AbstractThe fortifications of the Hellenistic and Roman city of Tocra are over 2 km long (including the sea-wall) and comprise a curtain wall up to 2 m wide flanked by 31 rectangular towers. Three main structural phases were noted in the survey carried out in 1966 by David Smith: (1) Hellenistic walls of isodomic ashlar, (2) later Hellenistic work of isodomic ashlar with bevelled edges, associated with the indented trace along the south rampart, and (3) an extensive rebuild of plain ashlar blocks including the towers and reconstruction to the East and West Gates, dateable, on the basis of Procopius, to the reign of Justinian. The general significance of the fortifications at Tocra is considered in the second part: these include the Hellenistic indented trace along the south side, later reinforced by towers in the sixth century AD. Also of wider importance was the use of an outer wall or proteichisma, and the pentagonal, pointed towers at the two main gates. Both these elements were unusual in Byzantine North Africa and they are discussed as part of the more general repertory of Byzantine fortifications. The unusual tower adjacent to the West Church is considered in the context of literary accounts. The article concludes by considering how the architecture and magnitude of the fortifications can allow a reassessment of the wider role of the city in the sixth and seventh century defences of Cyrenaica.

This article explores the role of the ‘diaspora fleet’ in Harare’s urban commuter system. Imported vehicles in the form of haulage trucks and commuter buses were one of the popular and visible forms of diasporic investment over Zimbabwe’s difficult decade spanning from 2000 to about 2010. The article argues that this diaspora fleet occupies a significant place in the history of commuting in Harare. Diasporic investment introduced a cocktail of European vehicles that quickly became ramshackle and ended up discarded in scrap heaps around the city. These imports and the businesses based on them destroyed the self-regulatory framework existing in the commuting business. This disruption was facilitated by the retreat or undermining of the state and city council regulatory instruments, which in turn created a role for middlemen, who manoeuvred to perpetuate a new and chaotic system known as ‘mshika-shika [faster-faster]’, based on a culture of irresponsible competitive gambling. This chaotic system remains in place today to the chagrin of city council planners and traffic police. Its origins, we argue, lie in the cultures and practices introduced by the diasporan vehicle fleet.

The article deals with a detailed analysis of measures taken in the territory of the city of Kraljevo during the state of emergency in the Republic of Serbia (March 15- May 6, 2020) caused by the epidemic of COVID-19 virus, as well as the achieved results. The greatest success was achieved in the field of prevention, where the City Emergency Headquarters played the crucial role by focusing on the Plan for Prevention and Treatment in Case of Epidemics-Pandemics, adopted at the City Council session held on March 26, 2020. This is the first document concerning prevention and treatment from infection with the COVID-19 virus, which was adopted by a local self-government unit in Serbia. In addition to the basic ones, the activities of the City Headquarters are also researched in two special dimensions: 1) vertical, which concerns the coordination of activities with the competent republic institutions; 2) horizontal, which refers to professional and material assistance to other local self-government units through the Standing Conference of Towns and Municipalities. The author concludes that several interrelated factors were of crucial importance in the prevention and reduction of the possibility of contracting the COVID-19 virus in the territory of the city of Kraljevo: 1) the document Plan for Prevention and Treatment in Case of Epidemics-Pandemics; as a type of legal basis for the functioning of the City Headquarters for Emergency Situations 2) the work method of the City Headquarters for Emergency Situations, which timely and strategically directed the activities of all entities involved in the prevention of the spread of the virus; 3) coordination of activities of the City Headquarters for Emergency Situations with republic institutions and harmonization of actions with measures of the Government of the Republic of Serbia; 4) consistent and continuous work of the The Emergency Situations City Headquarters on the maximum engagement of the capacities of all city services and republic bodies on the territory of the city of Kraljevo in the function of preventing the spread of COVID-19 virus infection.

Studies show that electromobility will emerge in urban areas. As urban mobility solutions are changing, electromobility is intended with a big potential of sustainable innovation. Nevertheless, changing the mobility culture depends on certain requirements. According to Urri, the automobile development lies in breaking the dominant role of cars which results in a development deadlock. In order to change the mobility culture, the mental approach to mobility options and the infrastructural conditions need to be considered as two central factors. Future mobility isn´t about less mobility, but rather a different way of being mobile and using different types of mobility solutions. This paper presents a research project that is based on the systemic-relational approach. It seeks to develop and introduce the conditions of electromobility in an urban area without a well-frequented local public transport by a networked innovation cooperation in four development areas. The central goal of this work is the integrated development of service innovation of technical and non-technical manner based on the network of project partners, the city council and the university. A change towards electromobility means changing infrastructure, market actors and business models. It signifies a change of social-cultural systems regarding mobility habits, practices and values. One of our main results show that the emotional perception by using experiences of electromobility has a positive effect on its social acceptability which raises the “flow factor” of electromobility.

