Europe has seen an increase of women joining or sympathizing with the terrorist organization ISIS. These women are often considered victims and passive agents, but their threat should not be underestimated. Effective counter-measures are essential, especially now the so-called caliphate is in decline and many females want to return home. Exit programmes to deradicalize, disengage, reintegrate or rehabilitate are often part of a broader programme to prevent and counter violent extremism (CVE). Little is known about the effectiveness of such exit programmes, in particular in relation to female violent extremism. Drawing on municipal exit programmes in the Netherlands as a case study, the article researches how realistic evaluation can be used to measure the effectiveness of exit programmes. It also shows that the realistic evaluation method is beneficial for further theory development on the phenomenon of female violent extremism.

This paper elaborates on the key solutions offered by De Smet Engineers & Contractors (DSEC) to optimize the efficiency of cane sugar producing and processing facilities. In order to meet customer needs, DSEC offers proprietary predictive models built using the latest versions of specialized software. These models allow factory managers to envision the whole picture of increased operational and capital efficiency before it becomes reality. An integrated energy model and the CAPEX/OPEX evaluation method are discussed as ways to estimate and optimize costs, both for new greenfield projects and revamping of existing factories. The models demonstrate that factory capacities can be successfully increased using equipment that is already available. Special attention is paid to crystallization and centrifugation process simulations and the potential improvement of the global energy balance. One case study shows the transformation of a beet sugar factory into a refinery to process raw cane sugar after beet crop season and the second case shows the integration of a refinery into a cane sugar factory. The primary focus of the article is optimization of the technological process through predictive modelling. DSEC’s suggested solutions, which lead to great improvements in a plant’s efficiency and its ability to obtain very low energy consumption, are discussed.

During the 2015 refugee crisis in Europe, temporary refugee shelters arose in the Netherlands to shelter the large influx of asylum seekers. The largest shelter was located in the eastern part of the country. This shelter, where tents housed nearly 3,000 asylum seekers, was managed with a firm top-down approach. However, many residents of the shelter—mainly Syrians and Eritreans—developed horizontal relations with the local receiving society, using social media to establish contact and exchange services and goods. This case study shows how various types of crisis communication played a role and how the different worlds came together. Connectivity is discussed in relation to inclusion, based on resilient (non-)humanitarian approaches that link society with social media. Moreover, we argue that the refugee crisis can be better understood by looking through the lens of connectivity, practices, and migration infrastructure instead of focusing only on state policies.
