A new Public-Private Partnerships concept Private Finance 2 (PF2) adopted by UK government instead of the Private Finance Initiative (PFI) is analyzing. PF2 follows the Open Public Services Program according to recent changes in the economic policy. A description and evaluation of PFI concept are given. The reasons for termination of PFI are also revealed. Special attention is paid to the new problems of the Concept, as an access to lax credit, concerning the public sector as an equal co-investor, and risks reduction. The increased importance of institutional investors such as banks, funds, insurance companies, international export-import agencies is shown.The paper is partly devoted to the issues of PFI/PF2 administration in UK. The role of governing authorities in Public-Private Partnerships implementation and their standing in the government structure are disclosed and analyzed as well as their functions and outcomes of their activities. PF2 reaffirms UK government’s commitment to Public-Private Partnerships. It remains to be a predominant form of drawing private investments into infrastructure development. The British government hopes that PF2 will increase private sector interest to finance public investment projects such as schools, roads, hospitals, waste utilization and other large-scale infrastructure.

The Construction Services Insurance Agreement has an important role in infrastructure development in Indonesia. It is considering that at present, the Indonesian government is very active in building infrastructure in various corners of the region in the framework of equitable economic stability. The guarantor, in this case, the insurance company provides guarantees in terms of planning up to maintenance. Or before construction up to post-development within a certain period. Insurance agreements made with a variety of considerations, including; protect national interests, avoid contractors who default or have bad intentions, geographical factors in an area, and so forth. But on the other hand, it also to protect the interests of contractors or construction service providers (the insured). For this research, the focus is on the accountability of construction service providers as consumers of insurance companies because construction service providers require insurance companies to transfer some of the risks while carrying out development projects. If in the course of the project an undesirable event occurs starting from the collapse of the building, damage to heavy equipment and so on, which fall within the scope of the object of the insurance agreement, the construction service provider can file a claim against the insurance company to compensate the loss suffered by the construction service provider. Thus it is necessary to analyze the legal relationships and procedures between construction service providers and insurance companies related to infrastructure development. In analyzing and answer the legal issues above, the research methods used are the statute approach (based on applicable laws). And the conceptual approach (based on legal concepts or theories from legal experts).

Development institutions are the most important tool for stimulating innovation processes and infrastructure development. These organizations finance long-term investment projects that contribute to the socio-economic development of the industry, region or country. Such specificity of activity leads to significant difficulties in the assessment of their efficiency. At the same time, the development of a system for assessment of the development institutions’ efficiency, improving the efficiency of their work and ensuring positive economic growth rates in regions and states, are impossible without studying the approaches to the assessment of their efficiency. A growing interest in the activities of multilateral development institutions is taking place in today’s literature on public administration. However, there are currently no review articles that would consider the scope of work devoted to the assessment of the development institutions’ efficiency. The review examines modern research publications that assess the results of individual development institutions and their contribution to socio-economic development and some issues of economic efficiency. The article analyzes various approaches and methods for assessment of the development institutions’ efficiency. The study will allow us to assess the potential for use of modern approaches and identify areas for further application of the used methods. The materials of the review can be used as a general theoretical part for teaching the disciplines of "public administration" related to the assessment of the public administration efficiency.

The article examines the debt instruments of responsible financing, presented in world practice mainly in the form of green bonds, following the common principles of the International Capital Market Association (ICMA). A brief description of each bond issue model is provided: green bonds, social bonds, sustainability bonds, sustainability-linked bonds, and climate transition bonds. For each of the models for issuing responsible bonds, issuing companies are given as examples, with a brief description of the corresponding target parameters. The article focuses on the special measures of federal monetary support to Russian regions introduced in 2021. Based on the adopted comparative typological research method, these measures are analyzed from the standpoint of correlation with the established principles of sustainable financing and accepted widespread (general) international practice. Moreover, attention is paid both to interbudgetaryfinancial instruments presented in the form of infrastructure loans and new infrastructure projects for the purposes of regional economic development, and to the forthcoming issue of infrastructure bonds by Russian financial development institutions (in particular, Dom.RF). It is emphasized that the states themselves, and not only the corporate sector, are becoming active participants in the markets for sustainable financing, realizing the goals of long-term infrastructure development and the implementation of regional economic policies combined with a sectoral approach based on the principles of green economy (exemplified by Germany). A conclusion is made about the possibility of implementing new federal instruments of regional economic support in the system of target principles of sustainable development (ESG criteria). To achieve such a result, a qualitatively deep structuring of the proposed Russian financial instruments for infrastructure development will be required. Above all, this relates to the inclusion in the responsible debt policy instrument methodology of such four core components of the ICMA’s green bond principles (GBP) as the Use of Proceeds (1), Process for Project Evaluation and Selection (2), Management of Proceeds (3), and Reporting (4).

