US law enforcement’s role in victim compensation dissemination

Victim compensation programs seek to alleviate adverse effects of victimization and repay victim losses. A few studies have concluded that US compensation programs are under-utilized because victims are unaware of such programs and police officers overlook sharing the information. The present study sought to further explore this issue from the perspective of state compensation directors and police executives. Survey respondents were asked their opinions about police officers’ basic knowledge of victims’ compensation programs, reasons for under-utilization of the programs, and the most effective ways to inform victims of their right to compensation. Surveys were administered to 38 state compensation directors and 23 law enforcement executives from across the US. Survey results confirmed the belief that many eligible victims are not receiving compensation and that better training of patrol officers on compensation eligibility and benefits was needed. However, just one in 10 of the state directors implicated police failure to notify victims as a major reason for victims not filing claims. The consensus of both police administrators and state compensation directors was that, while patrol officers should be tasked with providing basic notification of compensation availability, it is important that victim advocates and police detectives follow up with more detailed information in the days following victimization. Policy implications and future directions for research are discussed in light of the findings.

PurposeUsing online survey data from a sample of 440 police officers in California throughout May 2020, the current study collected time-sensitive information on officers' perceptions and departmental experiences in the wake of the pandemic. It examined officers' perceptions of agency responsivity as well as their perceptions of morale, stress and risk following agency responses and changes in policy patterns, service delivery innovations and other administrative challenges.Design/methodology/approachCOVID-19 had a tremendous impact on the law enforcement community, who continued to work and adapt in order to provide public safety. During the first few months of the pandemic, a number of national data collection efforts set out to understand what police agencies, at the organizational-level, were doing to address the crisis. Largely missing from these initial discussions were the perspectives of individual officers, particularly how they felt about their respective departments ensuring safety and balancing risk.FindingsResults from ordinary least squares (OLS) regressions found that the number of departmental changes made in the wake of COVID-19 that reduced police–public contact was associated with (1) increased levels of perceived agency responsivity to officer needs (i.e. balancing officer safety, taking active steps to maintain officers' mental health) and (2) reduced levels of perceived negative outlook (e.g. stress, low morale, danger/risk). Policy implications and the importance of police executives' decisions during crisis are discussed.Originality/valueThis study is one of the first, to the authors’ knowledge, to examine perceptions of policing during the pandemic from an individual officer point of view rather than an organizational standpoint.

Abstract Alternate care sites across the US were widely underutilized during the COVID-19 outbreak, while the volume and severity of COVID-19 cases overwhelmed health systems across the United States. The challenges presented by the pandemic have shown the need to design surge capacity principles with consideration for demand that strains multiple response capabilities. We reviewed current policy and previous literature from past ACS as well as highlight challenges from the COVID-19 pandemic, to make recommendations that can inform future surge capacity planning. Our recommendations include: 1) Preparedness actions need to be continuous and flexible; 2) Staffing needs must be met as they arise with solutions that are specific to the pandemic; 3) Health equity must be a focus of ACS establishment and planning; and 4) ACS should be designed to function without compromising safe and effective care. A critical opportunity exists to identify improvements for future use of ACS in pandemics.

Abstract Introduction Twenty-four states have at least one law in place that could be used to prosecute people for self-managed abortion (SMA), or the termination of a pregnancy outside of the formal healthcare system. We investigated factors associated with public attitudes about SMA legality and legal access to abortion more generally. Methods In August 2017, we surveyed a nationally representative sample of English- and Spanish-speaking women ages 18–49 years in the United States (US) using Ipsos Public Affairs’ KnowledgePanel. Unadjusted and adjusted multinomial logistic regression estimates identify characteristics associated with believing that SMA should not be against the law, compared to should be against the law, with weighting to account for sampling into the panel. Results Overall, 76% (95% CI: 74.3%-77.1%) and 59% (95% CI: 57.3%-60.4%) of participants (n = 7,022, completion rate 50%) reported that abortion and SMA, respectively, should not be against the law; 1% and 19% were unsure. Among those living in a state with at least one law that could be used to prosecute an individual for SMA, the majority (55%, 95% CI: 52.7%-57.9%) believed SMA should not be against the law. Factors associated with believing SMA should not be against the law, compared to should be against the law, included prior abortion experience and higher levels of education and income. Conclusion Most reproductive age women in the US believe that SMA should not be criminalized. There is more uncertainty about SMA legality than about the legality of abortion more generally. Policy Implications US laws that criminalize SMA are not supported by the majority of the people living in their jurisdictions.

