AbstractThe confrontation between the West and Russia over conflict resolution in breakaway states (Kosovo, Abkhazia, South Ossetia, etc.) has been, by and large, the result of dangerous geopolitical moves on the part of both sides after the collapse of the Soviet Union. The US tried to translate the unexpectedly quick victory in the Cold War into a policy aimed at making political use of this tectonic shift in world affairs. On the other hand, Russia—economically marginalized and fully dependent on foreign aid—was forced to stand by and swallow the bitter pill of being excluded from geopolitical decision making. This applies to international diplomacy in the Balkans in the 1990S and, especially, to the Kosovo question, which had already become heated by 1999. However, times have changed in this respect, and things have gotten worse. The Georgian-Ossetian conflict in the summer of 2008 shows that neither side is really interested in an irreversible settlement process in the regions concerned: Russia—for a long time humiliated by the West—acts with a hint of satisfaction in its voice and the West still denies reality by referring to the fairy tale of Kosovo as a sui generis case.

History changed on October 4th 1957 when the Soviet Union successfully launched Sputnik 1, the world’s first artificial satellite, and sent the first man-made object in orbit around Earth. Only one month later the Russians launched a second satellite, this time with a living passenger onboard – the famous space dog Laika. When the satellite reentered into earth’s atmosphere 162 days later, Laika had already been dead for a long time. The following year, the Russian cosmonaut Yuri Gagarin, became the first human to journey into outer space and NASA was founded. The accelerating space race between the Soviet Union and the US was a fact and became a crucial component of the cold war era.

In 1946, the entertainer and activist Paul Robeson pondered America's intentions in Iran. In what was to become one of the first major crises of the Cold War, Iran was fighting a Soviet aggressor that did not want to leave. Robeson posed the question, “Is our State Department concerned with protecting the rights of Iran and the welfare of the Iranian people, or is it concerned with protecting Anglo-American oil in that country and the Middle East in general?” This was a loaded question. The US was pressuring the Soviet Union to withdraw its troops after its occupation of the country during World War II. Robeson wondered why America cared so much about Soviet forces in Iranian territory, when it made no mention of Anglo-American troops “in countries far removed from the United States or Great Britain.” An editorial writer for a Black journal in St. Louis posed a different variant of the question: Why did the American secretary of state, James F. Byrnes, concern himself with elections in Iran, Arabia or Azerbaijan and yet not “interfere in his home state, South Carolina, which has not had a free election since Reconstruction?”

This chapter argues that both the Soviet Union and the People's Republic of China (PRC) pursued social competition with the Western states while at the same time seeking recognition from the states they were trying to subvert. Stalin sought to increase the power and prestige of the Soviet state through coerced industrialization, and Khrushchev made an effort to “catch up and surpass” the West in economic production. The PRC sought to improve its status by allying with the Soviet Union, but the Chinese chafed under their status as “younger brothers” to their senior ally, and eventually Mao challenged the Soviets for leadership of the international communist movement. In the 1970s, China took advantage of the US need to balance Soviet military power by putting aside communist ideology to become a tacit ally of the United States, part of a “strategic triangle.”

Iran and Russia have common interests, especially in political terms, because of the common borders and territorial neighborhood. This has led to a specific sensitivity to how the two countries are approaching each other. Despite the importance of the two countries' relations, it is observed that in the history of the relations between Iran and Russia, various issues and issues have always been hindered by the close relations between the two countries. The beginning of Iran-Soviet relations during the Second Pahlavi era was accompanied by issues such as World War II and subsequent events. The relations between the two countries were influenced by the factors and system variables of the international system, such as the Cold War, the US-Soviet rivalry, the Second World War and the entry of the Allies into Iran, the deconstruction of the relations between the two post-Cold War superpowers, and so on.The main question of the current research is that the political relations between Iran and Russia influenced by the second Pahlavi period?To answer this question, the hypothesis was that Iran's political economic relations were fluctuating in the second Pahlavi era and influenced by the changing system theory of the international system with the Soviet Union. The findings suggest that various variables such as the structure of the international system and international events, including World War II, the arrival of controversial forces in Iran, the Cold War, the post-Cold War, the US and Soviet policies, and the variables such as the issue of oil Azerbaijan's autonomy, Tudeh's actions in Iran, the issue of fisheries and borders. Also, the policies adopted by Iranian politicians, including negative balance policy, positive nationalism and independent national policy, have affected Iran-Soviet relations. In a general conclusion, from 1320 (1942) to 1357 (1979), the relationship between Iran and Russia has been an upward trend towards peaceful coexistence. But expansion of further relations in the economic, technical and cultural fields has been political rather than political.

By the time the US formally recognized the Soviet Union in 1933, the American economy was in desperate circumstances. President Roosevelt hoped that the new relationship would generate a prosperous trade between the two countries. When Germany, Italy, and Japan threatened world peace, a vigor- ous “America First” movement developed to keep the US out of the international conflicts. By the time the Germans invaded Poland in September 1939, this be- came increasingly difficult. The US, instead, became “the arsenal of democracy” and supported the efforts of the British and, by 1941, the Russians to defeat Nazi aggression, particularly through the Lend-Lease program. Although after the war, the Soviets tended to minimize American, the residual good will from that effort prevailed despite serious conflicts. The Cold War did not become hot, and even produced scientific and cultural cooperation on occasion.

