Connectivity within Association of Southeast Asian nation (ASEAN) member countries becomes a central issue in view of the  ASEAN Economic Community 2015. However, progress towards ASEAN connectivity especially for  infrastructure developments has been limited. One of the problems is  the resource mobilization for project financing.  In recent years, rising demand for Islamic securities among global investors in jurisdictions where  legal framework and financial infrastructure are well  established has made sukuk a cost effective and  preferred  method  of raising finance.  It has also attracted liquidity to and has made Malaysia a leading  global sukuk issuer and a leading Islamic financial  hub. This paper is a case study on how Malaysia has used the Public-private partnership (PPP) for infrastructure development and how this has extended into Islamic financing  and further examines how this model can be expanded into other ASEAN member countries in particular the Cambodia, Vietnam, Laos and Myanmar  (CVLM)  countries where issues of  infrastructure financing is critical and need to be quickly resolved in view of   an enhanced ASEAN connectivity and the future of an  ASEAN community development.

The availability of infrastructures is very important to support and determine the level of efficiency and effectiveness economy activities of a country. The availability of infrastructures is necessary for development. Thus, at the early stage, infrastructure development in a country is fully supported by the Government through the National Budget. However, along with economy growth of a country, demand on infrastructure service is also increasing. The problem is that those demands are not balanced with government’s ability in providing the infrastructures. Development of air transportation infrastructures has to be done faster in accordance with the increasing number of passengers. Therefore, it is necessary to look at business aspects in order to be feasible and economical. Various chances in model of Public Private Partnerships, project financing and chances in the use of both international proiect financing and domestic capital market for developing airports need to be considered in the future concerning the limited government's ability in financing.

Research on Islamic project financing in infrastructure conducted predominantly in Islamic countries and developed countries showed its many benefits. This particular research focuses on Indonesia. As a developing country with a majority of Muslim population, it is reasonable to expect that Islamic project financing may also be a suitable option for financing alternatives in Indonesian infrastructure development. This paper aims to identify the barriers to implementing Islamic financing for infrastructure project development. A Delphi study was conducted to gather the views and opinions of an expert panel. The study found that the main barriers to implementing Islamic project financing are a lack of understanding of the Islamic project financing concept, a resistance to using Islamic finance, and investors’ behavior and characteristics, such as a profit-oriented mind-set and risk avoidance, which might affect the infrastructure stakeholders’ preference for using a sharia-compliant scheme.

Sukuk Negara is one of the sharia-based financing instruments issued by the government to meet the budget deficit. This study aims to identify priority issues in the development of Sukuk Negara to enhance the role of Sukuk Negara in supporting government infrastructure financing. From the results of data management using the Analytic Network Process (ANP) method, it is known that several priority problems include the issuance of Sukuk Negara financing limited to central government projects, the lack of quality and quantity of Islamic finance human resources compared to conventional finance, and the low interest in public investment in Islamic financial instruments. The priority of the solution is the need to make regulations that allow Sukuk Negara to finance PPP project financing schemes, increase innovation and quality of sukuk products so that they are able to achieve the set targets, and foster public investment interest. Thus, the strategy in supporting the government's infrastructure development is to increase the proportion of SBSN issuance, increase socialization and communication to the public, and diversify underlying assets.

Background: The realisation of large-scale plans of Russian infrastructure development, transport in particular, requires a corresponding methodological guidance for both planning of realisation of these tasks and development of the proper financing instrumentarium. Aim: The analysis of reasons for incompliance of programme tasks with their financing conditions; formalisation of investment trends in todays economy and description of their capability to adapt to Russian projects. Methods: The method of rising from concrete to abstract and vice versa has allowed identification of important regularities of investment trends and their connection with the quality of projects; the systems principle has confirmed dependence of successful realisation of infrastructure projects on reliability of economic development forecasts and adequacy of projects financing and management. Results: The analysis of ongoing changes of state priorities and programmes, outlined in a large number of documents regulating development of transport infrastructure in Russia, has allowed identification of influence of most significant regularities, which determine effectiveness of these solutions. All available transport infrastructure project financing sources have been systemised, considering investment volume and their status in the market. The statement that it is exactly the loan-based financing sources, concession in the first instance, that can be the most efficient in infrastructure projects realisation, has been confirmed.

