With the improvement of inclusive financial system, China’s economy has made significant development and growth. It worth in-depth investigation on environmental impact of financial inclusion, since growing GDP usually accompanied by more intensive carbon emission. This paper aims to reveal whether financial inclusion contributes to the carbon reduction in China using county-level dataset. A fixed-effect panel regression approach is adopted to examine the impact of financial inclusion on county-level regional carbon emissions. The estimation results imply that financial inclusion plays an important role in reducing carbon emissions. The mediation effect analysis reveals two channels through which financial inclusion imposes negative impact on the level of regional carbon emissions. One is to elevate the carbon sequestration capacity by increasing vegetation coverage, and the other is to improve the industrial structure through enhanced financial support. In addition to being a bridge between economic opportunity and output, financial inclusion can also act as an effective measure for addressing climate change.

China will strive to achieve carbon peak by 2030 and carbon neutralization by 2060 cooperating with the system dominated by carbon intensity control and supplemented by total carbon emission control. This paper analyzes the environmental efficiency index of China; the empirical results show that the average growth rate is 4.5% from 2006 to 2017. A further decomposition of changes on scale efficiency and pure technical efficiency indicates that the pure technical efficiency maintains a long-term growth, and scale efficiency shows a fluctuant tendency. The abovementioned changes show that various methods in China such as industrial structure adjustment and promotion of the development of high and new technologies have obtained a certain effect. From the perspectives of regional differences, the average changes of environmental efficiency in eastern, central, and western regions as well as most of provinces and cities are all on the increase. On the space layout, a trend has been presented that the average changes in central regions exceed those in eastern regions, while the average changes in western regions are comparatively lower than those in eastern regions.

In order to achieve the goal of carbon neutrality and explore the impact of COVID-19 on urban road carbon emission, this study applied and improved a near real-time road carbon emission estimation method for typical Chinese urban agglomeration to improve the rapid evaluation of sustainable development. As a result, we recorded the daily road carbon emission for 12 cities in the Beijing–Tianjin–Hebei (JJJ) region under the impact of the epidemic, exploring the road carbon reduction effect caused by COVID-19. Singular value decomposition method was used to analyze the temporal and spatial characteristics of road carbon emission changes among cities and to explore the urban resilience oriented to public events. The results show: (1) In the JJJ region, the carbon reduction effect caused by COVID-19 is significant, but it lasted for a short time. In the three periods—before the epidemic, strict lockdown period, and post-lockdown period for prevention and control—the total daily road carbon emissions in the 12 cities were 170,000–190,000 tons, 90,000–110,000 tons, and 160,000–180,000 tons, respectively. (2) Cities in the JJJ region showed different road carbon reduction potential under short-term administrative control. During the “strict lockdown period” (23 January–25 February 2020), the average change rate of road carbon emissions in Beijing was −78.72%, which had great potential for reduction. However, the average change rates of Xingtai and Zhangjiakou were only −7.53% and −8.66%, respectively. (3) There are spatiotemporal differences in carbon emissions of urban roads in the JJJ region under the impact of the epidemic. During the gradual reduction of COVID-19 restrictions, great differences between cities on weekends and holidays arise, showing the road carbon emissions in Beijing on weekends and holidays are far lower than that in other cities. (4) In the face of public emergencies, the larger the city is and the more complex the function of the city is, the more difficult for the city is to maintain a steady state. This study not only provides an idea for the dynamic monitoring of urban carbon emissions to improve the rapid evaluation of urban sustainable development in post- and pre-lockdown but also fills the gap in the research on the differences in the response of cities to sudden security incidents from the perspective of road carbon emissions.

Technological solutions to achieve energy efficiency and carbon reduction in tourism are unlikely to be sufficient alone. This is partly because of the rebound effect (RE) where consumer behavior can absorb some of or all the energy efficiency gains. Time savings from time-efficient technologies can intensify energy consumption, leading to the time use rebound effect (TRE). Research suggests that the TRE in tourism can be high, especially in relation to tourist travel, but its understanding is limited. This study aims to provide empirical evidence of the TRE by categorizing tourist groups that are most prone to its occurrence. An exploratory sequential mixed methods approach is employed. Key factors that influence the potential TRE occurrence include socio-demographic characteristics, holiday preferences, time/money availability, time perception/attitudes, and time use patterns on holiday. The “Busy explorer” cluster of tourists is most likely to show TREs. Implications and suggestions for future research are outlined.

Environmental tax is the climate policy that offers, in theory, the easiest way for carbon reduction. But in practice, implementation has proven complicated despite public demand for policy action on climate change. This research investigates to reframe environmental taxes in ways more personally engaging to create a moral foundation, and massive participation. As people show rising demand, we aimed to design a tool that responds to public expectations and operates directly at source on emission reducers, viz the trees. Drawing on research from environmental taxes and the evidence of measures taken, we reasoned that an environmental fiscal policy may not intend necessarily to punish the “bads”, but rather might reward the positive attitude and direct it to act. Consequently, we focused on tax reliefs and designed Green Aid, that can address people’s attitude to take active participation into account by incorporating virtuous behaviours into tax relief. Green Aid Tax relief works embedded in the Green Aid Participation Scheme that bears directly on a source of environmental recovery and organizes the global call to public action in a sustained, structured, and collective participation to forestation. Green Aid bridges the action of contributing to carbon reduction with immediate, tangible, and direct benefits. It can be an alternative environmental tax, able to address and operate directly at source on emission reducers and secure effectiveness in carbon reduction and efficiency in terms of public acceptance and viability at a global level.

Concerns have been raised that a focus on greenhouse gas removals (GGR) in climate models, scientific literature and other media might deter measures to mitigate climate change through reduction of emissions at source – the phenomenon of ‘mitigation deterrence’. Given the urgent need for climate action, any delay in emissions reduction would be worrying. We convened nine deliberative workshops to expose stakeholders to futures scenarios involving mitigation deterrence. The workshops examined ways in which deterrence might arise, and how it could be minimized. The deliberation exposed social and cultural interactions that might otherwise remain hidden. The paper describes narratives and ideas discussed in the workshops regarding political and economic mechanisms through which mitigation deterrence might occur, the plausibility of such pathways, and measures recommended to reduce the risk of such occurrence. Mitigation deterrence is interpreted as an important example of the ‘attraction of delay’ in a setting in which there are many incentives for procrastination. While our stakeholders accepted the historic persistence of delay in mitigation, some struggled to accept that similar processes, involving GGRs, may be happening now. The paper therefore also reviews the claims made by participants about mitigation deterrence, identifying discursive strategies that advocates of carbon removal might deploy to deflect concerns about mitigation deterrence. We conclude that the problem of mitigation deterrence is significant, needs to be recognized in climate policy, and its mechanisms better understood. Based on stakeholder proposals we suggest ways of governing GGR which would maximize both GGR and carbon reduction through other means.