For any way of thought to become dominant, a conceptual apparatus has to be advanced that appeals to our intuitions and instincts, to our values and our desires, as well as to the possibilities inherent in the social world we inhabit. If successful, this conceptual apparatus becomes so embedded in common sense as to be taken for granted and not open to question. The founding figures of neoliberal thought took political ideals of human dignity and individual freedom as fundamental, as ‘the central values of civilization’. In so doing they chose wisely, for these are indeed compelling and seductive ideals. These values, they held, were threatened not only by fascism, dictatorships, and communism, but by all forms of state intervention that substituted collective judgements for those of individuals free to choose. Concepts of dignity and individual freedom are powerful and appealing in their own right. Such ideals empowered the dissident movements in eastern Europe and the Soviet Union before the end of the Cold War as well as the students in Tiananmen Square. The student movements that swept the world in 1968––from Paris and Chicago to Bangkok and Mexico City––were in part animated by the quest for greater freedoms of speech and of personal choice. More generally, these ideals appeal to anyone who values the ability to make decisions for themselves. The idea of freedom, long embedded in the US tradition, has played a conspicuous role in the US in recent years. ‘9/11’ was immediately interpreted by many as an attack on it. ‘A peaceful world of growing freedom’, wrote President Bush on the first anniversary of that awful day, ‘serves American long-term interests, reflects enduring American ideals and unites America’s allies.’ ‘Humanity’, he concluded, ‘holds in its hands the opportunity to offer freedom’s triumph over all its age-old foes’, and ‘the United States welcomes its responsibilities to lead in this great mission’. This language was incorporated into the US National Defense Strategy document issued shortly thereafter.

The Soviet Union collapse marked the end of the Cold War and the rise of the US as the only superpower, at least until 9/11, a foundational event where four civil aeroplanes were directed against the commercial and military hallmarks of the most powerful nation. Terrorism and the so-called War on Terror characterized the turn of a bloody century whose legacy remains to date. The chapter explores the dilemmas of lone-wolf terrorism from the lens of literature as well as cultural theory. The authors hold the thesis that terrorism activates some long-dormant narrative forged in the colonial period respecting to the “non-Western other.” Having said this, the chapter dissects the plot of some novels and TV films, which takes part in the broader cultural entertainment industry. Based on the logic of living with the enemy, novels alert on the importance to scrutinize the non-Western guests (migrants) as future terrorists.

This chapter examines how the United States and the Soviet Union tried to maintain their respective spheres of influence during the Cold War, especially in three regions: Eastern Europe, Western Europe, and Latin America. The death of Joseph Stalin and the assumption of power by the triumvirate of Lavrenti Beria, Nikita Khrushchev, and Georgi Malenkov resulted in a fresh approach to domestic issues and to the nature of Soviet control over its European satellites. The apparent change produced a new Soviet approach to East–West relations. The chapter first considers how the new Soviet leadership addressed the crisis in East Germany before analysing American influence in Western Europe and US relations with Latin America. The discussion covers themes and events such as the Soviet policy on Hungary and Poland, the Messina Conference and the Spaak Committee, nuclear cooperation and multilateral force, and the US response to the Cuban Revolution.

International security studies (ISS) has significantly evolved from its founding core of “golden age” strategic studies. From the onset of the Cold War in the late 1940s through to the 1970s, strategic studies virtually was ISS, and remains a very large part of it. The fact that it continues to stand as the “mainstream” attacked by widening/deepening approaches further speaks to its status as a “core.” This core consists of those literatures whose principal concern is external military threats to the state, and the whole agenda of the use of force which arises from that. This core was originally focused on nuclear weapons and the military-political rivalry between the US and the Soviet Union, but has since adapted its focus to changes in the salience and nature of military threats caused by the end of the Cold War and 9/11. It includes literatures on deterrence, arms racing, arms control and disarmament, grand strategy, wars (and “new wars”), the use of force, nuclear proliferation, military technology, and terrorism. Debates within ISS are structured, either implicitly or explicitly, by five questions: (1) which referent object to adopt, (2) whether to understand security as internally or externally driven, (3) whether to limit it to the military sector or to expand it, (4) what fundamental thinking about (international) politics to adopt, and (5) which epistemology and methodology to choose.

Summary The 1958 Lacy-Zarubin agreement on cultural, educational and scientific exchanges marked decades of people-to-people exchanges between the United States and the Soviet Union. Despite the Cold War tensions and mutually propagated adversarial images, the exchanges had never been interrupted and remained unbroken until the Soviet Union dissolved. This essay argues that due to the 1958 general agreement and a number of co-operative agreements that had the status of treaties and international acts issued under the authority of the US State Department and the Soviet Ministry of Foreign Affairs, the exchanges could not proceed without diplomatic supervision. This peculiarity puts academic and technical exchanges specifically into the framework of science diplomacy, which is considered a diplomatic tool for implementing a nation state’s foreign policy goals determined by political power.
