Investigating Implementation Level of Phase-Based Strategies in Transportation Infrastructure Projects
This research performed a phase-based study of effective project management tasks and strategies of transportation infrastructure projects and examined phase-based outsourcing activities. The research team conducted a comprehensive literature review to discover phase-based project management strategies, tasks, and activities that could be adopted by State Transportation Agencies (STAs) or outsourced, then designed a survey, which they distributed to the STAs nationally through an online platform. The results of the 96 obtained survey responses were analyzed, and the results demonstrated that project management strategies of team qualifications and environmental planning are adopted by the STAs a high percentage of time. The outcomes of this study will help decision-makers and project managers assess the effects of adopting effective strategies as well as outsourcing activities in transportation infrastructure projects on delivering projects on time, within budget, and with desired level of quality.
