Risk analysis in the water utility sector is fast becoming explicit. Here, we describe application of a capability model to benchmark the risk analysis maturity of a sub-sample of eight water utilities from the USA, the UK and Australia. Our analysis codifies risk analysis practice and offers practical guidance as to how utilities may more effectively employ their portfolio of risk analysis techniques for optimal, credible, and defensible decision making.

Societal, economic and environmental impact generated by academic research is a key focus of publicly funded research in the UK. Drawing on experiences from the Safe & SuRe project, a five-year research project that was co-produced with industry, this paper explores the challenges, learnings and benefits of co-producing research with academics and practitioners to create a more resilient UK water sector. Three aspects of the project are explored in detail: the use of a steering group, co-developing research intensively with a water company, and co-dissemination industry-facing events. Emerging themes include: (1) benefits of the industry steering group to develop working relationships and trust among the group; (2) increased dialogue and sharing of information between industry and academics going beyond the one-way communication more commonly reported by STEM academics; and (3) the value of co-disseminating research to maintain and engage new connections and spark new research questions.

The UK is committed to greenhouse gas (GHG) emission reduction targets and has introduced a number of initiatives to achieve these. Until recently, these targeted energy-intensive industries and, thus, the water sector was not significantly affected. However, from 2010, UK water companies will need to report their emissions under the Carbon Reduction Commitment (CRC). Both Ofwat (the economic regulator for water companies in England and Wales) and the Northern Ireland Authority for Utility Regulation (NIAUR) now require annual reporting of GHG emissions in accordance with both Defra Guidelines and the CRC. Also, carbon impacts must now be factored into all water industry investment planning in England and Wales. Building on existing approaches, the industry has developed standardised carbon accounting methodologies to meet both of these requirements. This process has highlighted gaps in knowledge where further research is needed.

There is a clear and evident requirement for a conscious effort to be made towards a resilient water system-of-systems (SoS) within the UK, in terms of both supply and flooding. The impact of flooding goes beyond the immediately obvious socio-aspects of disruption, cascading and affecting a wide range of connected systems. The issues caused by flooding need to be treated in a fashion which adopts an SoS approach to evaluate the risks associated with interconnected systems and to assess resilience against flooding from various perspectives. Changes in climate result in deviations in frequency and intensity of precipitation; variations in annual patterns make planning and management for resilience more challenging. This article presents a verified model-based system engineering methodology for decision-makers in the water sector to holistically, and systematically implement resilience within the water context, specifically focusing on effects of flooding on water supply. A novel resilience viewpoint has been created which is solely focused on the resilience aspects of architecture that is presented within this paper. Systems architecture modelling forms the basis of the methodology and includes an innovative resilience viewpoint to help evaluate current SoS resilience, and to design for future resilient states. Architecting for resilience, and subsequently simulating designs, is seen as the solution to successfully ensuring system performance does not suffer, and systems continue to function at the desired levels of operability. The case study presented within this paper demonstrates the application of the SoS resilience methodology on water supply networks in times of flooding, highlighting how such a methodology can be used for approaching resilience in the water sector from an SoS perspective. The methodology highlights where resilience improvements are necessary and also provides a process where architecture solutions can be proposed and tested.

This article discusses systems-based interdisciplinary research that seeks to understand interactions between natural and social dimensions of hazards. The discussion in this paper is motivated by two objectives. First, to present a novel methodology—Systems-Interactions Maps—for an integrated systems-based assessment of the linked social and natural causes, pathways, and consequences of climate related hazards, such as drought in the UK. Second, the article seeks to contribute to discussion of an under-explored topic: the actual process of developing and applying conceptual frameworks in interdisciplinary research groups, here for the purposes of mapping relationships between successive historical drought episodes. The findings based on data from the 1976 and 1995 droughts in the UK show that identified drivers, responses, and impacts can differ between natural and social science disciplines; that there is a degree of independence of social from natural dimensions of a hazard; and that the relative emphasis on social or natural drivers of a drought is shaped by the institutional and governance structure of the water sector.

Abstract The effectiveness of policy implementation is rapidly becoming a widely researched area in the water sector. Previously, most studies focused mainly on developing technical innovations for delivering sustainable water services and little attention was given to subject areas such as governance, policy implementation, and legislation. Now, water professionals and policy makers are beginning to recognise that efficient services occur when social, political, economic, environmental and technical issues are taken into consideration; hence, subject areas like policy implementation have started receiving attention as well. Thus, many nations such as the UK, Australia, and the USA are constantly aiming to establish best institutional practices for their water sector, while countries such as Nigeria are yet to establish effective policy implementation processes. This research examines the challenge of effective policy implementation in Nigerian urban water utilities. The research showed that policies and legislation developed were of commendable standards, but the implementation process was predominantly hindered by five factors. Hence, these factors will need to be managed actively if the Nigerian urban sector wishes to achieve the intended results from water legislation and policies.

AbstractAt present, many studies have used social survey methods to explore UK water citizens’ perceptions of the water sector’s water services, but there are few more targeted and systematic studies. This paper mainly displays the perceptions of UK water citizens on water services in the water sector in recent years and analyses the main reasons for different perceptions and possible strategies. We conduct extensive research from four aspects that are highly related to water services: water citizens’ perceptions of the water supply services and technology application (infrastructure construction) provided by the water sector; the state of communication between the water sector and water citizens and their perceptions of water supply management; water citizens’ perceptions of the comprehensive utilisation of water resources in the water sector; water citizens’ perceptions of the water prices set by the water sector. These discussions aim to discover citizens’ perceptions of the water sector and the effects on the public participation mechanism. These insights help attract the water sector’s attention so that the public’s opinions can genuinely support water policymakers and provide sure support for the water sector to formulate corresponding solutions.
