Abstract Tuna is a large pelagic fish that is widely found in Indonesian waters as one of the countries that have an important role in global tuna production. Moreover, tuna has the potential to be processed into frozen tuna. The added value as the result of the freezing process will increase the economic value of this product. Thus, it makes frozen tuna potential to be developed into an industry. One of the things that need to be considered in the establishment of an industry is location determination. The study was aimed to determine an alternative location for the frozen tuna industry in Banda Aceh city will be done. The method used in this research is the Analytical Hierarchy Process (AHP). The criteria used are Tuna Fish Production, Human Resources, Transportation Access, Institutional Support, and Availability of Infrastructure. The alternative location that will be determined is Kuta Alam Sub-district, Kuta Raja Sub-district, Meuraxa Sub-district, and Syiah Kuala Sub-district. The calculation result using the AHP method indicates that that the most appropriate location for the establishment of the frozen tuna industry is Kuta Alam Sub-districts with a weight of 0.428, thus the district was chosen as the best location for the establishment of the frozen tuna industry.

The potential of coconut owned by Padang Pariaman Regency with production reaching 35,436 tons in an area of 40,755 hectares strongly supports the development of agroindustrials in the countryside. The development of rural industries will create new jobs so that the community economy will increase. Coconut has a lot of derivative products, one of which is cocofiber produced from coconut coir. Coconut coir itself is one of the remaining coconut products that can be processed so as to increase the value of the product. Location determination and financial analysis can help potential investors to make cocofiber agroindustry development decisions. The method used to determine the location of the factory is gravity location model (GLM), using data on the coordinate point of coconut IKM in Kab. Padang Pariaman. For financial analysis is calculated using Net Present Value (NPV) and Internal Rate of Return (IRR). Both of these methods are expected to illustrate whether the development plan of the cocofiber industry in kab. Padang pariaman should be done or not. Based on the results of calculations using the GLM method, the optimal factory location selected is in the Limau River area of Padang Pariaman Regency with coordinate points (-0.55904, 100.0827). NPV showed a positive value and the IRR gave a result of 11.6%. The results showed that the calculation of NPV and IRR obtained results that showed that the construction of a cocofiber factory on the Limau Kab. Padang Pariaman River was feasible to carry out.

Empowerment is a structured and planned process to increase the ability and independence of farmers in farm management. The study aims to analyze the program forms and the empowerment levels of lowland rice farmers. The research was conducted from April to December 2020 in Abenggi Village, Landono District, South Konawe Regency, Southeast Sulawesi. The location determination is done purposively, considering that the majority of the people work as farmers. The research population was 280 household lowland rice farmers, and the sample was 15% of the total members of the farmer population of 42 respondents. The data were analyzed qualitatively and quantitatively. Qualitatively analyze to explain the form of empowerment with research variables, including types of empowerment assistance. Quantitatively is used to determine the level of empowerment of lowland rice farmers by using variables to show economic and social empowerment, including the story of ability and independence of farmers in managing potential, planning and solving problems in the future, self-direction, and bargaining power. The results showed that the empowerment program for lowland rice farmers consists of capital assistance through the PUAP program, provision of infrastructures such as irrigation facilities, farm roads, and grain drying places. The lowland rice farmers are empowered on the economic aspect, but not yet on the social part.

Abstract One of the priority areas for restoration and conservation of peatland after the 2015 fires in Riau is Pelalawan District. The community attitude around peatland will affect the success of conservation and restoration activities carried out by the government together with the Peatland Restoration Agency (BRG). This research aims to determine the community attitude around peatland toward conservation and restoration programs using a descriptive method with a qualitative approach. The total number of respondents is 45 communities spread over two subdistricts in Pelalawan, Riau. The location determination was carried out by purposive sampling where two sub-districts were selected, the Bunut sub-district representing the mainland peatland area and the Pelalawan sub-district representing the coastal peatland area. The main results of this research indicate that conservation and restoration of peatland such as the establishment of Fire Concerned Community (MPA), the existence of re-vegetation, canal blocking as form of re-wetting, and re-vitalization of livelihoods in Pelalawan, Riau obtain a positive response from the community along with it, community participation programs organized by the government. This research shows to the public that local peatland communities have awareness and understanding of the importance of protecting peatland area ecosystem.

Abstract The rapid development of various LBS-based applications and services that operate on the basis of the user’s current location, both global GPS and local LBS, today require the development of new and improved methods. This concerns, first of all, methods for determining the local location of LPS users in premises, if there is a high concentration of users and the presence of difficulties in the propagation of radio signals. the use of local methods of location determination based on the fingerprinting method is considered. It is shown that to improve the user positioning accuracy, it is expedient to use a combination of several methods. to determine the local location of the user, a method based on the finite element method and linear complex planar splines is proposed. the construction of linear complex planar splines is considered, their coefficients are found. finding the error in determining the coordinates of the user’s UE location is shown. The use of the proposed method will improve the accuracy of determining the coordinates of the user’s location and will ensure the provision of LBS services and applications to users in the premises under various conditions of their provision.

AbstractThe uniformity of the rice cluster distribution in the field affects population quality and the precise management of pesticides and fertilizers. However, there is no appropriate technical system for estimating and evaluating the uniformity at present. For that reason, a method based on unmanned aerial vehicle (UAV images) is proposed to estimate and evaluate the uniformity in this present study. This method includes rice cluster recognition and location determination based on the RGB color characteristics of the seedlings of aerial images, region segmentation considering the rice clusters based on Voronoi Diagram, and uniformity index definition for evaluating the rice cluster distribution based on the variation coefficient. The results indicate the rice cluster recognition attains a high precision, with the precision, accuracy, recall, and F1-score of rice cluster recognition reaching > 95%, 97%, 97%, 95%, and 96%, respectively. The rice cluster location error is small and obeys the gamma (3.00, 0.54) distribution (mean error, 1.62 cm). The uniformity index is reasonable for evaluating the rice cluster distribution verified via simulation. As a whole process, the estimating method is sufficiently high accuracy with relative error less than 0.01% over the manual labeling method. Therefore, this method based on UAV images is feasible, convenient, technologically advanced, inexpensive, and highly precision for the estimation and evaluation of the rice cluster distribution uniformity. However, the evaluation application indicates that there is much room for improvement in terms of the uniformity of mechanized paddy field transplanting in South China.

Cultivation of oil palm is inseparable from pests. One of the main pests that attack oil palm plants is  the rat class which can cause  oil palm plantations get a high losses. The aim of this study was to determine the attacktion  intensity of  the bush rat (Rattus sp) in   Oil Palm smallholder at  Suko Awin Jaya Village, Muaro Jambi Regency. The research was carried out from February to April 2021 at the oil palm smallholder specifically  farmer group“Ridho Ilahi”. The experimental design was  unformated trials, and the location was purposively  chosen. The location determination of the sample was based on to  the initial survey that there was found     rats attacktion in this place. Sampling was carried out concurrently at the time  fresh fruit bunches harvesting,   fruit counting in the bunch, counting the number of fruits eaten by rats, counting good fruit (free from rat pest attacks), and weighing the weight of fresh fruit bunches. Parameters observed were the attacktion  level in the land, attacktion  intensity, production per hectare, environmental sanitation conditions. The rats attacktion  rate of  100%, means that all sample  in one stretch of   plantation  have been   attackted by rats, it was indicated by a bite scars on the harvested fresh fruit bunches. The attacktion intensity of the bush rat pest was 23%. The average production was 21.6 tons/hectare/year. The sanitation conditions on the land was partially overgrown with weeds and there were piles of midrib in the area between the certain two path of oil palm tree.