The purpose of the research is to study the economic environment and determine the possibilities of issuing and circulating municipal bonds. The methods used were information sampling, its grouping, system and statistical analysis, comparison of indicators and logical conclusions. It has been determined that the large quasi-public sector, the feebleness of development institutions, the instability of the banking sector, and the uneven development of regions impede the formation of the stock market. Low household incomes, inflation and depreciation of the national currency reduce investment opportunities. The risks of buying securities by the population are not calculated, there are no clear guarantees for the rights of ordinary shareholders, the return of funds causes problems due to imperfect legislation. In order to substantiate the true opportunities and desires of people to spend money on the purchase of securities, questionnaires and interviews were conducted among representatives of various social groups. The study showed that citizens are willing to buy bonds, but first it is needed to create an innovative economy and implement attractive projects in the regions for the population in order to fully launch the stock market. In the current scheme for issuing municipal bonds, only the quasi-public sector is involved. To attract the investments from pension funds, insurance companies, small investors (population), the authors recommend a scheme of business processes for issuing and circulating bonds. The problems and proposals discussed are of interest to post-Soviet countries, which are facing with the need to develop the stock market.

Insurance sector plays a very important role in the development of any economy also, as it provides long term funds for infrastructure development and at the same time strengthens the risk taking ability. The current scenario in the insurance industry is a complex and competitive environment tinged with little stability. With the liberalization and globlisation in insurance, service quality has become an important means of differentiation and path to achieve business success. Such differentiation based on service quality can be a key source of competitiveness for insurance companies and hence have implication for leadership in such organizations. With the increasing demands of customer, insurance sector has become competitive. The purpose of the present study is to measure the service quality perception of customers about Private Life Insurance Companies.

The forms of commercialization of innovations, due to their uniqueness, are quite diverse. The monetary method of maintaining competition is outdated. In this regard, legal instruments, institutional environment and institutions for the development of innovations—technoparks, technopolises, business incubators, scientific and technological centers—are being increasingly used. Such catalysts of knowledge and innovation consolidate the interests of the State, business and society. The paper examines the innovation infrastructure in the context of law, identifies the problems of commercialization of rights to the results of intellectual activity (RIA). The author carries out a sistematic analysis of the Russian regulatory framework for innovation, commercialization of innovation and RIA, and the legal framework for the activities of innovation development institutions. It is substantiated that the protection of the results of intellectual activity and the legislative consolidation of a set of measures for the protection of intellectual property represent the most important backbone elements of the national innovation system. When analyzing the legal framework for the creation of technology parks, business incubators and innovative scientific and technological centers, their significant participation in the commercialization of RIA was revealed. However, legal support for participants in innovative activities, entrepreneurs for state registration and protection of rights to RIA is carried out insufficiently and fragmentarily. The author examines the foreign experience of technoparks’ activities, their types and legal regulation.

AbstractNew communication technologies allow patients to communicate with their physicians from anywhere using computer or smartphone. Adding video to the mere phone call optimizes the personal contact between patient and physicians regardless of distance. Legal and reimbursements requirements must be taken into account, especially only certified software products must be used. In addition, patient consent is needed and confidentiality must be assured. The video patient consultation can be reimbursed by the health insurance companies. As with all new technologies, the introduction of these video consultations faced some challenges. Although patients and physicians have expressed great interest in this technology, it has been rarely used so far. The current COVID crisis increased the need for video consultations resulting in an increasing use of video patient consultation. It can be expected that this demand will still exists after the COVID crisis.

The article examines the institutional process in a regional economy connected with the infrastructure development. We use the neoinstitutional approach to study factors that influence the behavior of government and business in their interaction in the economy. We also use statistical methods to analyze the dynamics of socio-economic development indicators of the subjects of the Russian Federation as well as the results of measures to attract private investment into infrastructure, including the PPP. We chose the city of Moscow and the Yamalo-Nenets Autonomous District as two empirical case studies which differ in economic and geographic conditions, but both demonstrate success in attracting private investment and implementing infrastructure projects. Our conclusions are consistent with a theory that asserts the primacy of institutional environment in relation to project implementation. We make also some practical recommendations for the development of the institutional environment which are acceptable for all regions solving similar problems of infrastructure development.

Where people have got to dive headlong in village development, especially physical development he purposes of this research is to find how the participation of the community in the Rural infrastructure development program (PPIP), Ngranget Village, Dagangan District, Madiun Regency. The kind of research is qualitative descriptive. In research, this is the population is the number of household heads involved in the delivery rabat concrete development in Ngranget village which consisted of 95 KK. The majority of informants interviewed in this research was 12 people. Was used in the study data collection method that is Technical Documentation interviews and data available for analysis namely described the results of research or data with a form of what is he got writer whether it is the results of the interviews, or result in appreciating documentation then investigated and the studies of the issue and. The result that the community participation in development in the village of rabat concrete Ngranget mind (planning), low participation in the form of energy high, participation in the form of expertise, quite low in the form of goods low, the form of money and participation is very low.
