The construction of public participation has paid his dues. This is that in realizing development projects readily undergoing a failure that empowers people. Related in all process that deals with planning, implementation, the use of results and development monitoring. The rural infrastructure development program (PPIP) is development programs community empowerment. Where people have got to dive headlong in village development, especially physical development he purposes of this research is to find how the participation of the community in the Rural infrastructure development program (PPIP), Ngranget Village, Dagangan District, Madiun Regency. The kind of research is qualitative descriptive. In research, this is the population is the number of household heads involved in the delivery rabat concrete development in Ngranget village which consisted of 95 KK. The majority of informants interviewed in this research was 12 people. Was used in the study data collection method that is Technical Documentation interviews and data available for analysis namely described the results of research or data with a form of what is he got writer whether it is the results of the interviews, or result in appreciating documentation then investigated and the studies of the issue and. The result that the community participation in development in the village of rabat concrete Ngranget mind (planning), low participation in the form of energy high, participation in the form of expertise, quite low in the form of goods low, the form of money and participation is very low.

This study aims to describe and analyze the empowerment of communities through  the Rural Infrastructure Development Program (PPIP) in Improving Public Welfare Wanasalam District of Lebak.From the results of this study concluded that the Community Empowerment through Rural Infrastructure Development (PPIP) in improving public welfare Wanasalam District of Lebak has implemented 10 (ten) of the 12 (twelve) principles proposed community empowerment in Mardikanto Dahatma and Bhatnagar (2013: 106), then through the Community Empowerment for Rural Infrastructure Development (PPIP) in improving public welfare Wanasalam District of Lebak not carry two (2) principles of community empowerment which principles of community development cooperation is based on the analysis of the participation and empowerment of the principle of democratic society based on the analysis in the application science, this is due 1.Less public's understanding of the meaning of community empowerment and the existence of the Rural Infrastructure Development Program (PPIP), 2 Lack of socialization given by the community facilitators and institutional devices village in providing information on the activities and the lack of public awareness both as individuals and members of society concerning the conditions and environment, 3 There is a culture of compliance citizens against warlords (formal and informal leaders) that affect people's attitudes in policy decision making.

This article aims to uncover and analyze the achievement of objectives, accuracy of objectives, satisfaction, and success of rural agribusiness development programs in empowering the poor in the Pesisir Selatan, West Sumatera. This is a qualitative descriptive research type. A few poor communities are respondents of this research. Interview, observation and documentation use as data collection techniques. The results showed that the rural agribusiness development program has not been able to help the community as a whole because there are combinations of farmer groups that have been effective and there is a combination of farmer groups that have not been effective. Effective farmer group combinations are evidenced by increasing income, group members, and assets. While the combination of farmer groups that have not been effective is marked by community mentality that is difficult to change bad habit in using money for ineffective purposes. It is concluded that rural agribusiness development programs has not been succeed in empowering Pesisir Selatan community. The implication is poor community should be given more intensive community empowerment by government through more effective strategies.

Pemuteran has tourism potential and stunning natural beauty. Pemuteran village communities have not been involved in tourism activities resulting maximum untapped tourist potential to the maximum, limited opportunity society are involved in tourism development, and creativity in tourism in the village. This research is objective to maximize the role of the community in various aspects of tourism development. The development of tourism is expected to: (1) empowering local communities; (2) diversification of rural tourism products; (3) demonstration model to develop green tourism; (4) produce a tourism product of high quality and competitiveness; (5) the development of a more responsible and sustainable tourism. Data were collected through observation, interviews, questionnaires, literature studies, and technical documentation. Data were analyzed using qualitative descriptive analysis of IFAS, EFAS, and SWOT. The strategy resulted in the development of green tourism as an effort to increase community empowerment in economic activity in the village of Pemuteran is green tourism marketing strategy; Strategy creation and development of green tourism products; Strategy commitment and development of community-based tourism development in North Bali; The strategy for improving the quality of human resources through the mastery of information technology and entrepreneurship; Waste management strategy together and independently; Infrastructure development strategy based tourism green tourism; Strategy green tourism travel packages in Buleleng. Advice can be given is the importance of the commitment in the development of tourism development in North Bali-based green tourism; the need for management of solid waste management; the need for the identification and development of a tourist attraction; importance of improving the quality of human resources that are highly competitive; the importance of increasing public participation in the planning, implementation and monitoring of tourism development in the region.

The purpose of this study is to describe comprehensively and provide recommendations from the results of this PPIP research program. This study uses the theory of Edward III. This research is a qualitative research using descriptive methods through a deductive approach. The technique of collecting data is done by interviews, observation, and documentation. Based on the results of the study, it is known that the PPIP Program Implementation in Lopana Satu Village has not run optimally. This causes the Village Development to proceed slowly. Then the community has distrust in the implementation of the program due to the failure of development in the previous program period. This program also has problems in managing funds that are a resource in this program. For this reason, the Regional Government should pay more attention to matters, namely approaching the community for the smooth running of the program and improving management problems and the PPIP funding budget Keywords:  Policy Implementation, Rural Infrastructure Development Program, and Adequate Infrastructure

This study aimed to analyze and describe the performance of village assistants in sustainable community empowerment activities in Lalonaha Village, Wolo District, Kolaka Regency. Qualitative descriptive research method. Data obtained through interviews, literature study, and observation. The data analysis stage uses the Miles and Huberman method, namely data collection, data presentation, data verification, and concluding. Based on the research results, village assistants' capability in its implementation has not optimally because there are still many priority programs that people should expect but have not implemented. Activities carried out by village assistants in terms of development implementation, development supervision, and village administration training carried out by village assistants in Lalonaha Village, Wolo District have been able to run well, it is just that the obstacles faced regarding the quality of work by village assistants have not been able to carry out proper coordination fully. Both between the Lalonaha Village Government and the village community. In the implementation stage of village facilitator activities to help village government activities have not been able to run well, this is because in every development activity and supervision of development programs carried out more by the village apparatus themselves. The independence of village assistants in improving community empowerment in the village Lalonaha has not gone well because the village government itself carries out almost all the implementation of village assistance activities.

