Stakeholder responses to government austerity: what happens when strong stakeholders fail to react?

Using stakeholder theory and a historical case study, I examine how key stakeholders failed to challenge the Alberta provincial government’s fiscal reforms, leading to the emergence of an unlikely champion in the Calgary hospital laundry workers. Notwithstanding that several prominent and powerful professional groups had the opportunity to oppose the government’s reforms, these groups either acquiesced or sought compromise individually with the government. This case calls into question the professions’ ability to protect public institutions under their domain. Points for practitioners In terms of potential implications for public administrators, this case provides an example of professional failure to intercede in the public interest, despite having the power and legitimacy to act according to stakeholder theory. This raises questions as to the circumstances under which professional groups will exercise their advocacy role. Unaddressed are the conditions under which relatively powerless demanding stakeholders can acquire power and legitimacy. Accordingly, administrators ‘relying’ upon established stakeholders as barometers of public opinion may misread public sentiment.

Offering a variety of activities and events is considered a central part of many public libraries today. Under the term public library programmes, this article presents the findings from an empirical study of the development of publicly available and publicly announced activities and events offered within or in relation to Danish public libraries over a sixty-year period. The aim of the study was to enrich our understanding of these library services from a historical perspective focussing on describing development. Inspired by Historical Case Study (HCS), the study was designed as a diachronic analysis of a broad variety of empirical source materials collected from two case libraries, documenting programmes offered between 1960 and 2020, including interviews with programming librarians. From analysing the source materials, a development is described which shows that while the different types of programmes offered throughout the period have been somewhat consistent, their format and content have expanded in parallel with the expansion of the public library, its collections and services. At the same time, the reasoning behind offering programmes can be described as a development from programmes considered as a means to an end (e.g. education, publicity or community building) to programmes also considered as ends in themselves. By supporting and enriching the knowledge on programmes as services, this study provides an empirical foundation for discussions and debates about the role and function of public library programmes as part of the public library in the future as well as rich empirical examples for further research.

Since the rising to notoriety of the present ‘genre’ of malicious content peddled as ‘fake news’ (mostly over social media) in 2016 during the United States’ presidential election, barely three years until Nigeria’s 2019 general elections, fake news has made dangerously damaging impacts on the Nigerian society socially, politically and economically. Notably, the escalating herder-farmer communal clashes in the northern parts of the country, ethno-religious crises in Taraba, Plateau and Benue states and the furiously burning fire of the thug-of-war between the ruling party (All Progressives Congress, APC) and the opposition, particularly the main opposition party (People’s Democratic Party, PDP) have all been attributed to fake news, untruth and political propaganda. This paper aims to provide further understanding about the evolving issues regarding fake news and its demonic impact on the Nigerian polity. To make that contribution toward building the literature, extant literature and verifiable online news content on fake news and its attributes were critically reviewed. This paper concludes that fake news and its associated notion of post-truth may continue to pose threat to the Nigerian polity unless strong measures are taken. For the effects of fake news and post-truth phenomena to be suppressed substantially, a tripartite participation involving these key stakeholders – the government, legislators and the public should be modelled and implemented to the letter.

The article aims at monitoring the information content of the websites of municipalities based on the case of Kemerovo Region-Kuzbass, one of the subjects of the Siberian Federal District. The main assessment criteria include such indicators as availability of regulatory information on the website, basic information about the municipality, information about the reception of citizens, thematic range and frequency of filling websites with information, availability of special interactive features, and others. This kind of research is relevant due to the need for further development of democratic practices at the regional level as the official websites of municipalities, along with developing social networks, are today a significant communication channel between the authorities and the population. As before, official websites allow solving a number of communication issues: they disseminate information about current events, ensure the work of “virtual reception offices”, provide an opportunity to make a request or file a complaint about the poor performance of their duties by public utilities. In addition, high-quality and timely updating of information on the websites of municipalities does not only affect the public sentiment with regard to representatives of the municipal level, but also shapes public assessment of the work of all authorities at the regional level – the parliament, the Government of Kuzbass and the head of the region. The monitoring results made it possible to identify a number of recommendations to the regional and municipal authorities of the region, in particular, the need to create a unified modern format of the website structure for all municipalities with high-quality, attractive appearance, the need to unify the structure of official sites for the convenience of both finding information and working with it, and creating special needs versions of websites for the visually impaired (when such versions are absent)

Background Over the past decade, courts and administrative agencies increasingly have considered cases that involve clashes between charter school proponents and teacher unions. While these cases have focused on a range of education policy issues, some cases have focused on arguably the most important legal and policy distinction applicable to charter schools— whether a charter school should be considered public or private. Purpose This study examines the intersection of the public/private distinction in U.S. law and policy, and the shifting political positions of teacher unions and charter school proponents, in courts and agencies. We examine the history of the public/private distinction in U.S. law and policy and specifically in education, in addition to conducting an in-depth analysis of three recent decisions involving charter schools and teacher unions in which courts and agencies determined whether charter schools were public or private organizations. Research Design This article is a legal analysis and historical case study. Findings Three recent and high-profile education cases in agencies and courts reflect the continuing breakdown of the public/private distinction in law and policy. Courts and agencies have hinged their decisions about the applicability of federal and state collective bargaining laws on this distinction and have grounded decisions about the basic constitutionality of state charter school laws in this distinction as well. However, there is little consistency in how the public/ private distinction has been applied in legal clashes between teacher unions and charter schools. Conclusion Our analysis underscores the limitations of the current debate over the public/ private nature of charter schools and teacher unions, particularly in the institutional settings of courts and agencies, because this debate is largely untethered from issues of teaching and learning. However, our analysis also suggests that the public or private nature of charter schools still appears “up for grabs” in the legal arena. As such, courts and agencies might offer reformers a useful venue compared to the legislative arena for influencing how the public/private distinction applies to charter schools.