Like many other countries, Public-Private Partnership (PPP) has been appreciated as an important way out for infrastructure development in Bangladesh. Though there have been recent successes in institutional and regulatory framework, other critical issues like transaction expertise, PPP financing facilities are yet to be boosted in the country. There also needs to have a strong incentive for the executing agencies that will bring more bankable PPP projects for the private sector. So far, around 40 private sector infrastructure projects have been completed in Bangladesh with total investment value of US$ 2.9339 billion, and around 40 projects are in the national pipeline. Many PPP projects that were awarded earlier are not performing well due to weaknesses in transaction process. Under this circumstance, to successfully implement PPP projects it is essential to evaluate the effectiveness of the existing PPP project framework in Bangladesh. This paper analyze the selected PPP projects in Bangladesh to draw lesson in the perspectives of the institutional, regulatory, project financing, and other policy relevant issues. The paper specially focuses on up-front project development constrains and corresponding solutions for creating a greater PPP enable environment in the country.

Nepal is currently facing a power shortage that, it is feared, will get worse if we do not start working to enhance our capacity for energy generation. Hydropower, as a clean and renewable source of energy, is the right solution for our country, with its topographical advantage and the availability of more than 6,000 rivers. In addition to local demand, there is ample scope for export of electricity to India. The process has already begun for infrastructure development to pave the way for export. This is the right time to move forward for the development of this sector by all involved stakeholders; viz., investors, financiers, government, the local public, political parties, etc. This combined effort will give momentum for further developing the hydropower sector. The financial sector must work on building in-house expertise as well as developing coalitions with other experienced international financial institutions to enhance the knowledge base and the lending capacity for project financing. Several tools for financing, including debentures, bonds and mutual fund, etc., can be introduced. We must now move forward to enhance our strength and mitigate the risks involved to realize: Nepal ko pani, pragati ko khani (literally: ‘Nepal’s water, source of national development’). The article examines the institutional process in a regional economy connected with the infrastructure development. We use the neoinstitutional approach to study factors that influence the behavior of government and business in their interaction in the economy. We also use statistical methods to analyze the dynamics of socio-economic development indicators of the subjects of the Russian Federation as well as the results of measures to attract private investment into infrastructure, including the PPP. We chose the city of Moscow and the Yamalo-Nenets Autonomous District as two empirical case studies which differ in economic and geographic conditions, but both demonstrate success in attracting private investment and implementing infrastructure projects. Our conclusions are consistent with a theory that asserts the primacy of institutional environment in relation to project implementation. We make also some practical recommendations for the development of the institutional environment which are acceptable for all regions solving similar problems of infrastructure development.

The construction of public participation has paid his dues. This is that in realizing development projects readily undergoing a failure that empowers people. Related in all process that deals with planning, implementation, the use of results and development monitoring. The rural infrastructure development program (PPIP) is development programs community empowerment. Where people have got to dive headlong in village development, especially physical development he purposes of this research is to find how the participation of the community in the Rural infrastructure development program (PPIP), Ngranget Village, Dagangan District, Madiun Regency. The kind of research is qualitative descriptive. In research, this is the population is the number of household heads involved in the delivery rabat concrete development in Ngranget village which consisted of 95 KK. The majority of informants interviewed in this research was 12 people. Was used in the study data collection method that is Technical Documentation interviews and data available for analysis namely described the results of research or data with a form of what is he got writer whether it is the results of the interviews, or result in appreciating documentation then investigated and the studies of the issue and. The result that the community participation in development in the village of rabat concrete Ngranget mind (planning), low participation in the form of energy high, participation in the form of expertise, quite low in the form of goods low, the form of money and participation is very low.
