The lack of a systematic definition of intermittency in the power sector blurs the use of this term in the public debate: the same power source can be described as stable or intermittent, depending on the standpoint of the authors. This work tackles a quantitative definition of intermittency adapted to the power sector, linked to the nature of the source, and not to the current state of the energy mix or the production predictive capacity. A quantitative indicator is devised, discussed and graphically depicted. A case study is illustrated by the analysis of the 2018 production data in France and then developed further to evaluate the impact of two methods often considered to reduce intermittency: aggregation and complementarity between wind and solar productions.

The paper examines the impact of the National Economic Empowerment and Development Strategy (NEEDS) on the private sector by looking at the contribution the power sector had made in realizing the goal of making private enterprise the engine of growth in Nigeria. NEEDS reform is to  transform the power sector into one led by the private sector, with the role of government  restricted primarily in policy formulation and establishment of an appropriate legal and regulatory framework.  The paper discusses among many things: an overview of power supply in Nigeria; the effect of power sector on private sectors; challenges of the sector; as well as the ways forward. The paper concludes that there is   need to put concerted effort to generate adequate power supply to enable the private sector thrives and serves as engine of growth in Nigeria.

In Tanzania, reforms were mooted in the 1990s to solve two intertwined problems; the financing of investment and reducing the fiscal drain on the government to the sector. This study deploys the ARDL Model and paired-sample t-statistic tests, with profitability and liquidity data from 1989 to 2020 to examine the impact of the reforms on sectoral financial condition in Tanzania. The results suggest that both profitability and liquidity did not significantly improve after reforms. Apart from commercialization policy, other variables were not statistically significant with privatization and liberalization law exerting a negative pressure on liquidity. The findings, therefore, appear to contradict the theoretical view that the reforms improve the financial condition of both the sector and the governments. The outcome can be explained by unfinished reforms manifested by continued politicization of the sector hence underpricing and underinvestment. To ensure sectoral financial viability and sustainability we recommend that the reform policies such as commercialization, corporatization, and independent regulation should be prioritized. These findings will add value to policymakers in Tanzania and beyond which are reforming their power sectors by recognizing that efficient pricing and investment are key for a viable and sustainable financial condition of the sector.

The article discusses some of the major characteristics and trends of China’s economic expansion in the global power industry. It argues that by investing in electricity infrastructure China creates prerequisites for long-term dominance in one of the key sectors in a number of countries and regions. Deals in the power sector are mainly implemented by state-owned companies and facilitated by state-owned financial institutions. In terms of structure and geography, foreign investment in the electricity sector is dominated by traditional types of generation in developing countries. However, China has been diversifying into renewables, nuclear power and grids and entering markets of the developed countries. The creation of a special international organization (GEIDCO) should facilitate its expansion in the electricity sector abroad. It is worth noting that foreign economic expansion plays an important role in supporting China’s slowing economy amid the transformation of its growth model. It allows China to adopt advanced technologies and best management practices in developed countries while forming alternative value chains, as well as promoting its own equipment and standards (especially in ultra-high voltage power transmission) in the developing countries. However, given the impact of the trade war, increasing securitization of the Chinese foreign investments, Chinese authorities’ control over capital outflows and the rising environmental concerns in developing countries, further expansion of the Chinese capital in the global electricity industry is likely to be held back, while competition from non-Chinese electricity companies is likely to grow.

Given its total contribution to greenhouse gas emissions, the global electric power sector will be required to undergo a fundamental transformation over the next decades to limit anthropogenic climate change to below 2 °C. Implications for biodiversity of projected structural changes in the global electric power sector are rarely considered beyond those explicitly linked to climate change. This study uses a spatially explicit consumption-based accounting framework to examine the impact of demand for electric power on terrestrial vertebrate biodiversity globally. We demonstrate that the biodiversity footprint of the electric power sector is primarily within the territory where final demand for electric power resides, although there are substantial regional differences, with Europe displacing its biodiversity threat along international supply chains. The relationship between size of individual components of the electric power sector and threat to biodiversity indicates that a shift to nonfossil sources, such as solar and wind, could reduce pressures on biodiversity both within the territory where demand for power resides and along international supply chains. However, given the current levels of deployment of nonfossil sources of power, there is considerable uncertainty as to how the impacts of structural changes in the global electric power system will scale. Given the strong territorial link between demand and associated biodiversity impacts, development of strong national governance around the electric power sector represents a clear route to mitigate threats to biodiversity associated with efforts to decarbonize society over the coming century.

Advances in technology and engineering, along with European Union renewable energy targets, have stimulated a rapid growth of the wind power sector. Wind farms contribute to carbon emission reductions, but there is a need to ensure that these structures do not adversely impact the populations that interact with them, particularly birds. We developed movement models based on observed avoidance responses of common eider Somateria mollissima to wind farms to predict, and identify potential measures to reduce, impacts. Flight trajectory data that were  collected post-construction of the Danish Nysted offshore wind farm were used to parameterize competing models of bird movements around turbines. The model most closely fitting the observed data incorporated individual variation in the minimum distance at which birds responded to the turbines. We show how such models can contribute to the spatial planning of wind farms by assessing their extent, turbine spacing and configurations on the probability of birds passing between the turbines. Avian movement models can make new contributions to environmental assessments of wind farm developments, and provide insights into how to reduce impacts that can be identified at the planning stage.
