The thermomechanical response of ball-grid array assemblies during reflow soldering is considered here. Experiments are performed to investigate the thermomechanical response of a representative system and the results are used to validate a numerical model of system behavior. The conclusions drawn from the experimental studies are used to guide development of a process model capable of describing more realistic BGA soldering scenarios. Process model predictions illustrate the system’s thermomechanical response to thermal and mechanical processing conditions, as well as component properties. High thermal conductivity assemblies show the greatest sensitivity to mechanical loading conditions.

The article studies the genesis of the deputy’s mandate institution. The relevancy of this subject is determined by the imperfection of the legal regulation of the institution under study; absence of clarity in its implementation; modernization of public law relations. The public government structure and the general democracy system largely depend on which type of mandate will be preferred in the Russian representative system. The purpose of the article is the research of the legal nature of the institution of mandate of a deputy of representative public government authorities and various aspects of this problem using formal legal, historical, comparative legal and logical methods.

From the analysis of the social background of the local elected people in Flanders during the period 1946-1988 one can conclude that there are barriers for women, lower social classes and certain age categories preventing them from moving up the local political elite. The democratization process of the Flemish local political elite bas not yet made much progress. It appears from the fact that men are more numerous in political fonctions, that the distribution among the various professional categories strongly deviates from the general social stratification and from the conclusion that certain age categories are clearly dominant. It is however clear that the composition of the elites neverfully reflect society as a whole. On the other hand, the important fact is that the differences cannot be reduced to smaller variances which inevitably go together with any representative system.

The chapter sketches a way out of the privatized state, by defending certain constitutional limits on privatization. It articulates, in broad terms, some policy proposals for rebuilding a more democratic and representative system of public administration, such as an educational program for the civil service. It also emphasizes how the education of the civil service should share many of the features of the civic education of citizens. The chapter discusses proposal concerns the introduction of democratic practices within the administrative state through arrangements like codetermination. It examines the purpose of arrangements that strengthen the democratic legitimacy of the administrative state and the citizens' trust in it without compromising its independence from undue political pressures.
