Although the safety production level at small scale enterprises is important for business success, critical safety interactions among the enterprises, its employees, the public, and the government have not been explained well in the literature. To address this gap, a bottom-up method of agent-based modeling is applied here that includes these key stakeholders. The study illustrates how employee protection-oriented safety proactivity behaviors, including whistleblowing and public exposure, can impact the safety production level at small scale enterprises, which are also watched by the public and regulated by the government. The results confirm that protection-oriented safety proactivity behaviors have a significant impact on the safety production levels at small enterprises through the interactions among multiple agents. The model results are validated using an employee questionnaire. The recommendation is for employees to encourage protection-oriented safety proactivity behaviors to improve safety production levels and for the public and the government to provide additional safety support.

In the recent years, there has been a surge in artisanal and small-scale gold mining (ASGM) in various districts of Malawi. Reports of a gold rush have emerged in various districts, including Mangochi, Lilongwe, Balaka, and lately in Kasungu. There has been persistence by many indigenous communities participating in ASGM activities, yet little is being done by the government to formalize and support the sub-sector. The purpose of this study was to investigate the benefits of artisanal small-scale gold mining in Malawi and expose the shortfalls so that key stakeholders and policy makers are well informed. A quantitative approach which used semi-structured questionnaires was used and the data was analyzed using Microsoft excel and Statistical Packages for the Social Sciences (SPSS). The study shows that ASGM is characterized by people with low literacy levels, who use traditional tools (low-tech) and use methods fueled by lack of capital, and deficiency of basic knowledge of mining and geology. The study found that the government could achieve substantial socio-economic development from the sector by: (1) revising the current artisanal and small-scale mining (ASM) legislation so that it embraces the customary practices whilst safeguarding the environment and improving the tax collection base; (2) providing support in form of mining related training and education to these communities; (3) leading in transfer of modern technologies for improved extraction; (4) supporting ASM cooperatives in securing credit facilities from financial institutions; and (5) closing the existing knowledge gap for ASM related issues through introduction of mining desk officers in district councils.

AbstractObjectivesTo estimate population health outcomes under delayedsecond dose versus standard schedule SARS-CoV-2 mRNA vaccination.DesignAgent-based modeling on a simulated population of 100,000 based on a real-world US county. The simulation runs were replicated 10 times. To test the robustness of these findings, simulations were performed under different estimates for single-dose efficacy and vaccine administration rates, and under the possibility that a vaccine prevents only symptoms but not asymptomatic spread.Settingpopulation level simulation.Participants100,000 agents are included in the simulation, with a representative distribution of demographics and occupations. Networks of contacts are established to simulate potentially infectious interactions though occupation, household, and random interactionsInterventionswe simulate standard Covid-19 vaccination, versus delayed-second-dose vaccination prioritizing first dose. Sensitivity analyses include first-dose vaccine efficacy of 70%, 80% and 90% after day 12 post-vaccination; vaccination rate of 0.1%, 0.3%, and 1% of population per day; assuming the vaccine prevents only symptoms but not asymptomatic spread; and an alternative vaccination strategy that implements delayed-second-dose only for those under 65 years of age.Main outcome measurescumulative Covid-19 mortality over 180 days, cumulative infections and hospitalizations.ResultsOver all simulation replications, the median cumulative mortality per 100,000 for standard versus delayed second dose was 226 vs 179; 233 vs 207; and 235 vs 236; for 90%, 80% and 70% first-dose efficacy, respectively. The delayed-second-dose strategy was optimal for vaccine efficacies at or above 80%, and vaccination rates at or below 0.3% population per day, both under sterilizing and non-sterilizing vaccine assumptions, resulting in absolute cumulative mortality reductions between 26 and 47 per 100,000. The delayed-second-dose for those under 65 performed consistently well under all vaccination rates tested.ConclusionsA delayed-second-dose vaccination strategy, at least for those under 65, could result in reduced cumulative mortality under certain conditions.

Using stakeholder theory and a historical case study, I examine how key stakeholders failed to challenge the Alberta provincial government’s fiscal reforms, leading to the emergence of an unlikely champion in the Calgary hospital laundry workers. Notwithstanding that several prominent and powerful professional groups had the opportunity to oppose the government’s reforms, these groups either acquiesced or sought compromise individually with the government. This case calls into question the professions’ ability to protect public institutions under their domain. Points for practitioners In terms of potential implications for public administrators, this case provides an example of professional failure to intercede in the public interest, despite having the power and legitimacy to act according to stakeholder theory. This raises questions as to the circumstances under which professional groups will exercise their advocacy role. Unaddressed are the conditions under which relatively powerless demanding stakeholders can acquire power and legitimacy. Accordingly, administrators ‘relying’ upon established stakeholders as barometers of public opinion may misread public sentiment.

