Purpose – The purpose of this paper is to explore potential benefits and possible pitfalls of the removal of the default retirement age. Design/methodology/approach – A human capital and labour market perspective provide theoretical lenses for exploring the potential implications for individuals, organizations and societies. The paper employs financial costing analysis to demonstrate. Findings – The paper uses the UK case to illustrate anticipated managerial and societal outcomes. The main finding from the discussion and the financial analysis is that indeed the current system is unsustainable. Originality/value – The paper offers areas where lessons about age management can be learnt from other experiences of flexible retirement strategies such as enhancing older workers ' human capital. The idea is of global nature and relevance and forms a “wake-up call” for decision makers at national level.

Purpose The purpose of this paper is to report on an analysis of direct age discrimination cases by the Court of Justice of the European Union (CJEU) and the UK courts and employment tribunals over an 11-year period. The paper focusses upon age stereotyping towards older workers and analyses whether it is endorsed at the European level and/or national level. Design/methodology/approach This research has analysed a sample of 100 employment tribunal judgments concerning direct age discrimination together with 28 CJEU decisions on direct age discrimination. Findings This paper highlights that there are a number of cases in which age stereotyping has been endorsed at the CJEU level. By contrast, the UK courts and employment tribunals have adopted a more robust approach. Research limitations/implications The main limitation is that it only considers case law from the European Court and the influence on the UK case law, without analysing the eventual decisions of the other EU member states. Originality/value The paper contributes to the debate with regard to the approach of the CJEU and the UK courts and employment tribunals in tackling age stereotyping and is the first to examine the influence the CJEU decisions has had on the UK jurisprudence over the period studied.

PurposeHigher pensionable age in many countries that are part of Organization for Economic Co-operation and Development (OECD) and a shrinking pension income force older people to postpone their retirement. Yet, age-based discrimination in employers' decisions is a significant barrier to their employment. Hence, this paper aims to explore employers' attitudes regarding the employment of workers aged 60–70, striving for a better understanding of age discrimination.Design/methodology/approachThe authors used a thematic analysis of semi-structured interviews with 30 managers, experts and employees in retirement age in Israel.FindingsFindings reveal a spectrum of employers' attitudes toward the employment of older workers. The authors' analytical contribution is a conceptual typology based on employers' perceived ability to employ older workers and their stated attitudes toward the employment of older workers.Social implicationsThe insights that emerge from this research are fundamental for organizational actors' ability to expand the productive, unbiased employment of older workers.Originality/valueBy understanding employers' preferences and perspectives and the implications on employers' ability and/or willingness to employ older workers, this research will help policymakers formulate and implement policy innovations that address these biases.

Purpose The outbreak of the severe acute respiratory syndrome coronavirus 2 virus and subsequent COVID-19 illness has had a major impact on all levels of society internationally. The extent of the impact of COVID-19 on prison staff and prisoners in England and Wales is unknown. Testing for COVID-19 both asymptomatic and symptomatic, as well as for antibodies, to date, has been minimal. The purpose of this paper is to explore the widespread testing of COVID-19 in prisons poses philosophical and ethical questions around trust, efficacy and ethicacy. Design/methodology/approach This paper is both descriptive, providing an overview of the widespread testing of COVID-19 in prisoners in England and Wales, and conceptual in that it discusses and argues the issues associated with large-scale testing. This paper provides a discussion, using comparative studies, of the issues associated with large-scale testing of prisoners across the prison estate in England and Wales (120 prisons). The issues identified in this paper are contextualised through the lens of COVID-19, but they are equally transferrable to epidemiological studies of any pandemic. Given the prevalence of COVID-19 globally and the lack of information about its spread in prisons, at the time of writing this paper, there is a programme of asymptomatic testing of prisoners. However, there remains a paucity of data on the spread of COVID-19 in prisons because of the progress with the ongoing testing programme. Findings The authors argue that the widespread testing of prisoners requires careful consideration of the details regarding who is included in testing, how consent is gained and how tests are administered. This paper outlines and argues the importance of considering the complex nuance of power relationships within the prison system, among prisoner officers, medical staff and prisoners and the detrimental consequences. Practical implications The widespread testing of COVID-19 presents ethical and practical challenges. Careful planning is required when considering the ethics of who should be included in COVID-19 testing, how consent will be gained, who and how tests will be administered and very practical challenges around the recording and assigning of COVID-19 test kits inside the prison. The current system for the general population requires scanning of barcodes and registration using a mobile number; these facilities are not permitted inside a prison. Originality/value This paper looks at the issues associated with mass testing of prisoners for COVID-19. According to the authors’ knowledge, there has not been any research that looks at the issues of testing either in the UK or internationally. The literature available details countries’ responses to the pandemic rather and scientific papers on the development of vaccines. Therefore, this paper is an original review of some of the practicalities that need to be addressed to ensure that testing can be as successful as possible.