There is little guidance about developing systems for antimicrobial stewardship (AMS) for general practice. A literature review identified six key components: governance, monitoring of antibiotic prescribing and resistance with feedback to prescribers, consultation support, education of the public and general practitioners, pharmacist and nurse involvement, and research, which were incorporated into a potential framework for the general practice context. Objectives: to determine the feasibility and validity of the proposed AMS framework. A secondary objective was to identify likely bodies responsible for implementation in Australia. We undertook interviews with 12 key stakeholders from government, research, and professional groups. Data were analysed with a thematic approach. The framework was considered valid and feasible. No clear organisation was identified to lead AMS implementation in general practice. The current volume-based antibiotic prescription monitoring system was considered insufficient. AMS education for the public, further development of GP education, and improved consultation support were strongly recommended. The role of community-based pharmacists and nurses is largely unexplored, but their involvement was recommended. A clear leader to drive AMS in general practice is essential for an action framework to gain traction. Monitoring and feedback of antibiotic prescribing require urgent development to include monitoring of prescribing appropriateness and patient outcomes.

Purpose: Globally, effective political engagement requires candid communication between the government and its citizens. More so, citizens have the right to express how they need to be governed. On government’s part, the need to develop trust among the public should be paramount. Government should always inform citizens what it is continually doing. Furthermore, public domains ought to reflect integrity and transparency. Such is achievable through communication on many of its activities. In the recent past, government utilized traditional media to convey information to the public. Popular avenues used included television, newspapers and radio. The general objective of the study was to establish the role of social media on community mobilization Methodology: The paper used a desk study review methodology where relevant empirical literature was reviewed to identify main themes and to extract knowledge gaps. Findings: The study found out that the adoption of social media as a means of communication between the government official’s community members has an enormous impact on community mobilization for security matters and other issues. Social media platforms have enabled quick sharing of information on Barraza. The social media platforms enable this community mobilization in a cost-efficient manner Although social media use offers enormous value in public relations, there is little evidence that social networking sites are used to inform and involve governmental public opinion agencies such as the public sector. Recommendations: The study recommends that public administrators to embrace social media platforms such as Facebook, Twitter and WhatsApp due to their responsiveness and lower costs in interacting with the public administrators and amongst themselves. The respective government agencies should create awareness among the public on the importance of using digital platforms to pass or receive information on security issues

Coastal area becomes a meeting place of various interests, both the interests of the government to protect and exploit it, as well as local communities for their livelihood survival. This research analyzed the livelihood bases of fishing settlement in north coast of Jakarta, from the time of intimidation, until its existence was recognized by the government. The research strategy used historical case study. Collected data were primary and secondary data. Primary data collection was through in-depth interview and observation. Researcher in this case used biographical methods. Data analysis used a qualitative approach performed simultaneously during data collection took place, and after completion of data collection within a certain period. The secondary data was obtained through literature studies. The results of research showed that livelihood bases of fishing settlement in north coast of Jakarta rely on marine products. Fishermen in this settlement have a deep connection with the sea, so all the economic activities of the people are related to the sea. Since it was first inhabited in the 1970s, the region often got government intimidation which forced fishermen to leave the area. However, due to the fierce resistance of the citizens, the intimidation was ultimately unsuccessful. The government finally acknowledged the existence of fishing settlement after entering the reform era. It results the democratic tap was open where dialogue and negotiation by fishermen figures intensified.

Abstract, crisis communication is a situation that may cause effects on the company's sustainability business operations; the treatment at every stage of the crisis will minimize the negative public reaction against the company. This paper reviews the crisis of BP Oil Company that had a leak in the Gulf of Mexico that resulted in the spill along the coast a few U.S. states that threaten ecosystems and marine life, tourism businesses and the livelihoods of fishermen population around the spill from the perspective of public relations. Communication crisis began when BP made a number of controversial statements to the public through the mass media which resulted negatives responses from the Government of the United States, communities around the spill, a shareholder in the stock, and environmental activists. Although the safety production level at small scale enterprises is important for business success, critical safety interactions among the enterprises, its employees, the public, and the government have not been explained well in the literature. To address this gap, a bottom-up method of agent-based modeling is applied here that includes these key stakeholders. The study illustrates how employee protection-oriented safety proactivity behaviors, including whistleblowing and public exposure, can impact the safety production level at small scale enterprises, which are also watched by the public and regulated by the government. The results confirm that protection-oriented safety proactivity behaviors have a significant impact on the safety production levels at small enterprises through the interactions among multiple agents. The model results are validated using an employee questionnaire. The recommendation is for employees to encourage protection-oriented safety proactivity behaviors to improve safety production levels and for the public and the government to provide additional safety support.
