Learning through play has always proved its effectiveness in elementary education and has yielded prolific results. Although there are trained instructors, special schools, specific toys and facilities for Visually Impaired (VI), yet the communication between tutors and special children holds a significant gap. Also, tools in market are either too expensive or available in limited quantity in underdeveloped countries. This paper presents a cost effective solution for visually impaired children to play and learn via Braille blocks. These blocks are designed by embossed motives representing numbers, alphabets, shapes and mathematical operators with Infra-Red (IR) tags. The blocks transmit Infrared codes when come in contact with the system. The Braille Blocks System consists of a battery, optical detectors and controller which performs detection and processing of selected IR pattern. This system comprises of three different learning modules namely Words Game, Shapes Game and Math Game. These modules are further divided into several sub-game sections so that the children can learn and improve their communication and academic skills. The presence of audio feedback elevates a child’s capabilities to memorize and concentrate on self-learning and spatial coordination in a fascinating way. The designed system was tested on 20 blind children in “National Special Education Complex” Karachi, Pakistan and an assessment was conducted on basis of different types of errors encountered by children. The suitability of the system was also evaluated by taking feedback from blind students through a questionnaire, proving its effectiveness with 79% of blind children giving either good or very good feedback.

In this paper, we present a low cost hands-free detection and avoidance system designed to provide mobility assistance for visually impaired people. An ultrasonic sensor is attached to the jacket of the user and detects the obstacles in front. The information obtained is transferred to the user through audio messages and also by a vibration. The range of the detection is user-defined. A text-to-speech module is employed for the voice signal. The proposed obstacle avoidance device is cost effective, easy to use and easily upgraded.

Visually impaired people fail to read the text with existing technology. The proposed project targeted to design a spectacle with a camera by which the blind visually impaired people can read whatever they want to read based on contemporary OCR (optical character recognition) technique and text-to-speech (TTS) engines. This proposed smart reader will read any kind of documents like books, magazines and mobiles. People can access this novel technology with blindness and limited vision. The earlier version of the proposed project was developed successfully with mobile reader which had certain drawbacks such as high cost due to the need of android mobile, not user friendly and improper focusing. To overcome these disadvantages, a spectacle type reader with camera is proposed in this project, which will be cost effective and more efficient.

The visually-impaired are in a distinctive disadvantage when using computer screens based on visual presentation of data. Their situation becomes increasingly critical, as most society services, including issues such as e-Commerce, e-Business, e-Health, and e-Government go on-line. Yet modern technologies can too offer solutions to their problems, both at hardware and software level, and often with reasonable cost. Effective ICT can open up new communication channels and functionalities for say totally blind people, which would not have been available for them otherwise. General sensitivity for this issue, and especially, sensitivity among designers of governmental e-services must be developed. E-Government is an especially demanding activity area as it comes to all sorts of imparities (not just vision impairment), as governmental services are often in a monopoly service delivery situation: citizen have to use them, and there is often no other alternative. The issue binds it to the wider discussion on digital divide, where vision impairment is one cause for digital divide, and often very devastating, especially if still combined with other sources of digital divide.

An optimal maintenance strategy is a key support to production in the manufacturing industry. This paper present a fuzzy approach based on Multi-Criteria Decision-Making (MCDM) methodology for selecting the optimal maintenance alternative. In the present work the criticality of each equipment is achieved by ranking (based on production loss).It is very difficult to quantify the qualitative factors in exact numerical value. These factors can be expressed in the linguistics terms which can be translated into mathematical measures by using fuzzy sets & system theory. The study problem to develop a fuzzy decision approach to rank the suitable maintenance alternative. The objective of this paper is to propose fuzzy frame work based on fuzzy number theory to solve optimal maintenance alternative which includes decision criteria analysis, weight assessment & decision model development. The approach can aid formulating a cost-effective maintenance strategy for a manufacturing plant.


This dissertation presents a system that can assist a person with a visual impairment in both navigation and movability. Meanwhile, number of solutions are available in current time. We described some of them in the later part of the paper. But to date, a reliable and cost-effective solution has not been put forward to replace the legacy devices currently used in mobilizing on a daily basis for people with a visual impairment. This report first examines the problem at hand and the motivation behind addressing it. Later, it explores relative current technologies and research in the assistive technologies industry. Finally, it proposes a system design and implementation for the assistance of visually impaired people. The proposed device is equipped with hardware like raspberry pi processor, camera, battery, goggles, earphone, power bank and connector. Objects will be captured with the help of camera. Image processing and detecting would be done with the help of deep learning, R-CNN like modules on the device itself. However, final output would be delivered by the earphone into the visually impaired person’s ear. The research work contains the methodology and the solutions of above mention problem. The research works can be used in practical use cases, for visually impaired person. The system proposed in this project includes the use of a region based convolutional neural network as well as the use of a raspberry pi for processing the image data. System includes tesseract library of programming language python for OCR and give output to the user. The detailed methodology and result are elaborated later in this paper.