Now Japanese fishery and fishing villages are confronted with a difficult situation, for example, the erosion of fishing population, aging and etc. For this reason, Japanese fishery and fishing villages are asked for multilateral functions rather than only fishery production to survive themselves. In these social context, how fishing villagers do practice the folk festival in Japan? Firstly this article, giving a traditional event of boat race in a fishing village in south western Japan, clarifies the endurance and the transformation of it. Secondly, considering the causes and the conditions, this research sheds light on the significance of the practices between fishermen and the public, and on the problems of the powers between the fishing village and the government. Finally, it discusses the framework of research to be able to capture contemporary Japanese small scale fishery.

Since the rising to notoriety of the present ‘genre’ of malicious content peddled as ‘fake news’ (mostly over social media) in 2016 during the United States’ presidential election, barely three years until Nigeria’s 2019 general elections, fake news has made dangerously damaging impacts on the Nigerian society socially, politically and economically. Notably, the escalating herder-farmer communal clashes in the northern parts of the country, ethno-religious crises in Taraba, Plateau and Benue states and the furiously burning fire of the thug-of-war between the ruling party (All Progressives Congress, APC) and the opposition, particularly the main opposition party (People’s Democratic Party, PDP) have all been attributed to fake news, untruth and political propaganda. This paper aims to provide further understanding about the evolving issues regarding fake news and its demonic impact on the Nigerian polity. To make that contribution toward building the literature, extant literature and verifiable online news content on fake news and its attributes were critically reviewed. This paper concludes that fake news and its associated notion of post-truth may continue to pose threat to the Nigerian polity unless strong measures are taken. For the effects of fake news and post-truth phenomena to be suppressed substantially, a tripartite participation involving these key stakeholders – the government, legislators and the public should be modelled and implemented to the letter.

We present an agent-based model for voluntaristic processes allowing the emergence of leadership in small-scale societies, parameterized to apply to Pueblo societies of the northern US Southwest between AD 600 and 1300. We embed an evolutionary public-goods game in a spatial simulation of household activities in which agents, representing households, decide where to farm, hunt, and locate their residences. Leaders, through their work in monitoring group members and punishing defectors, can increase the likelihood that group members will cooperate to achieve a favorable outcome in the public-goods game. We show that under certain conditions households prefer to work in a group with a leader who receives a share of the group's productivity, rather than to work in a group with no leader. Simulation produces outcomes that match reasonably well those known for a portion of Southwest Colorado between AD 600 and 900. We suggest that for later periods a model incorporating coercion, or inter-group competition, or both, and one in which tiered hierarchies of leadership can emerge, would increase the goodness-of-fit.

The Development of physical infrastructure always requires  the availability of land, it  is not limited to the State land but also to the land rights. Small-scale land acquisition in the area of less than five (5) acre, can be bought or sold  between government agencies with land owners,  then the land belongs to the government or local government. This provision is problematic because according to Indonesian laws, the  land is controlled  by the State instead of owned. The writer will conduct the research with the aim of knowing the Judicial consequences of the implementation of land for development in the public interest by sale and purchase as stipulated in the laws. Knowing supposed to be done by government institution in order to land acquisition for public development. From the research  it can be concluded that: Knowing the Judicial consequences of the implementation of land for development in the public interest by sale and purchase as stipulated in the law number 2 year 2012 on procurement land for development for public interest, presidential decree number 40 year 2014 which resulted in the land of inheritance of government, is contrary to the provision set forth in article 33 paragraph 3 of the constitution 1945 and the provision of the basic law of agrarian number 5 year 1960. The supposed to be done by government institution in order to land acquisition for public development is trough waiver process/or extraction right by compensation, the amount of compesation itself supposed to be based on the price not based on the tax value of the land. Cara yang seharusnya bagi pembangunan untuk kepentingan umum yang sesuai dengan Pasal 33 ayat (3) UUD 1945 adalah melalui proses pelepasan hak dan/atau pencabutan hak dengan pemberian ganti rugi, seyogyanya besaran ganti rugi tersebut didasarkan pada nilai harga jual beli bukan berdasarkan nilai jual objek pajak.Kata kunci : tanah; jual beli; pelepasan hak
