Strategic workforce planning: from closing skills gaps to optimizing talent

Purpose The purpose of this APQC (American Productivity and Quality Center) research study is to understand which strategic workforce planning approaches are currently in use; whether these approaches are meeting business needs; and what workforce planning challenges organizations are facing today. Design/methodology/approach This study involved survey research with 236 valid respondents representing organizations from a wide range of industries, regions, workforce sizes and revenues. American productivity and quality center (APQC) identified 46 “best-in-class” workforce planners from among these organizations based on their consistent achievement of superior results from workforce planning. Findings Best-in-class workforce planners are doing more than closing skills gaps and reducing skills surpluses. They are optimizing talent. Leveraging technology, varied work arrangements and employee development, they assemble the optimal mix of talent to achieve business goals. Originality/value The findings provide insight into how best-in-class workforce planners build a strong foundation for effective workforce planning through the distinctive ways they use process, people, technology and time. Organizations that adopt the practices and approaches of best-in-class workforce planners can drive improvements in their own workforce planning process.

Purpose This paper aims to illustrate the growing role robots are playing in recycling and product disassembly and provide an insight into recent research activities. Design/methodology/approach Following a short introduction, this first considers robotic waste sorting systems and then describes two systems for the disassembly of electronic products. It then provides details of some recent research activities. Finally, brief conclusions are drawn. Findings Robotic systems exploiting artificial intelligence combined with various sensing and machine vision technologies are playing a growing role in the sorting of municipal and industrial waste, prior to recycling. These are mostly based on delta robots and can achieve pick rates of 60-70 items/min and be configured to recognise and select a wide range of different materials and items from moving conveyors. Electronic waste recycling is yet to benefit significantly from robotics although a limited number of systems have been developed for product disassembly. Disassembly techniques are the topic of a concerted research effort which often involves robots and humans collaborating and sharing disassembly tasks. Originality/value This provides an insight into the present-day uses and potential future role of robots in recycling which has traditionally been a highly labour-intensive industry.

Purpose – Review of the advancements in non-contact laser sensors for much more accurate real time speed as well as length measurements. The paper aims to discuss these issues. Design/methodology/approach – In-depth review of a number of applications of laser sensors. Findings – A wide range of manufacturers in the converting industries have solved measurement problems and realized major improvements in product quality, cost of production and productivity by applying laser measurement as well as reduction in scrap. Practical implications – Others with the need to make very accurate measurements of speed and length in real time may find that laser sensors may provide the answer. Originality/value – An expert insight into how to solve real time speed and length measurement problems.

Purpose As organisations are increasing their investment in social media marketing (SMM), evaluation of such techniques is becoming increasingly important. The purpose of this paper is to contribute to knowledge regarding SMM strategy by developing a stage model of SMM evaluation and uncovering the challenges in this process. Design/methodology/approach Interviews were conducted with 18 key informants working for specialist SMM agencies. Such informants are a particularly rich source, since they manage social media campaigns for a wide range of clients. An exploratory research was conducted and thematic analysis surfaced the key components of the SMM evaluation process and associated challenges. Findings The SMM evaluation framework is developed. This framework has the following six stages: setting evaluation objectives, identifying key performance indicators (KPIs), identifying metrics, data collection and analysis, report generation and management decision making. Challenges associated with each stage of the framework are identified, and discussed with a view to better understanding decision making associated with social media strategies. Two key challenges are the agency-client relationship and the available social analytics tools. Originality/value Despite an increasing body of research on social media objectives, KPIs and metrics, no previous study has explored how these components are embedded in a marketing campaign planning process. The paper also offers insights in the factors that make SMM evaluation complex and challenging. Recommendations for further research and practice are offered.

