The conceptual bases of resilience in modern political science are analyzed, including the key conceptual approaches that are used in academic studies for understanding the policy of resilience, characterizing the reaction of subjects to stress or threat of any kind and origin. The concept of resilience is applied to analyze the cooperation among the Baltic-Black Sea countries as a regional interaction model which should be formed in order to reduce or avoid security crises. The Baltic-Black Sea countries have developed and formed strong ties in different dimen­sions among one another, opening an opportunity for intellectual adventures in the area of the conceptualization of their interaction modes under the regional cooperation frameworks. Based upon the analyzed doctrinal views and available documentary backgrounds on resilience in the UN and the EU, the possible visions and scenarios for the creation of the Baltic-Black Sea region as a resilient one are given. The existing and potential obstacles to cooperation in the region are highlighted. The main threats and challenges for the Baltic-Black Sea region at present are investigated.

Introduction. The paper deals with modeling of organizational-economic interaction between territorial units of municipal and regional level. Dynamic of the economic security indicators of municipal areas in the Omsk region is presented, problems of strategic management of municipal development are analyzed, the author’s cross-functional model of regional interaction is presented. In addition, the role of municipal partnership in the process of regional interaction is shown.Materials and methods. The indices of economic security of the municipal entities in the Omsk region in the social, economic, financial spheres and the integrated index are calculated. Using the method of cross-functional modeling of business processes, the authors’ organizational and economic model of regional interaction has been formed.Results. Negative results of the assessment of the main indicators of the municipalities’ economic security show that it is necessary to develop regional cooperation in the Omsk region. Currently, there are such forms of interaction between municipalities as associations of municipalities in the Omsk region, joint meetings of regional and municipal authorities on strategic and current problems of the territories. But these forms of interaction are formal. The authors come to the conclusion that it is necessary to organize “vertical” and intermunicipal processes of strategic management in economic development and security.Discussion and conclusion. There are processes of organizing regional interaction on the basis of ensuring the economic security of the region. It requires an organizational and economic model that reflects the roles of the municipals in these processes, including the municipal partnership, the sequence of their actions and key indicators. Accordingly, the  developed model of regional interaction could become the basis for the formation of the system and the organizational and economic mechanism for managing the economic security of the region.

Interaction among different regions can be illustrated in the form of a stream. For example, the interaction between the flows of people and information among different regions can reflect city network structures, as well as city functions and interconnections. The popularization of big data has facilitated the acquisition of flow data for various types of individuals. The application of the regional interaction model, which is based on the summary level of individual flow data mining, is currently a hot research topic. Thus far, however, previous research on spatial interaction methods has mainly focused on point-to-point and area-to-area interaction patterns, and investigations on the patterns of interaction hotspots between two regional groups with predefined neighborhood relationships, that being with two regions, remain scarce. In this study, a method for the identification of similar interaction hotspot patterns between two regional groups is proposed, and geo-information Tupu methods are applied to visualize interaction patterns. China’s air traffic flow data are used as an example to illustrate the performance of the proposed method to identify and analyze interaction hotspot patterns between regional groups with adjoining relationships across China. Research results indicate that the proposed method efficiently identifies the patterns of interaction flow hotspots between regional groups. Moreover, it can be applied to analyze any flow space in the excavation of the patterns of regional group interaction hotspots.

The article explores interregional sectoral cooperation in provincial regions of the North-Western Federal District (interregional cooperation in “center- periphery” format is not considered in the research). The article is aimed at developing theoretical and methodological support for interregional sectoral cooperation. The research subject includes interregional sectoral cooperation of the North-Western Federal District provincial regions. The hypothesis of the research is defined as follows: the comparison of the closeness of economic integration and economic coherence level makes it possible to identify the structure of interregional cluster and the interaction model inside it. The methodology of the research includes the following steps: determination of economic integration closeness by means of content analysis of target regions’ strategic documents; evaluation of target regions’ economic coherence level with the use of correlation analysis between the rates of gross regional product growth; developing proposal for creating interregional clusters for target regions. The research result is the models of interregional sectoral cooperation, created by the authors, as well as proposals for building up interregional clus- ters in Pskov region, namely manufacturing, construction and tourism cboth within the framework of the state governance and cluster management. The line for further research can be seen in the improving the methodological support for interregional cooperation in specific sectors of regional economy, in the first place, in the sectors which are recognized in provincial regions of the North-Western Federal District as the priorities of socio-economic develop- ment: agribusiness, forestry, and tourism.