<p>ABSTRACT</p><p>The establishment of the city of Batavia on the west coast of the north coast of Java, cannot be separated from the role of a figure named Jean Pieterzoon Coen. Although previously Jayakarta (the name before Batavia), was controlled and built by Pangeran Fatahillah, the situation and conditions in the social and economic fields of Jayakarta were not like the management of J.P. Coen. After Jayakarta was controlled by the VOC, through a military expedition policy designed by JP. Coen, the condition of the city of Jayakarta slowly gradually increased in the social and economic fields. The increase in the city of Batavia in the social and economic fields was based on three JP policies. Coen was quite brave, namely increasing trade activities in the Sunda port of Kalapa, revitalizing the position of the islands in northern Batavia as a base of administration and defense and security, and opening the widest door for Chinese traders and immigrants. The three policies, in fact, were purely based on the thoughts outlined by JP. Coen, after taking over the Jayakarta area from the mastery of Prince Fatahillah.</p><p>Keywords: J.P. Coen. Setelah Jayakarta dikuasai oleh VOC, melalui kebijakan ekspedisi militer yang dirancang oleh JP. Coen, keadaan kota Jayakarta perlahan demi perlahan semakin meningkat dalam bidang sosial dan ekonomi. Peningkatan kota Batavia dalam lapangan sosial dan ekonomi dilatari oleh tiga kebijakan JP. Coen yang cukup berani, yakni meningkatkan aktivitas perdagangan di pelabuhan Sunda Kalapa, merevitalisasi kedudukan pulau-pulau di utara Batavia sebagai basis adiministrasi dan pertahanan dan keamanan, serta membuka pintu seluas-luasnya bagi pedagang dan pendatang etnis Tionghoa. Although Ulrich Zwingli started the Swiss Reformation in Zürich, his successor Heinrich Bullinger was the main stabilizer for the reform movement during his forty-plus years as chief minister from 1532 to 1575. Bullinger’s advocacy through his sermons and speeches (Fürträge) before the city council regularly reminded the politicians of their duty to care for the poor. Although the Zurich council circumscribed the role of ministers to spiritual matters, Bullinger believed that ensuring a proper poor relief system was an important part of the pastors’ ministry to the people. Because church funds were in secular control, Bullinger’s involvement in poor relief emerged from his development as a church leader in which he justified his social-political critiques against the lack of effective poor relief based on Scripture, church history, Christian ethics, and socioeconomic needs. His persistence urged the Zürich council to reconsider and revise its poor relief policies to include poverty prevention.

The City of Copenhagen aims to become the first carbon neutral capital in the world by 2025. Ten per cent of the total CO2-reduction target is to be achieved through energy retrofitting of existing buildings in the city. This article reports from an action research study in the urban renewal section in Copenhagen City Council where planners struggle to promote more and better energy retrofitting projects in the urban renewal scheme. The study finds that planners in fact approach green retrofitting as a ‘wicked problem’ that requires new solution strategies targeting the complexity of developing new retrofitting standards and solutions in the existing urban renewal framework. The analysis shows how planners’ strategic responses are challenged by competing worldviews concerning the role of urban renewal and the problems and potentials of green retrofitting in practice.

The purpose of the study. To show the role of pastoral animal husbandry in dualism in a large Hungarian city where the majority of the population lived from industry, trade, mining and transport. How did the city assembly approach the maintenance of the pasture that made up part of the land. Applied methods. We examined the archives of the Baranya County Archives of the Hungarian National Archives, the archives of the city assembly and the city council, the accounting office, the economic supervision, the city regulations and cadastral maps, documents and maps, and we reviewed the local press. Literature and statistical data were compared with the opinions of contemporaries. Outcomes. Research has convincingly demonstrated that pasturage was essential to the lifestyles of the poorer, more self-exploiting suburban residents in particular, and even in the 1910s, most cattle were driven out to Megyeri and Szigeti suburban pastures. In our period, however, the area of pastures decreased significantly due to the conversion of pastures into arable land and meadows, the expansion of the city, and the needs of the military (training ground, shooting range).

The article investigates how governmental responses to problems arising from urban population growth contribute to the post-political governance of cities. It does this through a case study of the city of Brisbane, Australia. Brisbane markets itself as a medium-sized metropolis that balances economic growth with a level of urban liveability not found in larger cities. Yet, there are signs that rapid population growth and consolidation are undermining liveability in some Brisbane neighbourhoods, as evidenced by a rise in urban nuisances and neighbour complaints reported to the City Council. Drawing on theories of urban post-politics, we analyse how the Council recasts these symptoms of urban overload as a ‘techno-managerial’ problem that can be addressed by improving efficiency and ‘customer focus’ within its compliance branch. This strategy both eschews political questions about the compatibility of growth and liveability, and promotes an economic and transactional conception of urban citizenship that downplays urban politics more generally. This strategy is significant as it relates to the local state’s internal administrative practices and relations with its citizens, rather than the forms of governance-beyond-the-state that are usually associated with urban post-politics. We conclude that the identification of government-centred depoliticisation strategies indicates that urban post-politics is more comprehensive and multifaceted than previously thought.

A.B. Nikolaev’s book has not received much attention either in the West or in Russia, but it is an important book that has significantly changed our understanding the February Revolution of 1917. Nikolaev’s meticulously researched monograph, based on a wide array of new sources, challenges the previously dominant interpretation that the Provisional Committee of the State Duma (Duma Committee) was forced to seize power only to stem the tide of the insurgency from below. He argues that the Duma Committee was from its inception clear about its intention to overthrow the old regime and to create a new power to replace it even before the Petrograd Soviet was formed. The Duma Committee played a crucial role in prompting military units to take the side of the revolution, in steering the insurgents to the State Duma, in creating the Military Commission to organize insurgents to occupy strategic positions in the city, in taking over the food supply commission to feed the insurgents, in attacking and destroying the tsarist police, while preventing and suppressing potentially dangerous anarchical pogroms, and in taking control over the imperial bureaucracy. Nikolaev also raises an interesting question about the relationship between the Duma Committee, the State Duma and the Provisional Government by arguing that the Provisional Government made a hasty and cardinal mistake in cutting its relationship with the State Duma. This book is a landmark in the interpretation of the February Revolution, and especially of the role of the Duma liberals in the revolution.