ABSTRACT Dephospho-coenzyme A (dephospho-CoA) kinase (DPCK) catalyzes the ATP-dependent phosphorylation of dephospho-CoA, the final step in coenzyme A (CoA) biosynthesis. DPCK has been identified and characterized in bacteria and eukaryotes but not in archaea. The hyperthermophilic archaeon Thermococcus kodakarensis encodes two homologs of bacterial DPCK and the DPCK domain of eukaryotic CoA synthase, TK1334 and TK2192. We purified the recombinant TK1334 and TK2192 proteins and found that they lacked DPCK activity. Bioinformatic analyses showed that, in several archaea, the uncharacterized gene from arCOG04076 protein is fused with the gene for phosphopantetheine adenylyltransferase (PPAT), which catalyzes the reaction upstream of the DPCK reaction in CoA biosynthesis. This observation suggested that members of arCOG04076, both fused to PPAT and standalone, could be the missing archaeal DPCKs. We purified the recombinant TK1697 protein, a standalone member of arCOG04076 from T. kodakarensis, and demonstrated its GTP-dependent DPCK activity. Disruption of the TK1697 resulted in CoA auxotrophy, indicating that TK1697 encodes a DPCK that contributes to CoA biosynthesis in T. kodakarensis. TK1697 homologs are widely distributed in archaea, suggesting that the arCOG04076 protein represents a novel family of DPCK that is not homologous to bacterial and eukaryotic DPCKs but is distantly related to bacterial and eukaryotic thiamine pyrophosphokinases. We also constructed and characterized gene disruption strains of TK0517 and TK2128, homologs of bifunctional phosphopantothenoylcysteine synthetase-phosphopantothenoylcysteine decarboxylase and PPAT, respectively. Both strains displayed CoA auxotrophy, indicating their contribution to CoA biosynthesis. Taken together with previous studies, the results experimentally validate the entire CoA biosynthesis pathway in T. kodakarensis. IMPORTANCE CoA is utilized in a wide range of metabolic pathways, and its biosynthesis is essential for all life. Pathways for CoA biosynthesis in bacteria and eukaryotes have been established. In archaea, however, the enzyme that catalyzes the final step in CoA biosynthesis, dephospho-CoA kinase (DPCK), had not been identified. In the present study, bioinformatic analyses identified a candidate for the DPCK in archaea, which was biochemically and genetically confirmed in the hyperthermophilic archaeon Thermococcus kodakarensis. Genetic analyses on genes presumed to encode bifunctional phosphopantothenoylcysteine synthetase-phosphopantothenoylcysteine decarboxylase and phosphopantetheine adenylyltransferase confirmed their involvement in CoA biosynthesis. Taken together with previous studies, the results reveal the entire pathway for CoA biosynthesis in a single archaeon and provide insight into the different mechanisms of CoA biosynthesis and their distribution in nature.

Purpose – This paper aims to offer an insight into the emergent qualitative methodological profile and its distinctive contribution to accounting and management scholarship, particularly reflecting upon the contribution of Qualitative Research in Accounting & Management (QRAM). Design/methodology/approach – It examines the range of qualitative methodologies employed in the research published across the ten years of QRAM and analyses the methodological discourse and its contribution to the armoury available to qualitative researchers. In association with these methodological developments, the paper offers a critique of the articulated role of theory in contemporary accounting and management qualitative research. Findings – A wide range of qualitative methodologies are found to be in evidence, with considerable scope for further adoption and development of some. Methodological exposition papers are found to be a significant contribution in the past decade and include methodological framework building, methodological applications, methodological critiques, and methodological development exemplars. Alongside methodology, the dual role of theory as either informing or reflecting methodology is presented. Originality/value – The paper provides a critical analysis and consideration of qualitative methodological literature development in the last ten years of accounting and management research literature, particularly reflected in QRAM. It identifies dominant methodologies in use, as well as opportunities for expanding the methodological menu in accounting and management research. Furthermore, it classifies groups of methodological papers and their contributing perspectives, as well as addressing the often-vexed relationship between theory and methodology.

