Background: The sociocultural changes associated with globalization and development have weakened the traditional values and family support systems for senior citizens (age 60 years and above). There is an increase in the prevalence of elder abuse and difficulties in getting appropriate care and support. This has mandated legal measures to protect the rights of the senior citizens and provide them care and support by the family and other stakeholders. Consequent to being the signatory for the “Madrid International Plan of Action on Ageing, 2002,” several countries, including India, have introduced legislation for the social protection of senior citizens. “The Maintenance and Welfare of Parents and Senior Citizens(MWP) Act, 2007” is an important legislation in India to safeguard the elderly from exploitation and abuse. Methods: This article critically evaluates the implementation of the MWP Act, 2007, and the related challenges in protecting senior citizens from abuse. The article will also highlight the proposed amendments in the Act to strengthen the effective implementation of legal protection for senior citizens and ensure their well-being and dignity. Conclusions: The MWP act is an important legal measure to ensure mainatinence and welfare of senior citizens and protect them from abuse and neglect. There is an immediate need to incorporate the necessary amendments so that the act gets more pragmatic value and becomes and important tool for elderly care and protection and reduce vulnerabilities and ensure holistic care with support in various bio-psycho-social domains.

The elderly people in Cambodia are confronting multiple sources of vulnerability; these include living with poorness, health functional disabilities, health issues, social isolation, and limited opportunities to get involved. The government of Cambodia is concerning about the welfare of the elderly, as expressed in the National Development Strategy where government pledges its commitment to promoting the welfare of the elderly by protecting and ensuring that the elderly people are provided with basic needs. On the other hand, social protection in Cambodia has been largely neglected or addressed with inadequate tools and insufficient funds, which leads Cambodia to vulnerability. The principal purpose of this review is to produce a summary of overall social protection system and government associated with the elderly in Cambodia.

Most of them get social safety through the social welfare system. A functional and sustainable social welfare system requires application of efficient management and technique models based on the theoretical premises of contemporary management. A decentralized system, such as the one existing in the Republic of Srpska, brings along a number of organizational problems which points out to a need to apply the theoretical bases of managerial processes. The results obtained via empirical analyses indicate a number of deficiencies and obstacles in the implementation of social protection of the elderly in the social welfare system of the Republic of Srpska which are result of the insufficient and inconsistent application of the basic managerial elements. The obstacles emerging from this analysis indicate that there are chances and opportunities to improve the system and enhance the development of new forms of protection by applying managerial theories. .

Social policy toward old people in Poland — conditions, development and directions of changesSocial policy shapes people’s living conditions. In the era of dynamic demographic changes, especially the aging of the population observed in Poland and across the world, the activity of the state focused on improving the quality of life of the elderly is particularly important. Population aging is a demographic process of increasing the proportion of older people while reducing the proportion of children in the society of a given country. Elderly people will continue to be a part of society, mainly due to the progress of civilization, advances in modern medicine and the popularization of so-called healthy living.Social policy toward the elderly should not be limited to managing the social security system and social welfare. Eff ective use of human and social capital of the elderly will be a growing challenge for this policy, and for senior citizens — spending satisfactorily the last years of one’s life. However, for some senior citizens, old age means or will mean poverty and living on the margins of civil society. The Ministry of Family, Labor and Social Polic y is responsible for the social policy of people in Poland, off ering for example in the years 2014–2020 to senior citizens such programs as “Senior +”, the Government Program for Social Activity of the Elderly ASOS or “Care 75+.” Each of the above programs have appropriate criteria that must be met to be able to use them. Are older people eager to use them, or are the eff ects of these programs already visible? This study will attempt to answer the above questions. The main purpose of the article is to diagnose and analyze selected government programs targeted at older people. In addition, perspectives for changes in social policy toward older people in Poland will be determined.

The article analyses the main sources of financial provision for the social protection of persons with disabilities in Ukraine, including their own resources, budget resources at all levels and resources of enterprises of all forms of ownership; social trust funds, funds of charitable and social organizations and other sources. It is justified that socially oriented objects of expenditure are growing and account for a significant share in the structure of expenditure of the state budget. An analysis of the expenditure of local budgets on the social protection of persons with disabilities showed that expenditure in this area has been increasing since 2015, owing to the reform of decentralization. An evaluation of the activities of civil society organizations of persons with disabilities showed a decrease in the number of persons with disabilities who are employed and in the proportion of expenditures allocated to the social needs of persons with disabilities. Measures to improve the social protection and welfare of persons with disabilities in Ukraine are also financed from social welfare funds. Analysis of the provision of medical and social services by the Social Insurance Fund of Ukraine shows an increase in the number of persons with disabilities as a result of an industrial accident and an increase in the cost of medical and social services. It has been established that financial provision for the social protection of persons with disabilities from charitable organizations is provided in most cases in the form of targeted charitable assistance. The structure of the recipients of charitable assistance by category showed that the proportion of people with special needs among the recipients of charitable assistance was about 10 per cent. On the basis of the study, a number of problems affecting the well-being of persons with disabilities have been identified. Priorities have been set for the development of financial provision for the social protection of persons with disabilities. These include improving the targeting of social assistance, development of locally funded social protection programs, enhancing the social and labour integration of persons with disabilities, gender mainstreaming in the financial provision of social protection for persons with disabilities.

Republic Act (RA) 9994, otherwise known as the Expanded Senior Citizen Act of 2010, was enacted into law to provide more benefits to the elderly and deliver full support to their well-being (Inabangan et al., 2019). The benefits are essential as most of them no longer hold jobs, and financial stability can be challenging if not fatal. The current laws and policy provisions on food and medicine discount and the granting of a social pension to underprivileged senior citizens are only palliatives at best. However, they stretch the limited incomes of these individuals and their supporting families who live below the poverty level. The purpose of the study is to assess the level of awareness and extent of availment on the benefits under RA 9994 of senior citizens in a highly urbanized city of Negros Occidental as well as the relationship between awareness and availment. Likewise, explore the challenges encountered by senior citizens in availing their benefits under RA 9994.

The purpose of this paper is to investigate the innovation opportunities related to digitalisation in health care and elderly care services using a “pothole approach”. The study focuses on two innovative e-service concepts developed in Finland for enhancing the well-being of senior citizens: The hStick (health stick) and the mStick (memory and reminiscence stick). The data consist of 59 thematic interviews and focus group meetings, observation data and diaries collected in pilot cases. The innovation opportunities related to the novel e-service concepts are identified and explored using the pothole approach. The potholes in the stick system are first identified and then studied as sources and opportunities for potential future innovations. This study offers a novel perspective on research concerning technology and e-services and the various innovation opportunities made possible once technological and other shortcomings have been identified.
