The urbanization rate of Nanjing is at the forefront of the country. According to the objectives and requirements of Nanjing to build a modern, international, humanistic green city.Firstly, this paper analyzed the connotation and the basic conditions of green ecological wisdom of Nanjing. Then it proposed the idea , objectives, principles and path of green ecological wisdom city construction of Nanjing. And highlighting the top-level design, building the green ecological environment, focusing on mechanism innovation to promote the city construction reasonably, strengthening the technical innovation to promote the interactive construction of city, promoting the industrial and construction of urban interaction were also proposed .It was needed to promote public goods , focus on public service platform, innovate governance model and build double-acting system with markets and government.

Public services provide convenient conditions for urban residents to study,work and live, and have important significance for improving the lifequality of residents and improving the level of welfare. However, whileChina’s spatial economic is heading towards agglomeration development,a large number of cities have shrunk, which has made unbalanced supplyof public services between regions increasingly prominent. Based on theexisting literature and the development reality, this paper analyzes theimpact of urban shrinkage on the public service level from the publicservice supply mechanism, and discusses the heterogeneous effects ofdifferent labor shrinkage on public services. The results of the study showthat urban shrinkage will inhibit the improvement of public service level,but inter-governmental competition makes the labor shrinkage of industryand service industry promote the improvement of public service level. Inaddition, this paper takes economic development level as a moderatingvariable to study the moderating effect of economic development level inthe impact of urban shrinkage on public service levels. It is found that thereduction of economic development level will promote government competition and provide more public services.

With the deepening of reform and opening up, the social management function of county government is becoming more and more important. As one of the symbols of the maturity of modern country, public service function is not only a test of the comprehensive ability of the country, but also a profound practice of serving the people. Aiming at the problem that traditional genetic algorithm is easy to fall into local optimal solution and its performance is unstable, an adaptive genetic algorithm (CEAGA) based on co-evolution is proposed. And then combined with some of the constraints inherent in the battlefield situation, a comprehensive evaluation model was established. The analysis on social cooperative governance is carried based on the fuzzy TOPSIS which is utilised for making multi criteria decision making situations. Research shows that the innovation of the public service supply mechanism must respect the reality of China’s political ecology, ensure the government’s dominant position in the governance of public affairs, and at the same time correctly respond to the development of social forces. The theory of collaborative governance also provides a new research perspective for the innovation and development of public service mechanisms.