Study process in mathematics faces two major problems. First, engineers do not apply directly the problem solving skills of higher mathematics. Second, studying higher mathematics, students get an insufficient idea of its usability. The authors of the paper have worked out frameworks for practical problem solving in mathematics on the basis of didactic ontology in the Moodle computerized learning system (CMS. To determine students' perceptions on practical problem solving in mathematics in e-environment, more than 300 students from the specialties of engineering at the LUA participated in the survey. The survey results showed many students lack basic knowledge in mathematics, therefore they consume a lot of time to learn the basics in higher mathematics and to acquire the skills of practical problem solving in mathematics are less important.

The purpose of this research is to examine the relationship between restorative justice and police culture, and the level to which this culture acts as barrier to the successful implementation and use of restorative justice by frontline police officers. Using a multi-level work group framework, frontline officer’s attitudes and understanding of restorative justice and police culture beliefs are examined, and then their impact on frontline police work is assessed. This study employs an explanatory sequential mixed methods design and is conducted in two phases. The initial quantitative phase involved distributing a Likert-style survey to frontline officers to measure their attitudes and understanding of restorative justice and police culture variables. After analysis of the initial quantitative findings, semi-structured interview questions were developed building on these findings to provide for a more in-depth qualitative analysis. Results indicate that police culture variables such as solidarity, teamwork, crime fighting and tough on crime attitudes are still persistent in policing, but frontline officers are generally accepting of restorative justice, and believe that it has a place in their frontline work as a dispositional tool. Findings indicate, however, that officers perceive restorative justice as another option only for less serious crimes and low risk offenders, and not as a new method of managing offender activity. Restorative justice is not being used to its fullest potential. To increase use of RJ diversion more thorough training, specialist designations and supervisory and middle management direction is recommended.

Abstract Green production is one of the major debates as environmental degradation poses threats globally. The paper attempts to explore the relationship between green economy and environmental quality by using Economic Fitness approach. We develop a Green Complexity Index (GCI) dataset consists of 290 traded green-labeled products for the US States between 2002 and 2018. We analyze the environmental performance of green production using the GCI data at the sub-national level. Findings indicate that exporting more complex green products has insignificant effects on local (i.e., Sulfur dioxide, Particulate Matter 10) and global polluters such as Carbon dioxide (CO2), even accounting for per capita income. Yet, overall economic complexity has a significant negative impact on the emission levels implying that sophisticated production significantly improves environmental quality in the US. The insignificant impact of GCI on environmental degradation suggests that green product classifications should incorporate the production and end-use stages of goods to limit the adverse environmental effects of green-labeled products. While contemporary ethnographies on policing describe the use of televisual and cinematic images as ancillary police training materials (Manning 2003; Moskos 2008), few studies have examined how these visual texts shape the practice of patrol work. One of my primary aims as an ethnographer is to find different ways of understanding everyday policing by bringing the materials that construct officers’ visual worlds under ethnographic analysis. These materials include cinematic images used in police academies to teach police recruits how to see like police officers. Attending to cinema’s mobility in training facilities where trainees learn how to screen situations, bodies, and encounters in the field can offer new insights into understanding police vision. I proceed with the knowledge that Antoine Fuqua’s 2001 film Training Day has been screened in San Diego’s police academy. While Training Day reproduces the kinds of visual practices that are part and parcel of policing praxis, I argue that an ethnographic reading of the film offers critical insight into what happens when an idealized police vision “meets the ground” in practice. I explore the productive tension between cinematic models like Training Day and everyday patrol work through an analysis of the “precarious cinema” of policing, a concept I use to understand how police officers’ engagements with Training Day reflect and reveal a mode of police vision that is often blind to the experiences of the policed, and the performance of ethnography as a visual profiling practice that offers new conceptual frames for approaching how these blinds spots manifest in the visual worlds of patrol officers. In a time when police violence and police brutality are invariably subject to the camera’s scrutiny and a scrutinizing public, the political stakes for an increasingly visible police vision include contending with, accounting for, and being answerable to its own visibility.