ABSTRACTThe 9-epimers of quinine (QN) and quinidine (QD) are known to exhibit poor cytostatic potency againstP. falciparum(Karle JM, Karle IL, Gerena L, Milhous WK, Antimicrob. Agents Chemother. 36:1538–1544, 1992). We synthesized 9-epi-QN (eQN) and 9-epi-QD (eQD) via Mitsunobu esterification-saponification and evaluated both cytostatic and cytocidal antimalarial activities. Relative to the cytostatic activity of QN and QD, we observed a large decrease in cytostatic activity (higher 50% inhibitory concentration [IC50s]) against QN-sensitive strain HB3, QN-resistant strain Dd2, and QN-hypersensitive strain K76I, consistent with previous work. However, we observed relatively small changes in cytocidal activity (the 50% lethal dose), similar to observations with chloroquine (CQ) analogues with a wide range of IC50s (see the accompanying paper [A. P. Gorka, J. N. Alumasa, K. S. Sherlach, L. M. Jacobs, K. B. Nickley, J. P. Brower, A. C. de Dios, and P. D. Roepe, Antimicrob. Agents Chemother. 57:356–364, 2013]). Compared to QN and QD, the 9-epimers had significantly reduced hemozoin inhibition efficiency and did not affect pH-dependent aggregation of ferriprotoporphyrin IX (FPIX) heme. Magnetic susceptibility measurements showed that the 9-epimers perturb FPIX monomer-dimer equilibrium in favor of monomer, and UV-visible (VIS) titrations showed that eQN and eQD bind monomer with similar affinity relative to QN and QD. However, unique ring proton shifts in the presence of zinc(II) protoporphyrin IX (ZnPIX) indicate that binding of the 9-epimers to monomeric heme is via a distinct geometry. We isolated eQN- and eQD-FPIX complexes formed under aqueous conditions and analyzed them by mass, fluorescence, and UV-VIS spectroscopies. The 9-epimers produced low-fluorescent adducts with a 2:1 stoichiometry (drug to FPIX) which did not survive electrospray ionization, in contrast to QN and QD complexes. The data offer important insight into the relevance of heme interactions as a drug target for cytostatic versus cytocidal dosages of quinoline antimalarial drugs and further elucidate a surprising structural diversity of quinoline antimalarial drug-heme complexes.

Purpose Entrepreneurial intent (EI) is a foundational construct in theories of entrepreneurship. But three challenges currently threaten the author’s ability to accurately measure EI. First, previous measurement approaches have confounded EI with closely related but theoretically distinct constructs such as attitudes and beliefs about entrepreneurship. Second, they have treated EI as an “all-or-nothing” decision, without reflecting the step-wise commitment of the entrepreneuring process. And finally, much of past EI research has been done in Western developed countries without validation in a diverse international context in which unstated assumptions about the EI construct may not hold. The purpose of this paper is to report on the development of a new EI scale that addresses these issues. Design/methodology/approach Nested structural equation modelling is used to develop and validate a novel scale for measuring EI in international contexts, based on data from 998 respondents in eight countries. Findings A two-dimensional substructure to the EI construct is revealed as especially apparent in non-Western countries. Based on this, a new 11-item scale is proposed and validated. Research limitations/implications Previous studies utilizing the EI construct may be biased by its imprecise measurement and confounding by other constructs in the nomological net. The present study provides new insight into the nature of the EI construct and a novel instrument for measuring it without bias. The discovered two-dimensional structure for EI measurement may also have implications for theorists interested in antecedents and effects of EI. Practical implications Accurate measurement of EI is essential to developing and targeting policies to effect changes in national entrepreneurship. Previous measurements may therefore have contributed to misstatement of policy objectives and allocation of national resources. Originality/value This research provides a validated method of measuring EI without the serious confounds of previous scales, and that is robust to a wide range of international settings. It also provides new insight into a two-dimensional substructure to the EI construct that has not been observed in previous studies.

