Today’s ports have become an important node in the global supply chain. It is particularly important to make a scientific assessment of the comprehensive capabilities of the port and to provide a reference for the long-term development of the port. From the perspective of the supply chain, this article first selects the evaluation indicators that affect the port’s capabilities from four aspects of port resource ownership, control management, comprehensive services, and innovation-driven aspect. Secondly, we use the expert scoring method to judge the importance of the evaluation indicators and build a scientific and independent port capacity evaluation system from the perspective of the supply chain. Then, this paper uses the analytic hierarchy process to determine the weight coefficients of each evaluation index and uses the gray cluster analysis method of the triangular whitening weight function based on the center point to establish a qualitative and quantitative port capacity evaluation model from the perspective of the supply chain. Finally, we take a port in Northeast Asia as an example to conduct an empirical analysis to verify the feasibility of the port capacity evaluation system and model from the perspective of the supply chain constructed in this paper. The research results of this article can well analyze the port’s resource ownership, control and management capabilities, comprehensive service capabilities, and innovation-driven capabilities and provide a practical and effective theoretical basis for the port’s key development directions.

To solve the problem of third-party logistics (3PL) evaluation and selection, a hybrid method with AHP and gray theory is proposed. First, the literature review about the 3PL evaluation method and technology is introduced. Furthermore, TPL comprehensive service capability evaluation system is established from aspects of service, time, cost and enterprise qualification. Besides, a comprehensive evaluation model process with gray entropy and AHP is introduced. Finally, a detailed evaluation process of 3PL supplier service capability in F company is introduced by an example, and the results show that the evaluation method in the paper is helpful to choose the TPL for logistics outsourcing.

Design, analysis and evaluation of supply chain play an important role in the operation and establishment of of business competiveness. The design and analysis of supply chain generally solves issues concerning costs and customer services. Indicators of the two factors are often used in supply chain capacity evaluation models. In addition, there have been many supply chain evaluation models using indicators ranging from strategy to operation in the last decades. This study aims to summarize some supply chain capacity evaluation models and emphasize the importance of supply chain evaluation for the improvement of operation in the present competitive market, thereby creating a foundation for practical research on design, management, evaluation and operation of supply chains.

The evaluations of resource and environment carrying capacity and territorial development suitability, also referred to as “double evaluations”, have been taken by China as an important direction in territorial space planning. Based on the evaluation of resource and environment carrying capacity, the double evaluations can contribute to protecting ecological safety and territorial safety and promoting regional sustainable development. The focus of this study was to integratedly evaluate the resource and environment carrying capacity of the Huaihe River Ecological and Economic Belt. First, the overall weights of the factors at the dimension level and the index level in the established integration evaluation system were calculated with the fuzzy analytical hierarchy process (FAHP) method; and then, using the linear weighted function, the overall resource and environment carrying capacities of 25 cities in the belt were calculated. On that basis, the resource and environment carrying capacity evaluation model was established. Through model analysis, this study comprehensively investigated the resource and environment carrying capacity of the Huaihe River Eco-economic Belt and provided a foundation for the future territorial space planning and layout of the Huaihe River Eco-economic Belt.

Abstract The comprehensive evaluation of pipeline loess collapsibility risk is a necessary means to grasp the safety risks of pipelines in the collapsible loess section, and it is also one of the key scientific basis for risk prevention, control and management. The comprehensive evaluation system of cloud theory consists of quantitative and qualitative indexes, and the evaluation system has the characteristics of randomness and fuzziness. Aiming at the problem that the common qualitative and semi-quantitative evaluation methods have strong subjectivity in dealing with the uncertainty problems such as randomness and fuzziness of the system, the cloud theory, which can effectively reflect the randomness and fuzziness of things at the same time, is introduced, and the state scale cloud and index importance weight cloud of pipeline loess collapse risk are constructed by golden section method. The uncertainty cloud reasoning process of the quantitative indexes and the expert scoring method of the qualitative indexes are proposed. The comprehensive evaluation model of loess collapsibility risk of oil and gas pipeline is established and the engineering example is analysed. The comprehensive evaluation results of 10 samples to be evaluated are basically consistent with the results of semi-quantitative method, and are consistent with the actual situation. The evaluation process softens the hard division of index boundary, simplifies the index data pre-processing, realizes the organic integration of quantitative and qualitative, integrated decision-making, and improves the accuracy, rationality and visualization of the results.

<p>The certification resource is a very special class of information resources of the government, which has huge amount of information and frequency usages of government administrative activities. With the various administrative departments’ in-depth online approval, there is an urgent demand for certificates information sharing needs, especially in interdepartmental tasks. In this paper, government service capacity evaluation of digital certificates resource sharing is the study object. First we checked literature and questionnaires to establish an evaluation indexes system of digital license resource sharing service capacity. Then we built fuzzy AHP evaluation model to evaluate the ability of the service. Finally we took Beijing Municipal Government Office as the empirical analysis of objects, and got the evaluation result of their digital certificates resource sharing service capacity.</p>

Based on the full consideration of the structure and coordination in the service supply chain, an evaluation system focusing on evaluating the logistics service supply chain performance was set up. In this paper we introduce the grey theory into the evaluation system and construct an evaluation model based on grey relational analysis method. The example shows that the grey relational analysis can whiten the unascertained relationship between the evaluation factors effectively, reduce the influence of subjective factors, and improve the accuracy of the evaluation.

The IT capability maturity model and its evaluation system is put forward about smart grid which is suitable for China in view of the capability construction. The Extension method is used to establish the IT capability maturity evaluation model of smart grid. The method is simple and practical, easy to operate, easy to realize by computer and it is verified its effectiveness to smart grid through an example of IT capability evaluation with a province-level smart grid enterprise in western China. —The agricultural supply chain evaluation system is divided into three levels, six categories. It is mainly from the cost of business, operational status, production quality, customer service, environmental protection and financial value. The thesis focuses on green supply chain evaluation model of "Dish Network" integration. The establishment of the evaluation model, green supply chain evaluation of “Dish Network " gives two important issues: the selection of index and assignment methods. This article is more successful solution "Dish Network” green supply chain index and assignment problems. However, this study has some limitations. The research process, although at the time near building evaluation model to imitate the actual maximum possible steps, but based on agricultural supply chain has just started, the agricultural green supply chain development time is not long, practical demonstration of reliability is not strong.
