Entrepreneurship has been deliberated as multidimensional and multidisciplinary study. From the economic point of view entrepreneurship is the central force for economic development for any nation. Scholars and policy makers now have started to see entrepreneurship as panacea for inclusive growth. Entrepreneurships are most widely popular and discussed area. Study on small and medium sized enterprises (SMEs) has been maturing for the last decade as it has been regarded as significant player for the social development along with the economic development. In Bangladesh, SMEs account for a large proportion of the total establishments in various sectors. Considering the importance of the SME sector in Bangladesh, this study intends to explore and sketch-out the landscape of current SME setting in Bangladesh. With this aim the study has extensively carried out literature review, observed and understood the secondary data obtained from various organizations, and finally presented a policy driven recommendation (micro and macro level) which would enable to develop the SME sector in a developing country like Bangladesh.

After briefly pointing out the weakness of participation at the core of the Regional Committees for Economic Expansion (CREE), the author analyses in depth the notion of participation as it has existed in France since the administrative reform of March 14, 1964, within the Commissions of Regional Economic Development (CODER).Having touched on the place occupied by and the role played by these organizations throughout the process of elaboration, execution, and control of the plan at the regional districts level, the author then turns to an examination of the composition and function of these consultative processes.As far as the composition of the CODER is concerned, the article deals with three main features: the tripartite nature of the commissions; the imbalance of forces particularly to the detriment of the trade unions; and the major reforms capable of improving the representativeness of the commission.Regarding the functioning of the CODERs, the author, having described the vast range of duties which are devolved on them by the texts, puts into perspective the extreme weakness of their “powers” in contrast to the unquestionable authority of the regional prefect. Thus, the CODERs are described as bodies directly under prefectorial control, veritable registry offices deeply divided at their centre, without real expertise and without great impact on public opinion.At the end of the study the author recalls the abortive attempt at regional reform on April 27, 1969, and concludes that it will be necessary to set to work on a far-reaching reform in order to get France on the road towards real democratization of the process of regional planning.

The article examines the main visits of German officials to Ukraine in 2018. It is mentioned that Ukraine is a top-priority partner for Germany; the latter provides long-term and substantial technical and financial support in energy efficiency, economic development and infrastructure, decentralisation and local governance, the rule of law and fight against corruption as well as education, science, and mass media. Besides, trade relations between Ukraine and Germany are quite robust. It is mentioned that Frank-Walter Steinmeier, President of the Federal Republic of Germany, was the first to hand over the baton of high-profile diplomatic visits of German high-ranked officials to Ukraine. In the course of the durable conversation with President Poroshenko, two parishioners of statecraft discussed the matters related to the armed conflict in Donbas. For Steinmeier, that visit came as an opportunity to talk to Ukrainian youth and encourage communication between representatives of civil society of the two states. He also urged Ukrainian society to implement reforms in the state persistently, however hard they might be and whatever obstacles might be on the road. In several hours after the departure of President Steinmeier, Heiko Maas paid a visit to Ukraine. Mr Maas reiterated President Steinmeier’s statement about the readiness to help Ukraine and focused his attention on specific actions to be taken to that end. It is stressed that it is highly important for Germany to stop the bloodshed in Europe. After visiting the destroyed city of Shyrokyne, Heiko Maas was deeply impressed with the scale of destruction and despair. The visit of Chancellor Angela Merkel, who came to Ukraine in November 2018, was also examined. After the traditional reception with bread and salt at the Boryspil Airport organised by Kyiv Mayor Vitalii Klychko, the official reception was held in the Mariinskyi Palace where President Poroshenko met the Chancellor with military honours. The negotiations focused on the necessity to ensure progress in implementing the Minsk Accords. The meeting of Chancellor Merkel with Prime Minister Hroisman was mostly devoted to the issues of bilateral relations and economic development. The Chancellor also delivered a speech before the students of Taras Shevchenko National University of Kyiv and encouraged youth to always search for the truth and not to be allured by populist promises. The dissolution of the former Yugoslavia was associated by destructive interethnic conflicts, by local and regional wars. Macedonia is also closely related to Europe politically and economically. The paper analyzes the role of political leadership on the road to EU integration. The research is one of many efforts that have been undertaken lately on the European Union development, its enlargement policy and the integration of Macedonia in EU. Specifically, this type of research is very important for the Macedonia, having in mind that the country has experienced the worst and the longest transition after the Cold War. The aim of the paper is to identify the main difficulties and challenges that make this process less successful. Macedonia started this journey in 2001 by signing the PSA/MSA. Right after its independence the country has faced many internal and external challenges. The country id undergoing a 25 years’ transition period of democratization and consolidation. The road to EU Integration has made the country undergo many reforms in many fields. The country views the process of integration as a strategic objective. The EU union has shown its interest to include the aspiring countries from the Western Balkans in its family. There is a high percentage of citizens for this process. The political leadership has not been responsible for the reforms in the country that have been addressed by EU. The political leadership uses the EU membership as a rhetoric in political campaign rather than doing more for the process, the paper analyzes the rhetoric and the reality by different methodologies. Political leaders should do more for the EU Integration and consider themselves as the only responsible party.

AbstractThe concept of Europeanization has become very popular in studies of European integration and particularly in analyses on the post-communist countries undergoing extensive transformation on the road to European Union membership. Although the Europeanization process has been quite successful in the countries of Central and Eastern Europe (CEE), the same scenario has not played out in the western Balkans region. With the purpose of analysing the effectiveness and impact of the Europeanization process in the western Balkans, the main subject of the paper is Bosnia and Herzegovina’s EU-related reform processes. Although Bosnia has been undergoing thorough Europeanizing reforms since the late 1990s, when the country entered the Stabilization and Association Process (SAP), it is still an unstable and dysfunctional country. That makes it the perfect case for assessing the possible shortcomings of the Europeanization process. Thus far, most scholars have concluded that domestic political elites in Bosnia are the only party responsible for Bosnia’s political deadlock. However, this paper analyses the continued Bosnian deadlock from a different perspective, trying to figure out the degree of responsibility the European Union shares in the country’s Europeanization process. Although uncooperative Bosnian political elites are to a great extent responsible for the continued political and social status quo, EU leaders are not faultless either. In fact, so far European leaders have often appeared to be deeply divided, incoherent, and short-sighted in terms of Europeanization policies in Bosnia, thus further deepening the political deadlock in the country. Therefore, we can ask whether Bosnia represents a litmus test which the EU has failed.

The Western Balkans is a politically fragmented subregion, possessing moderate levels natural resources, and lagging behind the rest of Europe in terms of income. Integration into the European Union offers the only feasible perspective to overcome deep-rooted divisions, and to speed up progress on the road to prosperity. It can also act as a catalyst for more foreign direct investment inflows. However no large increase can be expected given the modest business opportunities of the subregion, and the fact that business entities have a gradualist approach to changes: certain measures are already factored into their locational decisions, while other will be acknowledged only on the longer term. Moreover, the Western Balkans needs to develop a strategy of attracting niche projects as it can not expect to divert investment on a large scale from countries in transition that are already members of the Union.

HCMC has confirmed its role as an economic locomotive and effective development model for Vietnam and the Southern Key Economic Zone as well. In integrating actively into the world economy, HCMC’s biggest challenge in the coming decade is to secure a sustainable development. Examining sustainability of its economic development is also a challenge to researchers and policy-makers in Vietnam. Based on theories of development economics and data about HCMC economic development in 2011-2015, this research uses statistical description of data to estimate the development process in HCMC. We find that HCMC is yet not to secure a sustainable development but on the road to achieve this goal.
