Compared with the traditional power grid, UHV power grid has the character of stronger system function, higher control requirement, and also set a higher request to the daily maintenance management. The operation and maintenance experience of Shan-xi province electric power company on the UHV power grid proved the importance of establishing the new mode of management, strengthening the application of automation technology, and guarenteeing the technology and resources . In order to improve the efficience and quality of UHV power grid operation and maintenance, we should speed up the formulation of operation guidelines for UHV live working and strengthen personnel training and reserve technical talents.

This paper is devoted to four-phase electrical grids of high and extra-high voltage, principles of its formation and its possible operation and maintenance in united power system of Russia. Development of new simulation model of four-phase power grid for further realization in software is under consideration. Special attention is given to compliance with present both technical and economical requirements of this model in Russian Federation. Economic analysis of four-phase power system applying is done by means of comparison of different kinds of transmission Ural – Siberia.

This paper highlights the need for learning technologists to establish their 'academic legitimacy' within the complexities of online learning and teaching practice. Frameworks such as the 'five stage e-moderating model' can be useful in developing the knowledge base but there are dangers in them becoming too reified within an increasingly commodified higher education (HE) environment. In view of the inadequate implementation of the grid operation and maintenance standards and specifications current, the lack of planning in cost usage, and the inability to achieve single equipment collection of costs, taking 220kV substation as an example, this paper proposes a single asset operation and maintenance cost calculation method based on grid standard operations, and puts forward suggestions on the cost management of grid equipment operation and maintenance. Through verification and analysis with the relevant provisions of the cost supervision and examination method, the power grid company will face greater operating pressure, and the cost management level needs to be further improved. Through the calculation of the operation and maintenance cost of a single asset, it provides a reference basis for the distribution of the operation and maintenance cost of the power grid enterprise, and at the same time provides a reasonable explanation for the power grid enterprise to adapt to the cost supervision and review of the transportation dispatching pricing.

Through the application research of expert system shell ESTA, We have established a transformer condition evaluation expert system(ES) based on ESTA and corporate standards of State Grid (Q/GDW 169-2008) «Guide forCondition Evaluation of Oil-immersed Power Transformers (Reactors) ». Knowledge Base consists of several sections, parameters, rules in the evaluation of state variables, components and transformers. The value of the transformer condition evaluation expert system is that it supports and enhances the operation and maintenance personnel work, guidance (less experienced) the operation and maintenance personnel to understand the basic process of transformer condition evaluation. The application show that the system is effective and practical.