Human capital is an important asset for the survival of organization. Poor human capital are not able to contribute effectively to the development of organization. Therefore, human capital must be developed through appropriate programs so that their potential can be harnessed to maximum level. Institutions of Islamic Affairs Management plays an important role in Malaysia. These institutions need competent human capital to ensure quality of services delivered are in accordance with customer expectations. However, human capital competency in the institutions of Islamic Affairs Management is still questionable. Literature shows that empirical studies about human capital development programs in the institutions of Islamic Affairs Management is sorely lacking. Therefore, the objective of this study is to explore the implementation of human capital development programs in the institution of JAKIM. This study employed qualitative methods using the JAKIM as case study organisation. A total of 15 informants were interviewed in this study. Data were analysed using thematic analysis which is facilitated by ATLAS ti software. The results showed there are 5 human capital development programs implemented in JAKIM that is training, education and knowledge, human resource management, quality and work experiences. The results also shows all the programs have been well implemented. The administrators either in public or private sector can use these findings as a guide to implement human capital development programs in their organisations effectively.

ABSTRAK Terwujud sebuah pembangunan yang berlandaskan pada pemberdayaan, yakni melalui sebuah program pemerintah bernama ‘Program Nasional Pemberdayaan Masyarakat Mandiri (PNPM Mandiri). Penelitian ini mengenai program PNPM Mandiri yang  berfokus pada Capaian Program PNPM Mandiri Pedesaan melalui pogram simpan pinjam perempuan (SPP) untuk pemberdayaan masyarakat di desa sawarna kecamatan bayah. Dari ketiga program bidang yang ada tulisan ini akan membahas program pembangunan di bidang  ekonomi. Yang dalam implementasinya di Desa Sawarna,  program ini disebut sebagai ‘Program Simpan Pinjam Perempuan(SPP). Metode yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif, dengan informan adalah para Perempuan  anggota  kelompok di kecamatan tersebut. Teknik pengumpulan data yang digunakan adalah teknik wawancara, dan instrumennya berbentuk pedoman wawancara. Adapun teknik analisis datanya adalah analisis data secara induktif. Hasil temuan lapangan menunjukkan bahwa , pada proses pelaksanaannya PNPM Mandiri Pedesaan di Desa Sawarna menghasilkan dampak  positif  dan  negatif  bagi masyarakat (perempuan). Diantaranya telah mampu membantu masyarakat lokal dalam meningkatkan taraf hidup mereka, khususny para  perempuan di lingkungan desa sawarna.  Melalui Program SPP kaum perempuan menjadi berdaya dan  dapat mampu bermetamorfosa  menjadi pribadi  yang aktif. Dengan bantuan dana yang diberikan kepada kaum perempuan sehingga mampu mengembangkan usaha mikro yang mereka miliki menjadi lebih baik, serta  mereka mampu terbebas dari jeratan  ‘bank keliling’.  Akan tetapi masih ada kekurangan dari pelaksanaan program tersebut, sehingga proram SPP menjadi kurang maksimal. Maka dalam hasil penelitian ini akan disajikan beberapa rekomendasi untuk melengkapi kekurangan yang ada.   Kata Kunci : Program PNPM mandiri, Program simpan pinjam perempuan, Pemberdayaan Masyarakat Desa Sawarna   ABSTRACT A development based on empowerment is realized, namely through a government program called ‘Mandiri Community Empowerment National Program (PNPM Mandiri). This research is about the PNPM Mandiri program which focuses on the Achievement of the PNPM Mandiri Rural Program through the women's savings and loan program (SPP) for community empowerment in Sawarna village, Bayah sub-district. Of the three field programs that exist this paper will discuss development programs in the economic field. Which in its implementation in Sawarna Village, this program is referred to as the ‘Women's Savings and Loan Program (SPP). The method used in this study is a qualitative descriptive method, with informants being women group members in the sub-district. Data collection techniques used are interview techniques, and the instruments are in the form of interview guidelines. The data analysis technique is inductive data analysis. The field findings show that, in the implementation process of PNPM Mandiri Rural in Sawarna Village produced positive and negative impacts on the community (women). Among them have been able to help local people improve their lives, especially women in the Sawarna village. Through the SPP Program women become empowered and can be able to morph into an active person. With financial assistance given to women so that they can develop their own micro-businesses to be better, and they are able to be free from the entanglement of 'mobile banks'. However, there are still shortcomings in the implementation of the program, so that the SPP program becomes less than optimal. So in the results of this study there will be a number of recommendations to complement the shortcomings.   Keywords:  PNPM mandiri program, the Save Program loan women, empowerment of village community Sawarna

This study aims to determine the HR development program of employees through career development, motivation. This study uses a qualitative descriptive research Case Study with eight respondents, namely: Head of Agency, Head of Formation, Development and Administration of Personnel, Head of Education and Training, Head of Staff Mutation, and four Employees. The results of this study are that career development programs and systems implemented in 2018 are good enough but not perfect because they do not have a clear pattern that still follows the merits system of the government, and motivation can be said to be good because there are rewards to employees and relationships between employees conducive
