The current rise in the numbers of young British Muslims travelling from the UK to Syria has raised a number of questions about the UK Government’s counter-terrorism strategy and policy. Within the current discourse on radicalisation and Syria, listening to the voices of young British Muslims is crucial, if the UK Government, the police and other key stakeholders are serious about preventing the escalation of young people going out to fight in Syria. This article makes an important contribution to helping us better understand young British Muslims’ perceptions of the crisis in Syria and offers policy makers some thoughts on how best to engage young people in the debate on Syria without demonising them or stereotyping them as ‘suspects’.

Abstract This article examines young people’s experiences of open access youth work in settings in the UK, Finland, Estonia, Italy and France. It analyses 844 individual narratives from young people, which communicate the impact of youthwork on their lives. These accounts are then analysed in the light of the European youth work policy goals. It concludes that it is encouraging that what young people identify as the positive impact of youth work are broadly consistent with many of these goals. There are however some disparities which require attention. These include the importance young people place on the social context of youth work, such as friendship, which is largely absent in EU youth work policy; as well as the importance placed on experiential learning. The paper also highlights a tension between ‘top down’ policy formulation and the ‘youth centric’ practices of youth work. It concludes with a reminder to policy makers that for youth work to remain successful the spaces and places for young people must remain meaningful to them ‘on their terms’.

AbstractThis chapter focuses on contexts where public discourses regarding the education of young adults have been dominated by socio-economic perspectives, with a focus on the role of employment-related learning, skills and chances and with active participation in the labour market as a key concern for policy makers. A focus on ‘employability’ alone has been linked to narrow conceptualisations of participation, inclusion and citizenship, arising in the context of discourse shifts through neoliberalism which emphasise workfare over welfare and responsibilities over rights. A key critique of such contexts is that the focus moves from addressing barriers to participation to framing social inclusion predominantly as related to expectations of ‘activation’ and sometimes, assimilation. Key target groups for discourses of activation include young people not in education, employment or training (‘NEET’), while in- and exclusion of migrant and ethnic minority young people are often framed within the complex and contradictory interplay between discourses of assimilation and experiences of discrimination. These developments influence the field of adult education aimed at young people vulnerable to social exclusion. An alternative discourse to ‘activation’ is the promotion of young people’s skills and capabilities that enables them to engage in forms of citizenship activism, challenging structural barriers that lead to exclusion. Our chapter considers selected examples from EduMAP research in the UK, the Netherlands and Ireland which indicate that as well as framing the participation of young people as discourses of ‘activation’, adult education can also enable and facilitate skills related to more activist forms of citizenship participation.

AbstractThe global COVID-19 pandemic has created, exposed and exacerbated inequalities and differences around access to—and experiences and representations of—the physical and virtual spaces of young people’s leisure cultures and practices. Drawing on longstanding themes of continuity and change in youth leisure scholarship, this paper contributes to our understandings of ‘liminal leisure’ as experienced by some young people in the UK before and during the COVID-19 pandemic. To do this, we place primary pre-pandemic research on disadvantaged young people’s leisure spaces and practices in dialogue with secondary data on lockdown and post-lockdown leisure. Subsequently, we argue that existing and emergent forms of youth ‘leisure liminality’ are best understood through the lens of intersectional disadvantages. Specifically, pre-existing intersectional disadvantages are being compounded by disruptions to youth leisure, as the upheaval of the pandemic continues to be differentially experienced. To understand this process, we deploy the concept of liminal leisure spaces used by Swaine et al Leisure Studies 37:4,440-451, (2018) in their ethnography of Khat-chewing among young British Somali urban youth ‘on the margins’. Similarly, our focus is on young people’s management and negotiation of substance use ‘risks’, harms and pleasures when in ‘private-in-public’ leisure spaces. We note that the UK government responses to the pandemic, such as national and regional lockdowns, meant that the leisure liminality of disadvantaged young people pre-pandemic became the experience of young people more generally, with for example the closure of night-time economies (NTEs). Yet despite some temporary convergence, intersectionally disadvantaged young people ‘at leisure’ have been subject to a particularly problematic confluence of criminalisation, exclusion and stigmatisation in COVID-19 times, which will most likely continue into the post-pandemic future.

The UK Government has recently announced a new Counter-Terrorism and Security Act 2015 to facilitate tackling the threat of violent extremism. In light of this and previous initiatives, this paper provides a critical assessment of UK counterterrorism policy. This policy has created a notion of ‘suspect communities’ such that it has alienated young Muslims at the community engagement level, conceivably and empirically, potentially further exacerbating concerns government and communities have over questions of radicalisation, extremism, and the associated political and criminal violence. This paper argues that such policies can lead to the institutionalisation of Islamophobia, acting as an echo chamber for far right extremism to flourish. Significant gaps in government policy in this area can only be addressed by fostering effective relations between communities and policy makers, with enablers such as police officers, youth workers, activists and faith leaders empowered to formulate nuanced approaches in various local area settings. Given the social, cultural and political situation regarding British Muslim youth, including those presently thought to be fighting in parts of Iraq and Syria, as well as ongoing threats on UK soil presented as imminent and dangerous by UK government, there remain acute challenges with limited opportunities.

