The institutional process is essentially an outcome and a reflection of political action. It is therefore understandable that political institutions have always interested not only political thinkers and politicians, but also those nations and groups which are struggling to set up, reorganize or abolish any given political institutions.Their importance lies, too, in the fact that they reflect fundamental political aspirations and relationships. They are more or less the true image of a political system and of the structure of a society at a given epoch. But when seen in a more general perspective, institutions are merely the framework of power, The complexity of and problems inherent in society, its permanent need for further material, cultural and political development have led to an expansion of the institutional structure of political society. This expansion is brought about by political organizations, especially by political parties, as well as by other organizations, such as trade unions, citizens’ associations, pressure groups, etc.

Colombia remains one of a very small group of countries in Latin America which retain competitive, liberal-democratic political institutions at this writing. Indeed, Colombia's civil government, recognizing a modicum of individual liberties and conducting periodic elections, has been shattered on relatively few occasions since the mid-nineteenth century, a record equalled or surpassed by few other Latin American countries. The Colombian political system is still dominated by the two traditional political parties (Liberal and Conservative) which arose in Colombia and elsewhere in the region in the nineteenth century. In almost every other country they have long since passed into oblivion or insignificance. This continued dominance by the traditional parties is commonly attributed to their successful mobilization of mass support, especially among the peasantry. The Colombian parties (unlike their counterparts elsewhere) early moved beyond being mere elite factions by using traditional authority relationships, clientelistic exchanges and ideological appeals to develop durable bases of mass support.

The growing role of governmental bureaucracy has been one of the most noted and discussed characteristics of developing political systems. The phenomenon of bureaucratic intervention in politics, already discernible in the 1950's in many of these states, has, so it seems, become the rule rather than the exception in the years that have followed. Despite the prevalence of the politicized bureaucracy, however, and the amount of discussion engendered by the phenomenon, die sources of bureaucratic growth and dominance in the developing states remain obscure. Most analysts emphasize the superior organization of the bureaucracy and argue that this organization, reinforced by die transfer of techniques from abroad and uncontested because of weak indigenous political institutions, provides much of the explanation for the aggrandizement of the bureaucracy in die policy-making process.

On the threshold of elections designed to be held in February 2019,  the first after the military junta seized power in 2014, it is important  to define the role of parties in the political process of Thailand, which  as other developing countries of Asia, faces  challenges in democratic state building. The contemporary political  history of kingdom represents the confrontation of two tendencies –  authoritarianism and democracy what has a reverse impact on  political parties, their character, structure and ability to represent  interests of the society as a whole. The author analyses the process  of party evolution in the historical retrospective in the context of  transformation of political system – from bureaucratic to  semidemocratic subjected to economic modernization and changes in  socio structure of society where traditional form of organization patron-client is persisted. The author defines three  stages of evolution of party system in Thailand The first is  characterized by the full control of civil-military bureaucracy over  parties. The second stage is closely related to the formation of provincial political clientele groups. The third stage marks the  evolvement of party of “power” with the implication for  strengthening the parliamentary democracy in the beginning of XXI  century. And as the result of it – to the destabilization of political  system, based on the relative balance of power between two main  political forces – bureaucracy and army interested in reservation of authoritarian government, and bourgeoisie supporting the  liberalization of political institutes. With the emergence of party of “power” supported by the majority of population advocating  parliamentary democracy political spectrum has changed. The arising conflict of interests subjected to collision of positions  regarding the model of political governance was overcome by  military coup. Analyzing the political spectrum on the threshold of  elections the author comes to conclusion that the restoration of  compromised model of political governance sample of 80-90 years of  XX century is the most likely option of political development of  Thailand in the near future. Though it differs in one aspect – the  social structure has changed, there is the rise of that groups of population that intend to participate in the political process, what  will force the power to be more transparent and social oriented. These challenges face the political parties as well.

This paper examines the opinions, viewpoints and attitudes of a number of undergraduate and graduate university students of geography (Faculty of Science, University of Zagreb) related to Croatian politics, how they experience it and in what manner they comment on certain political events. The research was carried out in the period between 17 and 22 May 2017 on a sample of 173 students which makes 64% of the number of geography students at the University. The survey results show that the student population, although representing Croatia’s future intellectual force, shows no significant interest in politics and that their engagement, participation in political parties as well as involvement in political processes are at a very low level mostly due to high level of distrust towards politicians, political institutions but also political system in general.

This research paper was aims to explore the dimensions of the political development that are closely related to the existence of a political system that is confronted with progressive social and political changes. Democracy as the pillar of the implementation of constitutional government is a form of political development idealism which in its implementation moves dynamically and synergizes with the prevailing political system. As one manifestation of democratic implementation, political institutionalization is the most important part in the implementation of democratic governance. The role of political parties in all countries including in Indonesia, in the plain view, coloring the political dynamics of the government. Understanding political development certainly will not be separated from the social transformation, because social changes that was occur in society also move rapidly, but on the other hand the reality of public political education is not in line with the political changes that occur due to the swift external factors including the development of foreign politics. In this critical study, certainly not all dimensions of political development will be discussed but try to express the ideas was related to democracy, political parties in the perspective of political education which includes democracy, political parties and the problem, the reality of public political education. the link between democracy, political parties and political education is at the core of this study.

