<em>Evacuation system in Mount Merapi eruption area consist of evacuation component, such early warning system, meeting point, evacuation lane, evacuation route, barrack, communication and transportation. The role of the goverment is to give services for refugees who live in scenario evacuation area. But there are some constrains, for example damaged road, evacuation lane crossover the bridge, people don’t heard the early warning system and high density of barracks. Based on those phenomenons, this research objected is to measure the feasibility of Mount Merapi evacuation system in Sleman district by using qualitative and quantitative method. The results of this research, some of evacuation systems don’t have perfect score. Early warning system has score 49%,  meeting point score 96,2%, evacuation lane 88,7%, evacuation route 100%, barracks 60,7%, transportation and communication 51,8%. From that components, the average score is 75% which means the system of evacuation in Mount Merapi Eruption Area not feasible yet.</em>

The community is responsible for the implementation of the community early awareness, meanwhile the government is obliged to facilitate it. A good role of the Community Early Awareness Forum or Forum Kewaspadaan Dini Masyarakat (FKDM) followed up by the government can save the community from security threat or disaster and minimize losses by anticipating the security threats and disaster. This research uses qualitative approach. Concept operationalization in this research refers to the used strategy, the SWOT analysis. The FKDM strategies in social conflict early prevention are: 1) inserting early warning system by increasing institutional capacities which include three elements; government, private sector, community through dialogue, 2) National Unity and Politics Agency or Badan Kesatuan Bangsa dan Politik (Kesbangpol) of DKI Jakarta actively making dialogue persuasively and finding solution, 3) budgeting of conflict handling according to the Government Regulation gives opportunity to strengthen community resilience to protect the community, encourage community participation, handle social conflict, and preserve local wisdom to maintain peace.

The Indian Ocean tsunami of December 2004 and the false warnings and evacuations of March 2005 associated with the Great Nias earthquake highlighted the need not only for a sophisticated tsunami detection system in the region but also for a means to disseminate warning messages to local communities at risk. To be effective, local warning requires an interconnected system of diverse communication technologies which in turn require integration through a common data interchange format, such as the Common Alerting Protocol (CAP). The CAP standard was developed and introduced in 2004 to facilitate the interoperability of hazard warning technologies, but it has yet to be widely deployed, especially in less developed countries.This article presents preliminary findings from an ongoing study that involves the implementation of the CAP standard to support a local all-hazards warning system in Sri Lanka. In particular, it describes the challenges of implementing a CAP-based information system for managing multilingual warnings across a set of five technologies in 32 tsunami-affected villages along the southern and eastern coasts of Sri Lanka.

The province of Albay in the Philippines is highly vulnerable to climatic and geologic hazards, but it has largely achieved its zero-casualty goal for the past two decades. In recognition of this achievement, the province has garnered numerous awards from international and national organizations. Past studies have identified Albay's success factors, but the role of communication has been overlooked. Thus, this research discusses the communication projects and protocols of Albay on disaster management. Data were obtained from interviews of key informants and examination of official documents. Results showed that the province's communication activities are assigned to specific persons, embedded in an early warning system, enacted using multiple media, supported by multiple stakeholders, and implemented under a strict protocol. These make Albay's disaster communication practices effective in attaining its zero-casualty goal during disasters.
