In the conditions of globalization and development of information technology network principle of interaction and virtual character of business opens a new form of project management. This form is called virtual-network form and it can be used in international innovation, research and scientific activities aimed at creating innovative technologies and products. The author has identified the causes, characteristics and principles of formation of virtual organizations (virtual scientific collectives) in the form of consortium.

PurposeIn recent years, companies have started to open up their Research and Development (R&D) and their innovation activities to external partners. They aim to access new resources and capabilities and to gain shorter time-to-markets. However, as several studies have shown, it can be difficult to manage collaborative (open) innovation projects to achieve desired outcomes. Starting from this premise, the paper investigates how project stakeholder management is different in open innovation projects from traditional R&D projects.Design/methodology/approachThe study has a qualitative nature and is based on the interpretative paradigm with an inductive orientation. The paper leverages interviews with experts involved in open innovation projects conducted in two Science and Technology Parks between Sweden and Italy.FindingsThe analysis shows how companies manage multiple stakeholders in open innovation projects and the peculiarities project stakeholder management faces in these projects when compared with traditional R&D projects. The paper shows how the relationships with external partners in open innovation projects are regulated by informal identification and analysis frameworks, which reduce the tensions deriving from these multiple collaborations. In addition, it underlines a set of good practices, and project management aspects for developing effective absorptive capacity of know-how, resources, and capabilities from external stakeholders in open innovation projects.Originality/valueThe paper analyzes for the first time how companies manage multiple stakeholders in open innovation projects in a different way from traditional R&D projects. Furthermore, the paper introduces a shift in the focus of the analysis: it focuses on the level of the project conducted through multiple collaborations instead of on the level of the firms involved in the project. Finally, the paper integrates open innovation research with project management research.

As the nation pays more and more attention to ecological construction, the government investment in forestation projects increases every year. The project management of afforestation project with government investment is a complex systematic project which needs well coordinate of the relationship of various subjects to find a reasonable combination of every interest subjects by appropriate design of the system, so it is necessary to introduce reasonable project management mechanism. This paper points out the problems exist in the current project management of forestation project with government investment and analyses the reasons; then agent construction system is proposed to improve the management mechanism of the forestation project with government investment; finally, the advantages and disadvantages of the system were analyzed.

The main purpose of this article is a comprehensive analysis of the implementation of national projects as a form of public administration, as well as the organization and control of the implementation of national projects. It is shown that currently the implementation of national projects can be carried out using a method called "project management" or project management, public administration. The concept of "project" is given as generalizing into a certain system and combining procedures, actions and activities to achieve the goal. Today, these methods have almost acquired the status of a standard. It is noted that project management has recently developed into a practical methodology that is used in various areas of human life. The article presents various types and types of projects: technical, organizational, economic, social, investment, innovation, research, etc. There are short-term, medium-term, and long-term projects that can include, for example, municipal, regional, Federal, state, or national projects. Special attention is paid to national projects. The latter are intended for organizing powerful scientific and technological and effective socio-economic development of the country and each specific region. In the process of their implementation, the goals of self-realization and improving the standard of living of the population are pursued. It is also reported about the official introduction of project management in public authorities in the Russian Federation. Thorough methodological and organizational preparation is shown for effective implementation of national projects. However, national projects are not being implemented actively enough. The Samara region has organized activities for the implementation of almost all national projects. As an example, the national project "Safe and high-quality roads" is proposed, the characteristics, state of the project management and its implementation in the Samara region are considered. The assessment of the state of highways in the studied region is given. The obvious relevance of the introduction and implementation of the national project "Safe and high-quality roads" in the Samara region is confirmed. Analysis of the content of the national project "Safe and high-quality roads" in General shows that its implementation or implementation set extremely complex goals. The article proposes to implement their achievement using the "project management" method. The success of using the project management method is determined by the fact that management is carried out in accordance with the principles of project management throughout the project lifecycle.

The development of the new economy in terms of strategic changes may be accompanied by the appearance the unstable and crisis situations. These can be effectively controlled through the use of crisis management mechanism and project management methods. This approach allows developing and implementing of anti-crisis strategy, to obtain the necessary economic results in conditions of limited parameters (resources, time, etc.).

As the market establishing and the project management mechanism for deepening reform , the project cost management is in a core position and playing increasingly important role in the project . Based on cost management analysis and relevant theories and methods, and it combined the content, features and current situation of cost management in substation project. The paper uses the method of PDACE process control theory and value engineering, it is applied to the cost management.of the substation project. This study played a major role on reducing the cost of construction project.