Federalism has influenced American political development deeply because it has been used as a powerful, enduring weapon in battles over politics and policy. The Constitution authorized the national government to exercise the tools of national sovereignty, but authorized the states to govern most of everyday life. This constitutional arrangement has encouraged interstate competition and market-driven economic growth, while it has impeded policies aimed at mitigating economic hardship and inequality. Federalism encouraged fragmented political parties and a pluralistic interest group system, splintering both organized business and trade unions and thus many political conflicts. State policy initiation has left domestic policy profoundly fragmented and unequal. Decentralized power allowed states to implement separate and inferior citizenship rights for different categories of citizens, most prominently, racial minorities and women. In turn, state laws and their legacy frequently shape national efforts to mitigate these inequalities.

By looking at the history of the Polish lustration — the policy of checking the past of candidates for important positions — this article argues that although the lustration law has been finally passed at the end of 1998, Poland's dealing with the past is still full of unresolved and deeply ambivalent problems due to the nature of its postcommunist transition and the nature of the newly constructed political institutions. These conditions were shaped by the relative strength of the Polish anti-communist opposition, which credibility within the society permitted it to accept a compromise with the old regime. The undetermined character of many of Poland's political institutions have accelerated the use of the issue of retrospective justice in the partisan politics, which in turn has limited the opportunity for consensual policy, and therefore has reduced societal trust of the political parties, while at the same time increased the demand for the purification of the political system.

The article defines the features of the formation of political trust in Ukraine at the macrolevel of political relations. It is established that the formation of political trust at the macrolevel of political relations in Ukraine is reflected in the attitude of citizens toward democracy as a new format of the political system, the main mechanisms of its formation and the functioning of political institutions that ensure the process of transformation and dynamic renewal of the political system. It is substantiated that the essential aspect that characterizes the political trust of the macrolevel in modern Ukrainian society is the weakness of the connections of a significant number of citizens with political parties as a traditional institution of aggregation of interests and is reflected in the limited understanding of the essence of the multi-party system and its need for political development of Ukraine. It is proved that the existing indicators of confidence in the institutions of power in Ukraine, actualize the question of its optimal boundaries. As practice shows, both the lack of trust and the surplus of trust are barriers to strengthening the democratic foundations of the political system and political process. A significant deficit of confidence limits the power and reduces the activity of citizens, hinders the development of integration processes in society, inhibits the adoption and implementation of constructive reforms. Excessive trust in institutions of power and political institutions, creating uncontrolled and permissive behavior, can not lead to anything else, as to the arbitrariness of power, which is the first step towards the restoration or strengthening of authoritarianism. Therefore, in order for political confidence to contribute to the development of democratic processes, its level should not approach either the lowest or the highest possible values. This book seeks to understand the state, nation and political identities that are being forged in modern Zimbabwe, and the nature of control that Robert Mugabe’s ZANU exercises over those political institutions. Focusing on the perspective and experiences of societal groups including NGOs, churches, trade unions, students and academics the book explores how the construction of consent, threat of coercion and material resources are used to integrate social groups into the ruling nationalist coalition, but also how they resist and frame competing discourses and institutions. Taking seriously the discursive and institutional legacies of the nationalist struggle and the liberation war in shaping politics, it explores how independent Zimbabwe’s politics were molded by discursive claims to foster national unity that delegitimize autonomous political action outside the ruling party. Building a new societal coalition entailed the "demobilization" of ZANU(PF)’s original nationalist constituency which had backed it during the liberation war, and the "inclusion" of new groups including donors, white farmers and business interests. It also shows how legal practices and institution-building defused and constrained opportunities for contestation, even while the regime used the security forces to suppress those who challenged its political monopoly or who otherwise resisted incorporation. It thus presents a complex picture of how individuals and groups became bound up in the project of state- and nation-building, despite contesting or even rejecting aspects of it.

<p>The Republic of Indonesia since 1945 when it proclaimed its independent from the Dutch colonialism adopted democracy as political system. In its political development, democracy in Indonesia had many names or label. From 1945 until 1959, the Republic of Indonesia adopted and implemented which   is commonly known as Liberal Democracy. During the period of 1945 – 1959, the government of Indonesia held  successfully general election with 39 political parties as well as mass organization and group of constituens which all together 100 participants in the general election. From 1959 until 1966, democracy which was took on called Guided Democracy.During this period there was no general election eventhough some political parties were permitted to exist by the current rezime . The rezime was of the opinion that the Indonesian people was not ready yet for carrying out generah election. After aborted Communist coup d’etat at 30 September 1965, new government arised, and they called their government as New Order or Orba in Bahasa Indonesia. The new order remained to adopt democracy in political system which was labelled as Democracy Pancasila, referred to the nation and state philosophy. The new order government organized six  times general election which was held in 1971 1977, 1982, 1987, 1992 and 1997. In general election 1973 there was  10 political parties and 1 mass organization called Golkar, formed by government as main political power of Orba. Since 1977 the election participants were only two parties, the United Party for Development (PPP), the Indonesian Democratic Party (PDI) and Golkar. Then Golkar developed as hegemonic party, ardent and strong supporter to the Orba government, and always winning  in every general election. When Reformation Era came in 1998, the reformation government named its democracy as Demokrasi Reformasi, and as of 1998 until now, had successfully organized 4(four) times general elections with its participants fluctuated.  In 1999’s general election the participants was 48 political parties, 2004’ election was 24 parties, 2009’ s election was 38 parties, 2014’ general election was 12 parties. For 2019’ s general election, 16 parties was declared by the General Election Commission  or KPU as participants nationally.</p><p>From theoretical perspectives on democracy, whatever labelled or named, democracy implemented  in Indonesia  formally as DEMOCRACY.</p><p>Key words : Democracy.
