Clouds in the tropics have an important role in the energy budget, atmospheric circulation, humidity, and composition of the tropical-to-global upper-troposphere–lower-stratosphere. Due to its non-sun-synchronous orbit, the Cloud–Aerosol Transport System (CATS) onboard the International Space Station (ISS) provided novel information on clouds from space in terms of overpass time in the period of 2015–2017. In this paper, we provide a seasonally resolved comparison of CATS characterization of high clouds (between 13 and 18 km altitude) in the tropics with well-established CALIPSO (Cloud–Aerosol Lidar and Infrared Pathfinder Satellite Observation) data, both in terms of clouds’ occurrence and cloud optical properties (optical depth). Despite the fact that cloud statistics for CATS and CALIOP are generated using intrinsically different local overpass times, the characterization of high clouds occurrence and optical properties in the tropics with the two instruments is very similar. Observations from CATS underestimate clouds occurrence (up to 80%, at 18 km) and overestimate the occurrence of very thick clouds (up to 100% for optically very thick clouds, at 18 km) at higher altitudes. Thus, the description of stratospheric overshoots with CATS and CALIOP might be different. While this study hints at the consistency of CATS and CALIOP clouds characterizaton, the small differences highlighted in this work should be taken into account when using CATS for estimating cloud properties and their variability in the tropics.

AbstractA mathematical model of the dynamics of the Baltic Sea is considered. A problem of variational assimilation of sea surface temperature (SST) data is formulated and studied. Based on variational assimilation of satellite observation data, an algorithm solving the inverse problem of heat flux restoration on the interface of two media is proposed. The results of numerical experiments reconstructing the heat flux functions in the problem of variational assimilation of SST observation data are presented. The influence of SST assimilation on other hydrodynamic parameters of the model is considered.

This study aims to identify the implementation of bureaucratic reforms, as well as to offer several solutions for the improvement of licensing administration services. This study used a qualitative approach with the type of instrumental case study research. The location of the research was conducted at Integrated Licensing Service Agency (BP2T) in Kabupaten Bone.Teknik data collection used, namely: in-depth interviews, document studies and observation. Data are analyzed through data reduction stages, data presentation, conclusion and verification. The results showed that the implementation of bureaucratic reform in the administration of licensing services, from the Institutional aspect that the licensing service of Bone Regency has been in the form of One Stop Service; Human Resources aspects that the existing employee qualifications are not in accordance with organizational needs, discipline and responsibilities of employees is still relatively low; aspects of the System and Procedures that generally permits are completed beyond the prescribed timeframe, the existence of discrimination and inconsistency. Through this research, verification of several concepts and theories, namely formalism as one of the characteristics of prismatic society proposed by Fred W Riggs on justified in this study, which in the phenomenon the author calls it by the term "Regulation of the Tongue.

Earth Observation (EO) data can enhance understanding of human-environmental systems for the creation of climate data services, or Decision Support Systems (DSS), to improve monitoring, prediction and mitigation of climate harm. However, EO data is not always incorporated into the workflow for decision-makers for a multitude of reasons including awareness, accessibility and collaboration models. The purpose of this study is to demonstrate a collaborative model that addresses historical power imbalances between communities. This paper highlights a case study of a climate harm mitigation DSS collaboration between the Space Enabled Research Group at the MIT Media Lab and Green Keeper Africa (GKA), an enterprise located in Benin. GKA addresses the management of an invasive plant species that threatens ecosystem health and economic activities on Lake Nokoué. They do this through a social entrepreneurship business model that aims to advance both economic empowerment and environmental health. In demonstrating a Space Enabled-GKA collaboration model that advances GKA's business aims, this study first considers several popular service and technology design methods and offer critiques of each method in terms of their ability to address inclusivity in complex systems. These critiques lead to the selection of the Systems Architecture Framework (SAF) as the technology design method for the case study. In the remainder of the paper, the SAF is applied to the case study to demonstrate how the framework coproduces knowledge that would inform a DSS with Earth Observation data. The paper offers several practical considerations and values related to epistemology, data collection, prioritization and methodology for performing inclusive design of climate data services.
