness to allocate monies due for CSR activities. Organisations can do better in the practice of CSR if management's attitude to CSR, corruption, and work behaviors are positive. Practical implications – The paper provides valuable information on managerial activities with regards to organisational CSR, and how these can be improved. Originality/value – Empirical literature on CSR in developing countries is limited. This paper identifies the roles that management and organisational leadership can play in the practice of CSR in developing countries. The paper proposes a universal approach which aims to address the need for adequate and effective enforcement of CSR.

PurposeTo date, low-cost housing held under the common-property regime is faced with various collective action or management issues in relation to common facilities. Understanding and unpacking key collective action components in a multi-dimensional and systematic fashion that help explain the status quo of the complex low-cost housing management is crucial, particularly in identifying potential factors contributing to the suboptimal self-governing outcome. Therefore, the purpose of this paper is to investigate the collective action of low-cost housing in Malaysia using Ostrom's institutional analysis development and social-ecological system framework (IAD-SES framework) as a theoretical framework.Design/methodology/approachFirst, a mixed-method research design was adopted where issues relating to the management of common properties of low-cost housing were identified in the Malaysian context. Second, the components of Ostrom's IAD framework relevant to collective action were identified. Third, after interviewing six experts in the housing industry via semi-structured interviews, two more components (historical development/adaptability to new environment and ethnicity) were added to the questionnaire survey. From here, 633 respondents who lived in four low-cost housings in Kuala Lumpur from 1,598 households were surveyed in 2012. We then merged the IAD framework with the SES framework. Factor analysis and Cronbach's alpha analysis were conducted to uncover the underlying variables and the social ecological clusters that they belonged.FindingsWith average Cronbach's alpha of 0.83, the seven key SES components identified are able to cumulatively explain 71% variance of local collective action components. Based on the cumulative percentage explained, the top five key SES components are as follows: context (social, economic and political settings); ethnicity; outcome; resource system; and users characteristics.Originality/valueThis study identifies key components related to the collective action issues of low-cost housing management, where two additional components were also suggested to be added to the SES framework. Apart from the theoretical contribution, the study, serving as insights and potential solutions, is also of practical significance to the existing management practices of low-cost housing in Malaysia where policymakers and management corporations may prioritize primary SES components, helping them govern common properties more efficiently.

Purpose This paper aims to identify and to compare workplace location attributes that appealed to Generation Y and Z talent. Design/methodology/approach Semi-structured interviews were conducted with 12 participants to identify workplace location attributes. Choice-based conjoint surveys were collected from 750 Generation Y and Z individuals in the talent pool of Bangkok, Thailand to compare the importance of attributes. Findings The most important workplace location attribute was the availability and diversity of restaurants followed by place appearance, traffic density, availability of public workspaces, public transport and after-work activities. Transport-related attributes were more important for older generations, whereas public workspaces and place appearance were more important for younger talent. Practical implications To attract talent, the Bangkok Metropolitan Administration (BMA) should address the weaknesses of potential workplace locations through efficient, low-cost and rapid development plans. Although Bangkok is known for street food, BMA policies that promote restaurants as the most important attribute are limited. The BMA should initiate plans to promote the availability and diversity of restaurants. Innovation districts in Bangkok should connect to restaurants and food networks in their vicinity. Originality/value The existing literature explored factors that attract talent at the city level, but no study has investigated attractiveness at the workplace location level. Despite some similarities, workplace location attributes identified in this study were more specific than city-level attributes.
