Focaliza a avaliação educacional no Estado do Ceará, desde as primeiras experiências no fim da década de 70 até a institucionalização do sistema próprio de avaliação do Estado, denominado Sistema Permanente de Avaliação da Educação Básica do Ceará (Spaece). Enfatiza os procedimentos metodológicos adotados nesse sistema de avaliação, bem como alguns resultados e o uso pelas audiências principais. Apresenta, finalmente, reflexões e lições que foram extraídas dessas experiências que possam servir de balizamento para outros sistemas similares de avaliação. Palavras-chave: sistema de avaliação; rendimento escolar; uso de avaliações. Abstract This paper describes educational evaluation in the State of Ceará, from the first experiences at the end of the seventies, to the institutionalization of the State's own evaluation system, called Sistema Permanente de Avaliação da Educação Básica (Spaece). The paper emphasizes the methodological procedures used in the evaluation system, as well as some of the results and its use by the main audiences. The paper also presents thoughts and lessons issued from these experiences that may be useful for other evaluation systems. Keywords: evaluation system, academic performance, use of evaluations.

Nowadays, innovation and entrepreneurial development is increasingly accepted as the source of wealth, competitiveness, and advancement of modern society, thereby becoming a component of political agenda of developed and emerging countries. In China, intellectual property education gains unprecedented development during the construction of considerable power in intellectual property and innovation-driven strategy. However, integration is rare for interdisciplinary knowledge –a training system integrating intellectual property education and practical abilities of innovation and entrepreneurship in universities and colleges in China. As a result, college students have significantly lower practical ability in solving problems with intellectual properties compared with their understanding of theoretical knowledge. Innovation and entrepreneurship observe not only a certain validity assumption, but also a structured method. On this basis, this study proposes a talent training system of “setting up a goal, integrating a framework, designing a method and establishing a system”. Based on fuzzy analysis, the intellectual property education of universities and colleges in China and improvement of abilities among Chinese university students in innovation and entrepreneurship are taken as the research objective. Through theory-driven practice intellectual property education is included into the innovation and entrepreneurship framework to stimulate innovative thinking and introduce a scientific evaluation system to drive development.

As a new educational concept and practice, innovation and entrepreneurship education has attracted enough attention in global adult colleges and universities. Strengthening innovation and entrepreneurship education and training innovation and entrepreneurship talents are the new requirements of innovation and development for the country’s innovation construction, the realistic choice of innovation for traditional education and accelerating the reform and development of adult colleges and universities, the inevitable requirement of improving the quality of graduates, and the promotion of College Students’ integration into the tide of “mass entrepreneurship and innovation”. Starting from the analysis of the current situation of innovation and entrepreneurship education in colleges and universities, based on the era background of “mass entrepreneurship, mass innovation”, taking the cultivation of “mass entrepreneurship and innovation” as the goal, this paper discusses the construction method of innovation and entrepreneurship curriculum system with ability as the core, students as the main body and market as the guide, and puts forward that it is necessary to update the educational concept, correctly position the training goal, and formulate and improve the entrepreneurship curriculum. We should reform the talent evaluation system of adult colleges and universities, strengthen the power of entrepreneurship and innovation mentors, and strengthen the cooperation between schools and enterprises. We should innovate the talent training mode of “mass entrepreneurship and innovation” in adult colleges and universities, put forward proposals for the implementation of the new talent training mode of “mass entrepreneurship and innovation” in adult colleges and universities, and provide theoretical support for the cultivation of “mass entrepreneurship and innovation” talents in adult colleges and universities.
