Government technological capacity and public–private partnerships regarding digital service delivery: evidence from Chinese cities

Governments have increased their collaboration with the private sector regarding public service delivery, and their propensities to do so are largely shaped by their own in-house capacities. In this article, we theorize and analyze whether governments with an extremely low or extremely high technological capacity are more likely to collaborate with third-party platforms in order to jointly provide digital services. We expect there to be a U-shaped relationship between the technological capacity of those governments and their public–private partnership choices. An empirical analysis of digital service delivery across 290 prefecture-level cities in China corroborates this hypothesis. These results deepen our understanding of the competing motivations that drive the public–private partnership process. Points for practitioners Public–private collaboration has been widely adopted to promote digital service delivery. This article confirms the U-shaped relationship between government technological capacity and public–private collaboration in digital service delivery at the city level. To encourage the collaboration, it is crucial to target governments with varying capacities, which seems to be easier in large cities with high administrative rank and that are overall technologically mature and in a competitive environment technologically.

Bandung city government's desire to work on various projects with a mechanism of Public Private Partnerships ( PPP ) due to limitations of the government for the city of Bandung well within the capability of funding, human resources , technological capabilities , and so forth . This is done to help realize the " Bandung Champion " . City government 's desire based on the opinion the Government is obliged to fulfill its social responsibility to the community economy , and to ensure that public services can be done to the entire community.The aim in this paper to analyze the cooperation scheme of Public Private Partnerships ( PPP ) what is right for the city government The method used in this paper is a descriptive study with technical literature , ie finding relevant theory reference to the case or the problems found , namely the problem of public private partnership cooperation city government with the private sector in the provision of public services . This type of data is secondary data obtained from the documentation media and internet and also sourced from books and other literature sources that support the discussion in this study.In order for the cooperation of public private partnership city government with the private sector managed a few things that must be considered: this cooperation must be strategically important for both parties , this cooperation are complementary rather than mutually competence , openness to information in both parties , and should this cooperation raises link although the true integration of different cultures . Mutual trust is the main thing. Forms of cooperation of public private partnership with the city government to the private sector in the form of contract maintenance , Leasing ( Lease ) or Contract of Build- Operate- Transfer / BOT or Build Operate and Transfer OwnedIt was concluded that the Public -Private Partnership cooperation is not always a bad connotation and in order to succeed , a lot of terms and conditions must be met . It is intended that the government gets the best results , people also get results commensurate , ie welfare . Thus , the spirit of Public -Private Partnership is to strengthen the government or the public service which is considered inefficient

Current demographic trends show that large cities, both in Russia and in leading foreign countries attract the most active and creative population groups. Thus, it is possible to state that megacities have become drivers of the overall economic development of countries. Small and medium-sized enterprises (SMEs) make a significant contribution to the development of cities, including in the sphere of high technology and innovation. However, SMEs need support from the State to implement their projects for the benefit of society. The paper states that the activities of small and mediumsized enterprises should be harmonized, taking into consideration the participation of big business and government agencies, and be aligned with the free-market ideology. For the balanced and successful management of Russian economy, it is necessary to highlight trends in their development and major problems faced by modern urban agglomerations. The study employs the methods of analysis, synthesis and logical research based on the creative and informational approach. The authors analyze important aspects of public-private partnership, challenges being experienced by SMEs, modern measures for their support, and illustrate them by the case of Moscow. The results of the implemented programs and projects show that the development of small and medium-sized enterprises through the public-private partnership is a promising area for Russia, and Moscow is the most demonstrative example in this sphere.

The Plan for the City, can be defined more like an operative program than a plan. In his criteria it is possible to identify a systemic, synergistic and sustanaible approach. The approach was that to define a method to integrate the time with economic and social factors, defining a more large concept of sustainability. The path has involved local stakeholders to understand their need, even often conflictual, between public and private, translating them into selection criteria and go on to apath of selection of actions. These actions will follow on iter on Public - Private partnership, three goals: to decrease public costs, to create a new push effect on investments, to encourage the private stakeholder on process of urban transformation.

This paper examines the influence of population growth on waste generation in Lagos metropolis, African’s most populous urban conglomeration. Using both quantitative and qualitative methods, the study analyses the pattern of household waste disposal, collection and transportation in Lagos State. It also examines the public-private partnership strategy adopted in waste management. The findings show that population growth significantly influences waste generation and management in Lagos metropolis. As the population increased, the volume of waste generated also increased in each LGA of Lagos State. The public-private partnership strategy has been effective in managing waste, but the Lagos State Waste Management Authority oversight was adjudged as less than satisfactory. The paper concludes that intervention is needed in terms of educating the growing population of the Lagos metropolis on the best waste management practices. It highlights the need for a more efficient and effective publicprivate partnership collaboration to solve this perennial social problem.