Purpose This paper aims to describe an updated urban planning process to expose a theoretical model bridging the resilience concept and urban planning, and then it explains this process through Istanbul case. Design/methodology/approach A hypothetical framework is proposed based on the three different but complementary aspects of resilience which are identified as “resilience to what”, “resilience where” and “resilience how”, as well as “five elements process” referring the upgraded components of urban planning processes. Additionally, the methodology conducted to figure out a resilient urban planning process is listed as an expert opinion survey, a two-stage policy Delphi survey, public opinion survey and multi-criteria analysis. Findings It is possible to apply this process in many different case studies for various scales and temporalities for coping with the key vulnerabilities and promote the administrative response capacity. Research limitations/implications Considering size of the study area and the unclarified roles of urban authorities, it is difficult to have a consensus on the key vulnerabilities and the prior urban policies. Originality/value The proposed process is beneficial in addressing the most prominent vulnerabilities and developing capacity to manage unexpected changes, through the collaborative decisions of a wide range of urban planning authorities. Depending on the severity of the disturbances, applying this process to identify changing priorities can be a crucial policy, both for long- or short-term urban policy-making, for further studies.

Purpose This paper aims to determine household perceptions of disaster recovery plan development and implementation, and to identify groups that may be less aware of the recovery planning process to provide recommendations to officials for improving participation in planning and resident support of implementation priorities. Design/methodology/approach Face-to-face interviews were conducted with 194 residents of a US Atlantic coast county impacted by Hurricane Irene. Respondents were selected via a two-stage cluster sampling method automated through the use of a Geographic Information Systems toolkit. Findings Although few households reported participation in the county’s recovery planning process, a majority felt that the plan would be better if it incorporated input from a wide range of stakeholders. The number one reason residents did not participate was the lack of knowledge that they could. Some vulnerable populations were less aware of the recovery plan, including the elderly and those living in poverty, while others were more aware, including those with children and those without access to a working vehicle. Respondents prioritized recovery activities around infrastructure and public safety, yet ranked activities related to public information and housing as less important. Practical implications This paper highlights potential successes of emergency management outreach and identifies groups that are not being reached during recovery planning. The paper provides insight on resident priorities for recovery after disaster. Originality/value There has been little research on the implementation of recovery plans and few studies that have examined the behaviors and opinions of households with regard to recovery plan development and implementation.

Purpose Being innovative and bringing new products to the market fast is important for firms to stay competitive. Customers are important for providing input to product developments in industrial markets. The purpose of this paper is to increase understanding of how firms use Voice of the Customer (VoC) in product development and how VoC can complement other customer involvement methods. Design/methodology/approach The paper is based on a qualitative case study of a global leading and innovative firm, a maker of tools for the automotive industry. The study provides detailed insight into the implementation of VoC for product development. Findings The process of customer involvement in product development through VoC is explored. The study shows that by using the VoC method, firms can gather knowledge for input to product development projects while developing relationships with a larger number of customers. The findings point out that VoC can be modified to focus on customer needs related to product development as well as marketing efforts requiring cross-functional collaboration. The VoC method is suitable for combining with other customer involvement methods such as project involvement and pilot testing. Through VoC, firms have the chance to benchmark across industries and regions. Research limitations/implications The paper provides insights into the VoC process of customer involvement aimed at product development. The case study provides an illustration of how an industrial firm uses VoC in product development. The paper points out the importance of managing external (customer) involvement in product development and internal (cross-functional) collaborations. Practical implications A set of questions that firms can ask themselves before embarking on customer involvement has been developed. The paper shows that customers can be involved at a number of points in time, have a wide range of roles and contribute different knowledge. VoC is suitable for combining with other customer involvement methods. Originality/value The contribution of the paper consists of a case study illustrating how customer involvement in product development can be achieved through VoC. A number of customer involvement methods for product development are discussed for combining with VoC, showing how different methods are complementary in product development.
