One of the asymmetries faced by military missions in areas of limited statehood are diverging legal obligations of state and non-state actors, in particular in relation to human rights duties. From a perspective of states bound by human rights treaties, there is a certain danger that armed groups opposing them might abuse the obligations incumbent upon state actors. Against this perception, the potential application of human rights law to armed groups is not only relevant as a tool for protecting civilians but also from a reciprocity perspective in view of the fluidity of armed conflicts and with a view to convergence of standards. The chapter assesses how international law and international legal practice in relation to armed groups have evolved over the past decade. It takes stock of recent developments and analyses the degree to which human rights obligations apply to armed groups.

AbstractFibers obtained from different parts of the oil palm tree (Elaeis guineensis) have been under investigation for possible use in construction. Studies have been carried out investigating the engineering properties and possible applications of these fibers. However, the experimental methods employed and the values of mechanical and physical properties recorded by various authors are inconsistent. It has therefore become necessary to organize information which would be useful in the design of oil palm fiber cement composites and help researchers and engineers make informed decisions in further research and application. This review provides information about fibers from different parts of the oil palm, their properties, enhancement techniques, current and potential application in cement composites.

Angiogenesis is a process of generation of de-novo blood vessels from already existing vasculature. It has a crucial role in different physiological process including wound healing, embryonic development, and tumor growth. The methods by which therapeutic drugs inhibit tumor angiogenesis are termed as anti-angiogenesis cancer therapy. Developments of angiogenic inhibiting drugs have various limitations causing a barrier for successful treatment of cancer, where angiogenesis plays an important role. In this context, investigators developed novel strategies using nanotechnological approaches that have demonstrated inherent antiangiogenic properties or used for the delivery of antiangiogenic agents in a targeted manner. In this present article, we decisively highlight the recent developments of various nanoparticles (NPs) including liposomes, lipid NPs, protein NPs, polymer NPs, inorganic NPs, viral and bio-inspired NPs for potential application in antiangiogenic cancer therapy. Additionally, the clinical perspectives, challenges of nanomedicine, and future perspectives are briefly analyzed.

AbstractCarbon nanotubes (CNTs) are considered as one of the most intensively explored nanostructured materials and have been widely used as a platform material for metal and semiconductor nanoparticles (NPs) due to their large and chemically active surface area. Several approaches have been described in the literature to immobilize NPs on the surface of CNTs. This report reviews the recent developments in this area by exploring the various techniques where nanotubes can be functionalized with NPs to improve the optical, mechanical, thermal, medical, electrical, and magnetic applications of CNTs.

In recent years, a lot of demonstrations of the miniaturized instruments were reported for genomic applications. They provided the advantages of miniaturization, automation, sensitivity, and specificity for the development of point-of-care diagnostics. The aim of this paper is to report on recent developments on miniaturized instruments for genomic applications. Based on the mature development of microfabrication, microfluidic systems have been demonstrated for various genomic detections. Since one of the objectives of miniaturized instruments is for the development of point-of-care device, impedimetric detection is found to be a promising technique for this purpose. An in-depth discussion of the impedimetric circuits and systems will be included to provide total consideration of the miniaturized instruments and their potential application towards real-time portable imaging in the “-omics” era. The current excellent demonstrations suggest a solid foundation for the development of practical and widespread point-of-care genomic diagnostic devices.

Corroles and hexaphyrins are porphyrinoids with great potential for diverse applications. Like porphyrins, many of their applications are based on their unique capability to interact with light, i.e., based on their photophysical properties. Corroles have intense absorptions in the low-energy region of the uv-vis, while hexaphyrins have the capability to absorb light in the near-infrared (NIR) region, presenting photophysical features which are complementary to those of porphyrins. Despite the increasing interest in corroles and hexaphyrins in recent years, the full potential of both classes of compounds, regarding biological applications, has been hampered by their challenging synthesis. Herein, recent developments in the synthesis of corroles and hexaphyrins are reviewed, highlighting their potential application in photodynamic therapy.

This article tracks recent developments in the law of defamation, exploring United Kingdom cases where journalists have advanced a defence of reportage. This reportage defence is intended to protect the journalist from a defamation action where there has only been neutral reporting of defamatory allegations which are neither adopted nor embellished. The progress of this nascent defence in several United Kingdom cases is traced, including the most extensive development made in the case of Roberts v Gable. This article then proceeds to elucidate the parameters of the new defence, focussing particularly on the tone of the reporting, how the report has to be of the fact that the statement was made, and the particular context in which the defence has so far succeeded. The justifying rationales for the defence are then explored and critiqued. The potential application of such a defence to a New Zealand context is then considered, revealing how such a development is not plausible in the near future.