Purpose – The purpose of this paper is to demonstrate how access to vaccination for older people in the UK can be both improved and used as a tool for healthy ageing. Design/methodology/approach – ILC-UK released a report “Adult Immunisation in the UK”, which applied a UK perspective to a 2013 Supporting Active Ageing Through Immunisation (SAATI) report on immunisation. The ILC report combined the SAATI findings with a traditional literature review, a policy review incorporating grey literature and the outcomes of a focus group discussion. This paper highlights the key findings of the ILC-UK report. Findings – Vaccination needs to be included as part of proactive strategies to promote healthy and active ageing. Initiatives need to be explored that increase the rate of delivery of vaccinations. Barriers to the vaccination of health and social care professionals working with older people need to be removed. The government should explore using psychological insights into human behaviour to improve the take-up of vaccinations amongst adults. The range of settings where older people can receive vaccination needs to be expanded. Information on the potential benefits of immunisation should be made readily available and easily accessible to older people. Practical implications – The paper calls for a structural shift in how vaccination services in the UK are organised. Social implications – The paper calls for a cultural shift in how society views immunisation and the role it has to play in the healthy ageing process. Originality/value – The paper uses new European research on immunisation and applies it to the UK's situation.

The UK labour market is dramatically changing, with rapid technological innovations alongside globalisation where organisations are required to place a premium on human and intellectual capital. The demand for labour is outstripping supply, and businesses are increasingly dependent on their ability to attract, invest in and develop their workforce (Kingsmill, 2003). However, a recent comparative report of the information technology (IT) workforce in Holland, Germany and the UK indicates that women are haemorrhaging out of the IT sector (Platman & Taylor, 2004). Given that presently there is an IT specialist’s skills shortage of 18.4% (IER/IFF, 2003), and female IT managers represent a mere 15% of ICT managers, 30% of IT operations technicians and 11% of IT strategy planning professionals (EOC, 2004a), this suggests that the ICT industry is not equipped for equality and diversity at work. Despite many years of egalitarian rhetoric and 3 decades after the UK Equal Pay Act (1970) was introduced, women still receive on average 18% less than that of their male counterparts working full-time and 41% less than men when working part-time hours. The ESF-funded DEPICT project seeks to identify pay discrimination experienced by women in ICT at a national level throughout England. An important aim is to highlight the impact of pay and reward discrimination has on the underrepresentation of women in the ICT labour market. From this study, we hope to more clearly understand the reasons for the gender pay gap, particularly in the ICT sector; and the impact this has on women’s entry and retention to occupations where they are already severely underrepresented. Equal pay is an issue for all; it’s unjust, unlawful and impacts on social justice, equality and economic performance (EOC, 2001b). Pay is a major factor affecting relationships at work; distribution and levels of pay and benefits affect efficiency of organisations, workforce morale and productivity. It is vital for organisations to develop pay systems that reward workers fairly for the work they perform (ACAS, 2005).

Purpose The purpose of this paper is to understand: whether the changes that have occurred in migrants’ conditions over time are smaller than the differences in their conditions existing across countries; and whether the comparison between immigrants and native-born conditions allows the verification of the levels of disparities between them and, therefore, the relative disadvantage suffered by migrant. After a general overview of the 28 European Union countries, this paper analyses the changes that have occurred from 2006 to 2017 in the conditions of migrants in the labour market in the big five European countries (Italy, Spain, France, Germany and the UK). Design/methodology/approach Various statistical methodologies were used. First, to gain an overall picture, taking into account both the spatial and the temporal dimensions, dynamic factor analysis (DFA) was applied. Second, time-dependent and cross-sectional time-series models were estimated to better understand the DFA results. Findings The results highlight very different scenarios in terms of labour market vulnerabilities, both affecting immigrants and native-born workers. The results also highlight the existence of a very complex framework, due to the high heterogeneity of immigrants’ characteristics and labour market capacities to integrate migrants and also to promote good conditions for the native-born population. Originality/value The picture emerging from this study and the evaluation of the policies and legislation in force to cope with migration and to promote integration suggests some reflections on the most efficacious actions to take in order to improve migrants’ integration, counteracting social exclusion and promoting economic growth.

