In this case, a local sport tourism officer has been asked to prepare a recommendation for Evex City Council regarding which types of events the city should bid for, based on their public policy agenda of enhancing tourism for economic development purposes and stimulating sport participation for residents. A questionnaire, a codebook, and a data set from two events, an international figure skating event and a provincial gymnastics event, are provided to assist in making a decision. The data set includes the spectators’ identification with and motives for attending the events, tourism activities in which they participated, and some sociodemographic variables. Analyses of the data and interpretation of the results should assist the sport tourism officer in providing accurate recommendations to policymakers. Theories and frameworks that underpin this case include public policy schemas; identity, motives, and tourism behavior of event attendees; sport participation outcomes from sport events; leveraging; and event portfolios.

Purpose The purpose of this paper is to present and use an event leveraging framework (ELF) to examine processes and challenges when seeking to leverage a sport event to build sport participation. Design/methodology/approach The study used an action research approach for which the researchers served as consultants and facilitators for local sports in the context of the International Children’s Games. Initially three sports were selected, and two sports were guided through the full leveraging process. Prior to the event, actions were planned and refined, while researchers kept field notes. Challenges and barriers to implementation were examined through observation immediately prior to and during the event, and through a workshop with stakeholders six weeks after the event, and interviews a year later. Findings With the exception of a flyer posted on a few cars during the track and field competition, none of the planned action steps was implemented. Barriers included competition and distrust among local sport clubs, exigencies associated with organizing event competitions, the event organizers’ focus on promoting the city rather than its sports, and each club’s insufficient human and physical resources for the task. These barriers were not addressed by local clubs because they expected the event to inspire participation despite their lack of marketing leverage. The lack of action resulted in no discernible impact of the event on sport participation. Research limitations/implications Results demonstrate that there are multiple barriers to undertaking the necessary steps to capitalize on an event to build sport participation, even when a well-developed framework is used. Specific steps to overcome the barriers need to be implemented, particularly through partnerships and building capacity for leverage among local sport organizations. Originality/value This study presents the ELF, and identifies reasons why sport events fail to live up to their promise to build sport participation. Necessary steps are suggested to redress that failing.

This article examines the geographic and socio-economic distribution of housing choice vouchers (HCVs) in the city of San Diego, California. It focuses on how the concentration of HCVs on geographic, socio-economic, and public policy peripheries forms a nexus that limits housing options for low-income residents. The analysis is based on a unique database that combines three datasets. One includes data for 13,973 individual HCV recipients measuring head of household characteristics (race, Hispanic ethnicity, gender, and age) and housing unit characteristics (unit size, rents, public subsidy levels). Another data set includes population and housing characteristics at the ZIP code level from the American Community Survey (ACS). The third data set includes small area fair market rents (SAFMRs) for ZIP codes and fair market rents (FMRs) for metropolitan San Diego. Data are displayed using GIS and analyzed using logistic hierarchical regression models. The results indicated that the public housing authority (PHA) that administers HCVs in the city of San Diego implemented the HCV program in a manner that reinforced the concentration of program participants in low-income areas and impeded moves to higher opportunity areas. The results expand our understanding of how geography, socio-economics, and public policy shape the production and reproduction of the periphery.

ICT applications are powerful tools for increasing involvement of citizens in public policy-making, and as such a sound investment in better public policy. Citizens are inclined to participate more often if governments use digital tools. This paper describes preliminary research conducted at the municipality of The Hague (The Netherlands). The research categorized the issues using the policy cycle and styles of citizenship. Results show the treatment of issues by the city council and its committees over the course of 3 years. After correcting the numbers the findings show that a Dutch city with a population of around 450.000 inhabitants is run using approximately 300 democratic issues per annum. In the case of the broad adoption of e-democracy with full digital support for current democratic activities that would mean setting up and maintaining those 300 democratic dialogues online. The research shows that around 60% of this city’s inhabitants might be interested in participating on some of the democratic issues. This research also revealed a marked difference between the population of The Hague (the seat of government) and the general population, which might indicate that democratic participation is sensitive in its context and would have to be determined in each city again.