SummaryIn 2007 the UK Government announced a substantial expansion of funding for psychological therapies for those presenting with common mental health problems. This ‘Improving Access to Psychological Therapies’ (IAPT) project was widely welcomed, however, evidence backed, economic, and conceptual critiques were voiced from the start and the project remains controversial. In 2011, the UK government announced it was extending the IAPT project to encompass services for children and young people with the aim of ‘transforming’ the way mental health services are delivered to them. Here I critically reflect on the problems associated first with IAPT and then with CYP-IAPT and ponder whether CYP-IAPT is significantly different to the problematic adult IAPT project or more of the same.

The UK’s counter-terrorism strategy (CONTEST) seeks to pursue individuals involved in suspected terrorism (‘Pursue’) and seeks to minimise the risk of people becoming ‘future’ terrorists by employing policies and practices structured to pre-emptively incapacitate and socially exclude them (‘Prevent’). This article demonstrates that this two-pronged approach is based on a framework of counterinsurgency; a military doctrine used against non-state actors that encourages, amongst other things, the blanket surveillance of populations and the targeting of propaganda at them. The use of counterinsurgency theory and practice in the UK’s ‘war on terror’ blurs the distinction between Pursue and Prevent, coercion and consent, and, ultimately, civilian and combatant. This challenges the liberal claim that counter-terrorism policies, especially Prevent, are about social inclusivity or ‘safeguarding’ and that the UK government is accountable to the people.

The UK chemical distribution industry is a significant and well-established, yet fragmented and subject to strong consolidation, part of the chemical industry and a major contributor to the UK economy and employment. However, it remains largely unexplored, with limited research in the factors contributing to SMEs success. This paper, which is part of a larger-scale study, addresses a well-established gap in the UK chemical distribution industry and provides a qualitative perspective of the enterprise (relating to the firm) factors critical to the success of small and medium-sized distributors. The original study follows a positivistic philosophy, is deductive in its approach, uses a concurrent embedded mixed methodology and utilises a survey strategy involving the use of self-administered questionnaires to collect both quantitative and qualitative data. No sampling techniques are utilised but instead a census is conducted as it has been possible to collect and analyse data from every possible group member. This research is based on the opinions of owners and very senior managers (Managing Directors, Directors, CEOs and CFO’s), an approach extensively used by other researchers. A total of 180 SMEs fulfilling the criteria of this study are identified with 118 owners/managers participating, generating a very satisfactory response rate of 65.5%. The paper informs key stakeholders and policy makers with a view to improve strategy formulation and decision-making process in supporting chemical distribution SMEs.

This aim of this book was to establish a baseline of information on youth employment in tourism and hospitality, as well as to review the nature and determinants of youth employment in the sector. In doing so it has covered a broad body of literature and, on occasion, been quite critical in the process, notably in relation to educational policy but also in relation to working conditions. Notwithstanding the critique, the text seeks to offer a conciliatory tone and acknowledges that many young people go on to find extremely satisfying careers in the sector. As examples throughout have demonstrated, being a responsible employer and being successful are not mutually exclusive – far from it. Ultimately, ensuring young people are offered meaningful work, which tourism is well placed to do, is in everyone’s interest, from key stakeholders such as young people and the business community, to policy makers, and educational institutions, as well as to wider society who all suffer the effects of high rates of youth unemployment.

Recently, the UK government expressed concern about the rising tide of antisocial behaviour among young people who, in certain areas of the country, were habitually engaging in acts of minor delinquency – often fuelled by drink. On the other hand, legislation was introduced to make it legal for premises that sell alcohol to remain open longer, up to 24 hours a day. This latter arrangement has courted considerable controversy. For example, the British Medical Association commented that any extension to licensing hours requires a programme of research, after its introduction, to look at its health consequences - both acute and chronic.

Central government guidance seeks to ensure and enhance the quality of practice and decision-making across – and sometimes beyond – government. The Magenta Book, published by HM Treasury, is the key UK Government resource on policy evaluation, setting out central government guidance on how to evaluate policies, projects and programmes. The UK Centre for the Evaluation of Complexity Across the Nexus was invited to contribute its expertise to the UK Government’s 2020 update of the Magenta Book by developing an accompanying guide on policy evaluation and ‘complexity’. A small multidisciplinary team worked together to produce a set of guidance, going through multiple stages of work and drawing on a variety of sources including academic and practitioner literature and experts and stakeholders in the fields of evaluation, policy and complexity. It also drew on Centre for the Evaluation of Complexity Across the Nexus’ own work developing and testing evaluation methods for dealing with complexity in evaluation. The resulting Magenta Book 2020 Supplementary Guide: Handling Complexity in Policy Evaluation explores the implications of complexity for policy and evaluation and how evaluation can help to navigate complexity. This article, designed primarily for practitioners who might be interested in this guidance and how it was developed, describes the processes involved, particularly related to the interdisciplinary dialogue and consultation with other key stakeholders that this involved. It also briefly outlines the content and key messages in the guidance, with reflections on the experiences of the authors in developing the guide – including the challenges and insights that arose during the process, particularly around the challenges of communicating complexity to a broad audience of readers.
