During the past several years, the US Army has focused considerable attention toward developing improved methods for breaching walls in the urban combat environment. A major thrust area is centered on finding improved methods to breach the toughest wall type that Army units are likely to face: a double (steel) reinforced concrete (RC) wall. One impediment to this effort is that the relationship between the contact explosive charge configuration and the quantity of concrete removed has not been thoroughly understood. The U.S. Army Engineer Research and Development Center has conducted a research effort to better define the effectiveness of various explosive charge configurations in breaching RC walls. This paper presents a discussion of results from this research.

Washington's active foreign policy and US claims to the role of world leader are supported by American society in recent decades. The informational basis of this work is the analysis of the sociological surveys of leading American research centers, statistics, academic articles, as well as official documents on the studied issues. The study revealed the peculiarities of the perception of traditional and new threats to national and international security by the American elite and society. The author traces the connection between official foreign policy doctrines and the opinions of American citizens regarding Russia and China. A correlation was found between the strengthening of anti-Chinese sentiment in the US over the past two years and the appearance of a new official strategy of Washington towards the PRC (“United States Strategic Approach to The People’s Republic of China”) in May 20, 2020. foreign policy, USA, strategy, reflection, public opinion, Russia, China, national security

AbstractThis article examines debates over the requisitioning of real estate by the US Army during the decade after the end of World War II. Requisitioning quickly emerged as one of the most contentious issues in the relationship between German civilians and the American occupation. American policy changed several times as the physical presence of the occupiers shrank during the postwar period then expanded again after the outbreak of the Korean War. I show that requisitioning became a key site of contestation during the early years of the Federal Republic. The right to assert authority over real property served as a visible reminder of the persistent limits of German sovereignty. By pushing back against American requisitioning policy, Germans articulated an increasingly assertive claim to sovereign rights.

This report details a study investigating the environmental impacts associated with the development and manufacturing of carbon nanotube (CNT)–based ink (called CNTRENE 1030 material) and novel CNT temperature, flex, and moisture sensors. Undertaken by a private-public partnership involving Brewer Science (Rolla, Missouri), Jordan Valley Innovation Center of Missouri State University (Springfield, Missouri), and the US Army Engineer Research and Development Center (Vicksburg, Mississippi), this work demonstrates the environmental life cycle assessment (ELCA) methodology as a diagnostic tool to pinpoint the particular processes and materials posing the greatest environmental impact associated with the manufacture of the CNTRENE material and CNT-based sensor devices. Additionally, ELCA tracked the degree to which optimizing the device manufacturing process for full production also changed its predicted marginal environmental impacts.

The Brunswick area consists of many acres of estuarine and marsh environments. The US Army Corps of Engineers District, Savannah, requested that the US Army Engineer Research and Development Center, Coastal and Hydraulics Laboratory, develop a validated Adaptive Hydraulics model and assist in using it to perform hydrodynamic modeling of proposed navigation channel modifications. The modeling results are necessary to provide data for ship simulation. The model setup and validation are presented here.

Logistical and combat operations in riverine, estuarine, and coastal environments remain a key military focus due to limited maneuverability, imperfect knowledge, and rapidly changing constraints. Vessel operation in water environments can be enhanced by routing algorithms that integrate mission parameters with environmental data and vessel specifications. These algorithms must update predetermined routes in a timely manner as parameters and specifications change. The US Army Engineer Research and Development Center Coastal and Hydraulics Laboratory is developing the capability for military planners to rapidly optimize vessel routes in water environments by extending capabilities of the Rapid Operational Access and Maneuver Support (ROAMS) modeling platform. The ROAMS platform allows users to rapidly generate models of a water environment in limited-information conditions, utilizing the Adaptive Hydraulics and STeady-state spectral WAVE computational engines for the base two-dimensional hydrodynamics and waves, respectively. Routing capabilities are built on path search and penalty-barrier optimization to automatically produce routes that account for temporally changing environmental variables and vessel maneuverability. This work outlines the components of the ROAMS routing package and presents a case study using ROAMS in a northeastern American metropolitan area. Benefits and limitations of the ROAMS routing platform are discussed and future improvements are suggested.

This chapter discusses how the US Army since 11 September 2001 has had to face the harsh reality that the complexities of the employment of landpower in modern warfare, especially with allies, require large staffs in its headquarters. However, the leaders of the Department of Defense and the Army are often at odds with that reality, as the United States frequently seeks to focus on combat units at the expense of "unnecessary overhead," especially in its theater army headquarters. In addition, the Army found itself wholly unpreparedforthese headquarters to provide contractors for the unprecedented level and complexity of support utilized in recent military operations. As the Army continues adapting to the current environment, it must heed insights from the past sixteen years of conflict. The Army must ensure that it is not exacerbating the problem of employing landpower by eliminating the brains of an army, its essential land component command headquarters capabilities.

Beginning in 1990, the US Army Aberdeen Test Center (ATC) began testing a prototype cannon mounted in a non-armored turret fitted to an M1A1 Abrams tank chassis. The cannon design incorporated a longer gun tube as a means to increase projectile velocity. A significant increase in projectile impact dispersion was measured early in the test program. Through investigative efforts, the cause of the error was linked to the increased dynamic bending or flexure of the longer tube observed while the vehicle was moving. Research and investigative work was conducted through a collaborative effort with the US Army Research Laboratory, Benet Laboratory, Project Manager – Tank Main Armament Systems, US Army Research and Engineering Center, and Cadillac Gage Textron Inc. New test methods, instrumentation, data analysis procedures, and stabilization control design resulted through this series of investigations into the dynamic tube flexure error source. Through this joint research, improvements in tank fire control design have been developed to improve delivery accuracy. This paper discusses the instrumentation implemented, methods applied, and analysis procedures used to characterize the tube flexure during dynamic tests of a main battle tank and the relationship between gun pointing error and muzzle pointing error.

Debates about the trajectory of prison rates in the US, on one hand, and about the prospects of the neoliberal international order, on the other hand, suggest the time is ripe for a reappraisal of penological scholarship on the relationship between neoliberalism and imprisonment. With the aim of responding to this challenge, this article considers the relevance of the so-called ‘neoliberal penality thesis’ as a framework through which to interpret recent and ongoing developments in US imprisonment. We first set out the core propositions of the thesis and engage with a range of critiques it has attracted regarding the role of crime and government institutions, the evolution and functions of state regulation and welfare provision, and reliance on imprisonment as an indicator of state punitiveness. We then outline the principal arguments that have arisen about the direction of contemporary prison trends in the US, including since Donald Trump was elected to the presidency and took office, and proceed to distil their commonly opaque treatment of the intersections between neoliberalism and imprisonment, also clarifying their respective implications for the neoliberal penality thesis in light of the main critiques levelled previously against it. In so doing, we go beyond the penological field to take into account concerns about the vitality of neoliberalism itself. We conclude that international politico-economic developments have cast considerable doubt over the pertinence of neoliberalism as an organising concept for analysis of emergent penal currents.

During the past decade, commercial pork production has varied from 723 to 1,372 million pounds (dressed weight) per month. For the same period, the average farm price of hogs has ranged from $12 to $30. Consequently, net returns to hog producers were highly variable.Agricultural economists have devoted considerable research effort to estimating the quantity-price relationship for pork. Purcell and Raunikar suggest that the relationship between price and quantity of pork may differ for positive and negative changes in the price of pork at the retail level.
