AbstractApart from relations with its neighbours, Croatia’s relations with the United Kingdom (UK) were undoubtedly its greatest international challenge since it won its independence in the early 1990s. Relations between the two countries during this period were frequently strained partly due to Zagreb’s democratic shortcomings, but partly also due to competing visions of post-Cold War Southeast Europe and due to long-lasting biases rooted in Croatia’s and Britain’s conflicting policies during Yugoslavia’s breakup and wars. Croatia’s accession to the EU in 2013 offered an opportunity for the two countries to leave the burdens of their past behind, since Zagreb and London had similar preferences on a number of crucial EU policy fronts. However, Brexit changed everything. Croatia’s future relations with the UK are likely to be determined by the nature of Brexit negotiations and the evolution of British policy toward the pace and direction of EU integration.

The EU has, belatedly perhaps, engaged with the issue of building an EU identity by setting up various initiatives aimed at building a sense of civic society across Europe and hence of greater citizen identification with the EU. This article analyses EU policy formulations from the 1970s through to the very different conditions of the past decade. It also discusses the process undertaken by the EU institutions in order to establish the levels to which and the ways in which its citizens understand and ‘feel’ themselves to be members of the EU on a personal and individual as well as social and cultural level, if at all. The aim of the article is to establish whether this is considered sufficient for the ongoing operation of the EU, or, if not, what is lacking.

Results of the food consumption surveys are utilized in many areas, such as for example risk assessment, cognition of consumer trends, health education and planning of prevention projects. Standardization of national consumption data for international comparison is an important task. The intention work began in the 1970s. Because of the widespread utilization of food consumption data, many international projects have been done with the aim of their harmonization. The present study shows data collection methods for groups of the food consumption data, their utilization, furthermore, the stations of the international harmonization works in details. The authors underline that for the application of the food consumption data on the international level, it is crucial to harmonize the surveys’ parameters (e.g. time of data collection, method, number of participants, number of the analysed days and the age groups). For this purpose the efforts of the EU menu project, started in 2012, are promising. Orv. Hetil., 2012, 153, 1692–1700.

Can the judicial creation of the EU internal market be justified? A famous—positive—answer has, in the past, been suggested by Miguel Maduro’s We the Court; and the first section explores the credentials of his ‘majoritarian activism’ thesis. The second section surveys alternative forms of legitimacy, such as ‘output legitimacy’ and ‘messianic legitimacy’, but it also offers a new Kantian approach to the legitimacy question.

Biosimilar medicines expand the biotherapeutic market and improve patient access. This work looked into the landscape of the European and US biosimilar products, their regulatory authorization, market availability, and clinical evaluation undergone prior to the regulatory approval. European Medicines Agency (EMEA, currently EMA) and Food and Drug Administration (FDA) repositories were searched to identify all biosimilar medicines approved before December 2019. Adalimumab biosimilars, and particularly their clinical evaluations, were used as a case study. In the past 13 years, the EMA has received 65 marketing authorization applications for biosimilar medicines with 55 approved biosimilars available in the EU market. Since the first biosimilar approval in 2015, the FDA has granted 26 approvals for biosimilars with only 11 being currently on the US market. Five adalimumab biosimilars have been approved in the EU and commercialized as eight different medicines through duplicate marketing authorizations. Whilst three of these are FDA-approved, the first adalimumab biosimilar will not be marketed in the US until 2023 due to Humira’s exclusivity period. The EU biosimilar market has developed faster than its US counterpart, as the latter is probably challenged by a series of patents and exclusivity periods protecting the bio-originator medicines, an issue addressed by the US’s latest ‘Biosimilar Action Plan’.

There is an urgent need nowadays to reduce current levels of GHGs emissions. On the other hand the EU countries are largely dependent on energy imports and are vulnerable to disruption in energy supply which may in turn threaten the functioning of their current economic structure. The EU imported 54% of its energy sources in 2006 and this value was projected to increase even further by 2030. Reducing its import dependency is one of the EU’s main goals of the 20-20 by 2020 target – this legislative package is believed to reduce the expected imports of energy by 26% compared to the development before the 20-20 initiative.One of the most important environmental problems is the energy consumption of the buildings. Current paper shows that buildings built with industrialized technology can deliver large energy and GHG emission reductions at low costs.Only 1-2% part of the building stock is exchanged every year, so it is very important to increase the energy efficiency of the existing buildings, too.Present paper focuses on the buildings built with industrialized technology only, and their potential in nearly zero-energy buildings sector. Up till now the Central European support schemes concentrated most financial resources on buildings built with prefabricated technology. Present paper explains the past and present of the “panel” problem in Hungary with a short outlook to some other countries.

This article offers the first ever comparative analysis of the involvement of V4 parliaments in the sphere of European Union (EU) affairs. Its underlying research objective is to determine what conditions V4’s parliamentary participation in various EU-oriented activities such as domestic scrutiny of the government’s EU policy, the political dialogue with the Commission, the Early Warning System for subsidiarity control, and the green card initiative. Based on the actual scrutiny output, parliamentary minutes, and data from questionnaires, we address the questions: (1) To what extent domestic legislatures act as autonomous as opposed to government-supporting actors in these arenas? (2) Do they mostly act as EU veto players, or try to contribute constructively to the EU policy-making process by bringing alternative policy ideas? (3) What are their motivations for engaging in direct dialogue with EU institutions in addition to domestic scrutiny? and (4) How MPs envisage their own EU-oriented roles? While the article reveals that V4 parliaments mostly act as gatekeepers in the sphere of EU affairs, it also casts a new light on the previous literature findings related to the EU-oriented performance of the Czech and Polish lower chambers. We conclude that, generally, V4 parliaments refrain from fully exploiting their relatively strong formal prerogatives in EU affairs—a fact that can be partly explained by the composition of their ruling majorities.

Abstract The EU’s Schengen zone has been in crisis for over four years. This article critically reviews three scenarios on the way forward for the Schengen area that are currently circulating in the EU policy sphere. These include, first, proposals to improve the current rules on internal border checks within the Schengen Borders Code, either through reform or through better implementation practices. A second scenario relates to ideas on increasing the use of police checks in border regions as alternatives for internal border controls. A third scenario links to proposals on making access to the Schengen zone conditional on cooperation and good governance in the CEAS. It is submitted that the proposals in this third scenario are unfeasible for both political as well as legal reasons. More merit can be found in the discussions around the first two scenarios, albeit bearing in mind a number of important caveats.

In order to secure their fishery products market share in the EU, third countries, especially the developing ones, tend to transplant EU requirements into their domestic legal order. In reality, theses transplanted laws do not correspond to measures to reach a level of protection needed by the country of destination. Based upon the case of Benin, this paper intends to show that when these legal transplants are adversely made, they can in some cases have disastrous effects. It can be argued that an unintended result of EU policy was that it contributed to the collapse of the shrimp industry in Benin. The paper moreover argues that despite the stringency of the EU requirements, the implementation of its control policy might inadequately protect European consumers of shrimp.