Sport participation legacies are often offered as reasons to host mega-sport events, yet there is little evidence to demonstrate the claim’s legitimacy, thus we examine “What did Whistler Sports do to leverage the Vancouver 2010 Olympic and Paralympic Winter Games to facilitate a sport tourism legacy?”. Through a prospective longitudinal case study of WAS and application of the temporal extension of the socioecological framework, multiple data sources were analyzed from over a decade beginning before the event until 2019. The findings reveal the situated and embedded nature of mega-sport event legacies i.e., context. These depend upon a network of facilitators such as local, provincial, and federal policies; pre-event and post-event vision and strategies from local communities and sport organizations; the development of a pool of willing and flexible volunteers. Together these were strategically leveraged to overcome sport participation and sport tourism barriers for people with disabilities. The sport, tourism, and sport tourism experience reflected Whistler’s natural and infrastructure advantage and the needs and desires of locals and visitors with access needs that could not have occurred without the capital injection of the Vancouver 2010 Olympic and Paralympic Games. Leveraging the mega-sport event opportunities required leadership and a strategic vision for repositioning to a year-round program. This strategic change also opened new sport and sport tourism opportunities for current participants but importantly brought new participants and their friendship groups to Whistler over the post-event decade for year-round sustainable adaptive sport opportunities.

Place branding is a network of associations in the consumer’s mind, based on the visual, verbal, and behavioral expression of a place. Food can be an important tool to summarize it as it is part of the culture of a city and its symbolic capital. Food is imaginary, a ritual and a social construction. This paper aims to explore a ritual that has turned into one of the brands of Lisbon in the past few years. The fresh sardines barbecued out of doors, during Saint Anthony’s festival, has become a symbol that can be found on t-shirts, magnets and all kinds of souvenirs. Over the year, tourists can buy sardine shaped objects in very cheap stores to luxurious shops. There is even a whole boutique dedicated to the fish: “The Fantastic World of Portuguese Sardines” and an annual competition promoted by the city council to choose the five most emblematic designs of sardines. In order to analyze the Sardine phenomenon from a city branding point of view, the objective of this paper is to comprehend what associations are made by foreigners when they are outside of Lisbon. As a methodological procedure five design sardines, were used of last year to questioning to which city they relate them in interviews carried in Madrid, Lyon, Rome and London. Upon completion of the analysis, the results of the city branding strategy adopted by the city council to promote the sardines as the official symbol of Lisbon is seen as a Folkmarketing action. The effects are positive, but still quite local. On the other hand, significant participation of the Lisbon´s dwellers in the Sardine Contest was observed, which seems to be a good way to promote the city identity and pride in their best ambassador: the citizens.

How did Edinburgh become ‘festival city’? Despite appearances, it was not always so, and it acquired the accolade by happenstance; in the view of one observer, a ‘strange amalgam of cultural banditry, civic enterprise and idealism’. The official Festival's survival was down to the City Council, and it was funded almost entirely by public bodies. By 10 January 2017, activists in the predominately Latina/o working class city of La Puente, California had lobbied the council to declare the city a sanctuary supporting immigrants, people of color, Muslims, LGBTQ people, and people with disabilities. The same community members urged the school district to declare itself a sanctuary. While community members rejoiced in pushing elected officials to pass these inclusive resolutions, there were multiple roadblocks reducing the potential for more substantive change. Drawing on city council and school board meetings, resolutions and my own involvement in this sanctuary struggle, I focus on a continuum of three overlapping and interlocking manifestations of white supremacist heteronormative patriarchy: neoliberal diversity discourses, institutionalized policies, and a re-emergence of high-profiled white supremacist activities. Together, these dynamics minimized, contained and absorbed community activism and possibilities of change. They reinforced the status quo by maintaining limits on who belongs and sustaining intersecting hierarchies of race, immigration status, gender, and sexuality. This extended case adds to the scant scholarship on the current sanctuary struggles, including among immigration scholars. It also illustrates how the state co-opts and marginalizes movement language, ideas, and people, providing a cautionary tale about the forces that restrict more transformative change.

Abstract Civic engagement is an important dimension of age-friendly communities but has been understudied among Asian immigrant groups. While research has attributed greater civic engagement among immigrants to acculturation factors, the influence of acculturation may be conditioned upon Asian immigrants’ social network and place attachment to their city. We used data from the Asian American Quality of Life survey to analyze civic engagement activity (e.g., City council meeting, voting in a City election) among a diverse sample of middle-aged and older Asian immigrants in Austin, Texas (N = 994). 34.5% of the sample had participated in at least one civic engagement activity in the past 12 months. We examined how such civic engagement is associated with acculturation factors, and further examined whether one’s friend network and perception of their city moderated the association. We found that number of years lived in the U.S., familiarity with mainstream American culture, and number of friends in one’s social network were positively related to civic engagement activity. Furthermore, we found that the association between years lived in the U.S. and civic engagement was more pronounced for immigrants with larger friend networks; the association between familiarity with American culture and civic engagement was more pronounced for immigrants with more positive perceptions of the city. These findings highlight that acculturation may not operate alone in civic engagement among Asian immigrants. Rather, it may also be important to create opportunities for Asian immigrants to feel connected to their community and build meaningful friend networks to encourage civic engagement.
