Introduction. Energy efficiency is an important component of the Europe 2020 strategy and a consequence of one of the goals for the efficient use of natural resources. Energy efficiency is an interdisciplinary concept. It combines technology and innovation, agriculture, environmental protection, economics and legislation. It affects technological and economic changes, behaviour changes, and reflects energy consumption trends. Methods. The method of comparison is used in the work – to detect differences between objects of energy service; generalization – to define the general concept and understanding of the principles of functioning of subjects of the energy service market, abstraction – to identify patterns of development of markets in Europe and Ukraine. Results. The basic prerequisites for the development of the energy service market have been formed, and barriers to the implementation of energy efficiency measures at enterprises have been identified. An algorithm of the decision-making process is proposed, which should be based on determining the places of energy losses, the modernization of which would bring a measurable benefit. The considered measures of improvement of energy efficiency will allow to achieve the maximum economic and ecological effect of functioning of the economic complex of the state. Discussion. At the beginning of 2008, a large part of the draft CEN standards have been transmitted to the national standardization institutes of the EU Member States for final approval, and the draft standards, which were approved by the national standardization institutes, were adopted as European standards, which Ukraine is also aiming for, different levels of readiness, this process needs further research. Improving energy efficiency is an effective way to address the issues of economic development, energy saving and emissions reduction. For any important industries it is therefore necessary to measure energy efficiency and set a practical target for it. In this paper, we use CCR, SBM and energy intensity to measure the energy efficiency of the paper industries of 22 EU countries. Results indicate that the SBM and CCR efficiency value is more meaningful for policy makers than that of energy intensity, as measurement results of energy intensity deviate from reality and economic efficiency. The CCR and SBM have roughly the same fluctuation trends and the average SBM energy efficiency value is 0.71, always 10 percent lower than CCR model, as it takes simultaneous account of both the optimal input-output and has more discriminatory power in efficiency measurement. Furthermore, EU policy makers could improve energy efficiency by raising energy prices. As for the 2030 EU target of energy saving and emission reduction, the EU should pay more attention to five major paper producers: Finland, Sweden, Germany, the United Kingdom and Italy.

This article analyses methods of energy efficiency stimulation in the European Union. The author investigates basic areas of the EU activity; in particular, the author estimates results of implementation of the Energy Star program, new provisions of labeling of energy-using products, measures to increase energy efficiency in buildings. The paper also analyzes the provisions of the Directive 2012/27 that is the first EU document, providing for a comprehensive approach to energy saving at all stages: production, transformation and consumption. Today EU policy includes: 7) a general political and regulatory framework laid down by the European action plan on energy efficiency and Directive 2012/27; 2) national action plans on energy efficiency, which should be in line with indicative targets set at the EU level; 3) special EU documents in key areas of energy efficiency (buildings, energy-consuming equipment etc.); 4) accompanying instruments, such as target funding, information dissemination, support of specialized networks. The paper gives a comprehensive analysis of the key methods of implementation of EU policy in the area of energy saving. The author concludes that EU operates within the framework of the open method of coordination. The system of mandatory/voluntary technical standards has allowed to achieve significant success, but indicative planning and monitoring of national actions are not completely effective. In the long term EU policy in the area of energy efficiency is restrained by member states unwillingness to delegate to the European Union a more detailed powers in this field and to give the EU bodies facilities to execute more strict control. In the short term - in conditions of economic crisis, the EU countries are not ready to invest significant budget funds in projects with long payback period.

Subject of study. One of the most popular investment mechanisms in the field of energy saving in Europe is the energy service contract. The importance and prospects of its application in Russia began to be perceived at the state level 9 years ago. Despite the active work of government agencies on the implementation of energy-saving measures, including the financial aspects accompanying them, the barriers to the implementation of the energy service contract are growing. Goals. It is required to identify the key barriers that hamper the development of the energy service contract and form possible recommendations that allow the situation in the energy services market to be determined in a conclusive manner. Materials and methods. The study uses official data from the reports of the Ministry of Energy, statistics of the Russian Association of Energy Service Companies (RAESCO), the latest amendments and additions to Federal Law No. 261 “On Energy Saving … “. For the analysis, scientific methods such as logical and graphical methods, analysis and synthesis, a systematic approach, a logical method of knowledge of the subject domain are used. Results. Introduced at the federal level legislative changes in the field of energy inspection, completely abolishing the concept of “compulsory energy inspection” will negatively affect the market of energy services. In conditions that involve the survival of the strongest energy service companies, a new approach is proposed for the implementation of energy service contracts outsourcing an energy service company. Conclusions. In the conditions of annual reduction of budgetary funds for energy-saving measures, the energy service contract is a indispensable and non-alternative investment mechanism that allows implementing state tasks in the field of energy saving and energy efficiency. It is necessary to provide state support and review of existing approaches to the application of the energy service contract.
