Consumption and its Externalities: Where Economy Meets Ecology

If social scientists are going to make a contribution to environmental policy-making that is commensurate with the severity of biophysical trends, they must develop analytic tools that go beyond marginal improvement and a production focus where key actors escape responsibility via distanced commerce and the black box of consumer sovereignty. One means is to construct an ecologically informed “consumption angle” on economic activity. The first approach is to retain the prevailing supply-demand dichotomy and address the externalities of consumption and the role of power in consuming. The second approach is to construe all economic activity as “consuming,” as “using up.” This approach construes material provisioning in the context of hunter/gathering, cultivation, and manufacture and then develops three interpretive layers of excess consumption: background consumption, overconsumption, and misconsumption. An example from timbering illustrates how, by going up and down the decision chain, the consumption angle generates questions about what is consumed and what is put at risk. Explicit assignment of responsibility for excess throughput becomes more likely.

Over the past three decades, the relationship between ecology and public policy has changed because of the increasing role of scientific uncertainty in environmental policy making. While earlier policy questions might have been solved simply by looking at the scientific technicalities of the issues, the increased role of scientific uncertainty in environmental policy making requires that we re-examine the methods used in decision-making. Previously, policymakers use scientific data to support their decision-making disciplinary boundaries are less useful because uncertain environmental policy problems span the natural sciences, engineering, economics, politics, and ethics. The chapter serves as a bridge integrating environmental ecosystem, media, and justice into policy for public health and safety. The chapter attempts to demonstrate the linkage between the environmental policy from a holistic perspective with the interaction of air, water, land, and human on public health and safety.

Complex environmental issues have to date mostly been addressed by administrative means such as regulation, impact assessment, and planning that harness expertise in institutions such as pollution control agencies and resource management bureaucracies. Administrative rationalism is defined as the problem-solving discourse that emphasizes the role of the expert rather than the citizen or producer/consumer in social problem solving. Experts can be scientists, social scientists, or policy analysts who can deploy techniques such as cost-benefit analysis and risk analysis. Recent variations on the discourse involve evidence-based policy making and ‘nudge’. Administrative rationalism figures more strongly as an institutional style in some political systems than in others. The chapter focuses on the United States, as it pioneered many of the practices of administrative rationalism in environmental policy, and China, where administrative rationalism now finds its strongest application. Administrative rationalism is in crisis as its limits when confronting complexity become exposed, and it is arguably giving way to more networked and less hierarchical governance.

The purpose of this study is to investigate the importance of promotion expenditures, direct flights, and climate, among other variables commonly used in gravity models, in the attractiveness of international tourists to an insular destination, in this particular case, Madeira. These three variables are rarely present in gravity models that analyse international demand. Given the possibility of endogeneity, a dynamic model is estimated for the annual panel data set of the 13 main tourist-generating markets for Madeira between 2005 and 2018. The results indicate that traditional gravity variables are significant in explaining international demand. They also show that promotion expenditures, climate, and the number of direct flights are important competitive factors. Promotion expenditures are of fundamental importance given the weight of the tourism sector in insular economic activity. Our results contribute to the debate that has already started about effective tourism policy making and strategies in the post-pandemic of COVID-19.

Abstract A new wave of scholarship has made major advances in how we understand the politics of civilizational identity by drawing powerfully from conceptual tools developed over the years to study other forms of identity. What unites this wave is treating civilizations not as distinctive “things” that might “clash” but as meaningful social imaginings. This growing body of work is far from monolithic, generating alternative theories that should structure scholarly debate going forward. Central issues include whether civilizational identity is primarily elite led or mass driven, whether it inherently involves conflictual human impulses, what the role of religion and values are in driving it, what its relationship is to nationalism, and how similarly we can expect the countries and people who share civilizational identity to behave. We also find emerging debates on what this newly conceptualized civilizational identity explains in contemporary world politics. Social scientists are now only beginning to apply important tools of social science to this question, with even public opinion research in its infancy. Early findings suggest civilizational identity may be shaping not only elite foreign policy making but also patterns of domestic politics, including the recent rise of populism and levels of democracy and authoritarianism more generally.
