Introduction. Energy efficiency is an important component of the Europe 2020 strategy and a consequence of one of the goals for the efficient use of natural resources. Energy efficiency is an interdisciplinary concept. It combines technology and innovation, agriculture, environmental protection, economics and legislation. It affects technological and economic changes, behaviour changes, and reflects energy consumption trends. Methods. The method of comparison is used in the work – to detect differences between objects of energy service; generalization – to define the general concept and understanding of the principles of functioning of subjects of the energy service market, abstraction – to identify patterns of development of markets in Europe and Ukraine. Results. The basic prerequisites for the development of the energy service market have been formed, and barriers to the implementation of energy efficiency measures at enterprises have been identified. An algorithm of the decision-making process is proposed, which should be based on determining the places of energy losses, the modernization of which would bring a measurable benefit. The considered measures of improvement of energy efficiency will allow to achieve the maximum economic and ecological effect of functioning of the economic complex of the state. Discussion. At the beginning of 2008, a large part of the draft CEN standards have been transmitted to the national standardization institutes of the EU Member States for final approval, and the draft standards, which were approved by the national standardization institutes, were adopted as European standards, which Ukraine is also aiming for, different levels of readiness, this process needs further research. At the present stage of world economic development, great attention is paid to ensuring sustainable development, including the low energy intensity of industrialized economies. In view of this, the various methods, approaches and mechanisms for energy saving and energy efficiency are of particular importance. One of the most relevant non-state mechanisms is an energy service contract (performance contract). There are preventive mechanisms that have not yet been imposed on market participants, but are capable of qualitatively changing the company's policy regarding the conservation of resources. The goal of the research is to form an understanding of the potential for applying modern energy saving and energy efficiency mechanisms in Russia and the EU. To achieve this goal, the study provides an overview of the current state of the energy service market in these countries, the conditions and directions of its development, identifies key problems in the application of the energy service contract and assesses its potential. A comparative description of the practice of application of the energy service contract and systems of certification of projects and real estate in Russia and the EU is given.

Introduction. The current state of the energy service market in Ukraine is underdeveloped, which encourages the implementation of certain methods of its development. In order to improve the cost-effective climate in the market there is the use of certain tools that are characterized by appropriate principles and methods. Objective. Determination of the economic potential of the energy efficiency market and the development of a strategy for its development. Method (methodology): During the research, the main methods were: analysis and synthesis, used in assessing the real state of the market; planning methodology used as a set of theoretical conclusions, general patterns, scientific principles of plan development, their justification and description in accordance with modern requirements of the energy service market. Results. The general provisions of the formation of the strategy of the development of energy service have been defined. The expediency of the implementation of such a strategy has been substantiated and the further development of the market has been shown. The obtained research results can be used for further scientific development and assessment of the level of the effectiveness of the strategy.

The article analyzes the world practice of the energy service market performance and energy service companies, which act as its major operators, for the purpose of adapting best practice to Ukraine’s realities and applying it to the current economic and institutional environment in Ukraine. Given the influence of exogenous and endogenous factors and the need to enhance energy security and environmental safety of the country, it is stressed that the issue of developing the energy service market and strengthening energy service companies is particularly challenging. A range of methodological approaches to examining and adapting such a practice are grounded. The rationale for these approaches is that the development of energy service markets and their main parameters may depend on the level of economic development, institutional environment, availability of fuel and energy, climate conditions, etc. Certain regions and particular countries in which such dependence is observed are singled out. The main models for developing energy service markets in the world are determined as well as their parameters: market size, market potential, main types of energy service contracts, institutional environment in which markets operate, methods of financing energy-saving measures. The major parameters of the energy service market and the performance of energy service companies in the countries representing different models are assessed based on sound methodological approaches. The study reveals that the assumption about dependence of the energy service market on the level of economic development, institutional environment, climate conditions, availability of fuel and energy proved true.

The article analyses the results of implementation of the energy-service contracts in the Republic of Sakha (Yakutia). A review of the Russian energy service market has been completed. Real savings of energy carriers according to metering devices in public enterprises, indicating the effectiveness of the technologies used, have been achieved. The used energy-saving technologies and solutions that allow one to achieve economic effect are considered. It is established that the existing mechanism of energy service allows the renovation of buildings with high-quality engineering support and high thermal protection of the shell.