Purpose The purpose of this paper is to explain the rise of geospatial data, its importance for business and some of the problems associated with its development and use. Design/methodology/approach The paper reviews a certain amount of previously published literature but is based mainly on analysis of the very large number of responses to a consultation paper on geospatial data published by the UK Government. Findings The findings are that while there is strong appreciation of the potential benefits of using geospatial data, there are many barriers to the development, sharing and use of geospatial data, ranging from problems of incompatibility in data definitions and systems to regulatory issues. The implication for governments and for providers and users of geospatial data relates to the need to take a long-term approach to planning in resolving the issues identified. Research limitations/implications The research findings are limited to the UK, but similar findings would be likely in any other large Western country. Practical implications This paper confirms the need for a strong and coherent approach to the planning of geospatial data and systems for the establishment of a clear basis for the different parties to work together and the need to clearly separate the roles of the government in establishing frameworks and standards and the role of the private sector in developing applications and solutions. Social implications Society is increasingly dependent on the use of geospatial data, in improving living standards and dealing with social problems. The recommendations identified in this paper, if followed, will facilitate these improvements. Originality/value The value of this paper is the tight synthesis that it provides of a wide ranging and complex range of responses to the UK Government consultation and placing these responses in the wider context of the development of geospatial data.

Purpose – The purpose of this paper is to examine how national institutional structures affect farmers’ intentions to invest in renewable energy enterprises in the UK agricultural sector. Design/methodology/approach – The authors draw on the construct of national institutional profile to identify the regulatory, cognitive and normative institutions affecting entrepreneurial intentions. A postal questionnaire survey of 2,000 farmers was carried out in the West Midlands Region of the UK and 393 usable responses were obtained. Principal component analysis and multivariate data analysis techniques are employed. Findings – Cognitive institutions were positively related to intentions. Contrary to expectations, the regulatory institutions were not associated with entrepreneurial intentions. Normative institutions were significantly related to intentions and interestingly, moderated the efficacy of regulatory institutions on entrepreneurial intentions. Practical implications – Cognitive and normative institutions may play a far more important role in determining farm entrepreneurship in the renewable energy sector than has been previously considered. Given that much of policy research is often biased towards regulatory institutions, this research shows that the construct of institutional profile offers a useful framework to investigate the effect of national level institutions on entrepreneurship. Originality/value – This study contributes to the literature on entrepreneurship in the UK farm sector. It is the first study that demonstrates the role of the country’s institutional profile on farmers’ intentions to invest in RE. The existence of moderation effects between national institutions suggests that research focusing on single dimensions is likely to provide biased results.


Subject Inequality in Japan. Significance Since the early 1980s, income inequality has been rising in Japan, as in other rich countries. Wartime physical destruction and post-war financial collapse had wiped out the wealth of the richest Japanese, while 'miracle' growth raised the fortunes of most others, creating widespread economic and social equality. That egalitarian experience did not last. Recent OECD inequality comparisons place Japan in the middle of the pack. Impacts Policies to increase market competition would not only drive out weaker firms, but also reduce income inequalities. Increased automation will increase income inequality for women, non-regular workers and the low skilled. Redistribution lowers income inequality for older workers but not for others, making a case for more comprehensive reforms.

Purpose The purpose of this paper is to achieve a greater understanding of the transitions young adults experience into and out of the labour market and the influence that gender and married/cohabiting status have on employment careers. Design/methodology/approach The paper focuses on young adults (25-34 years old) in four European countries – Italy, the Netherlands, the UK and Norway – that are representative of different youth transition regimes. Using longitudinal data from EU-SILC survey (for the years 2006-2012) and event history analysis, the authors investigate the effect of the particular set of institutional features of each country, the effect of the cohort of entry and the effect of gender differences in determining transitions across labour market status. Findings Findings show that the filter exercised by the national institutions has a selective impact on the careers of young adults, with some institutional contexts more protective than others. In this respect, the condition of inactivity emerges as an interesting finding: on one side, it mainly involves women in a partnership, on the other side it is more common in protective youth regimes, suggesting that it may be a chosen rather than suffered condition. Originality/value The paper contributes to existing literature by: focusing on a specific category, young adults from 25 to 34 years old, which is increasingly recognised as a critical stage in the life course though it receives less attention than its younger counterpart (15-24); integrating the importance of family dynamics on work careers by analysing the different effects played by married/cohabiting status for men and women.
