“A Powerful Visual Statement”: Race, Class, and Gender in Uniform and Dress Code Policies in New Orleans Public Charter Schools

The current study critically analyzes the dress code and uniform policies of 89 New Orleans public charter schools using content analysis. Dress code and uniform policies across the United States are deeply rooted in racism, sexism, and classism and, through their implementation, further contribute to these same oppressions. In this study, the dress code and uniform policies, including the justifications for policy, specific policy rules, and possible consequences for noncompliance, are the primary units of analysis. Drawing on intersectionality and the concept of misogynoir, this study attempts to dissect what school policies communicate about race, class, and gender. The racist, classist, and sexist language deployed within the policies is exposed while specifically centering the disproportionate regulation of young black female bodies in dress code policies. School social workers are uniquely positioned to advocate for more equitable dress code and uniform policies. This study contributes to the larger body of literature for its inclusion of data from an entire city as well as its intersectional approach.

The New Orleans hot jazz vocal trio the Boswell Sisters was one of the leading ensembles of the 1930s. Enormously popular with audiences, the Boswells were also recognized by colleagues and peers to be among the finest singers, instrumentalists, and arrangers of their day. Many jazz historians remember them as the first successful white singers who truly “sounded black,” yet they rarely interrogate what “sounding black” meant for the Boswells, not only in technical or musical terms but also as an expression of the cultural attitudes and ideologies that shape stylistic judgments. The Boswells' audience understood vocal blackness as a cultural trope, though that understanding was simultaneously filtered through minstrelsy's legacy and challenged by the new entertainment media. Moreover, the sisters' southern femininity had the capacity to further contexualize and “color” both their musical output and its reception. This essay examines what it meant for a white voice to sound black in the United States during the early 1930s, and charts how the Boswells permeated the cultural, racial, and gender boundaries implicit in both blackness and southernness as they developed their collective musical voice.

William Frantz Public School (WFPS) in New Orleans, Louisiana, played a significant role in the story of desegregation in public K-12 education in the United States. This story began in 1960 when first-grader, Ruby Bridges, surrounded by federal marshals, climbed the steps to enroll as the school’s first Black student. Yet many subsequent stories unfolded within WFPS and offer an opportunity to open the discourse regarding systemic questions facing present-day United States public education - racial integration, accountability, and increasing support for charter schools. In this article, these stories are told first in the context of WFPS and then are connected to parallels found in other schools in New Orleans as well as other urban areas in the United States.

<p>Charter schools are a controversial, but vibrant, component of the current educational landscape, now serving over 3.1 million students in approximately 6900 schools across the United States.  A unique aspect of this movement has been the establishment of alternative authorizers, and specifically universities, to approve and provide oversight to these public schools.  Campus leaders and policy makers must consider numerous variables regarding a university’s involvement with charter schools.  What are the implications of school choice on university policies and practices? Should universities be “authorizers”, granting charters to schools in direct competition with the traditional public school system? Can universities provide the required “oversight” mandated by the charter school laws, as well as providing “support” for the schools? What opportunities for partnerships and practicum experiences exist?  The article provides an overview of issues that arise with public charter schools authorized by universities.  With 18 years of experiences as a public university on the forefront of enabling charter legislation and the “sponsorship” of inner-city public charter schools, the authors provide a historical perspective of the role of universities within the school choice movement, including oversight roles and supportive programs within the unique and growing phenomenon of school choice. </p>


The existing literature on women’s rights and Islam falls short of addressing the relationship between the religious debate on women’s rights and the existing rules of law in Muslim-majority countries. This chapter will bridge this gap by analyzing the status of women in the legal systems of Egypt, Turkey, and Morocco. It will evaluate the influence of Islam on the shaping of these laws, compared to other factors like culture, socioeconomic development, and education. Except in marginal cases like Saudi Arabia or Afghanistan under the Taliban, women’s rights in politics, the economy, and education have advanced in all Muslim countries. But there are some limitations placed upon women’s rights using religious arguments. Everywhere, personal rights about family life, sexuality, and dress code remain discriminatory against women. In this regard, the woman’s body has become the main site of the politicization of Islam, by state and non-state actors alike.

This chapter discusses the role of race and gender in artificial intelligence (AI). The rapid permeation of AI into society has not been accompanied by a thorough investigation of the sociopolitical issues that cause certain groups of people to be harmed rather than advantaged by it. For instance, recent studies have shown that commercial automated facial analysis systems have much higher error rates for dark-skinned women, while having minimal errors on light-skinned men. Moreover, a 2016 ProPublica investigation uncovered that machine learning–based tools that assess crime recidivism rates in the United States are biased against African Americans. Other studies show that natural language–processing tools trained on news articles exhibit societal biases. While many technical solutions have been proposed to alleviate bias in machine learning systems, a holistic and multifaceted approach must be taken. This includes standardization bodies determining what types of systems can be used in which scenarios, making sure that automated decision tools are created by people from diverse backgrounds, and understanding the historical and political factors that disadvantage certain groups who are subjected to these tools.

Morality and gender are intersecting realms of human thought and behavior. Reasoning and action at their intersection (e.g., views of women’s rights legislation) carry important consequences for societies, communities, and individual lives. In this chapter, the authors argue that children’s developing views of morality and gender reciprocally shape one another in important and underexplored ways. The chapter begins with a brief history of psychological theory and research at the intersection of morality and gender and suggests reasons for the historical failure to view gender attitudes through moral lenses. The authors then describe reasons for expecting morality to play an important role in shaping children’s developing gender attitudes and, reciprocally, for gender attitudes to play an important role in shaping children’s developing moral values. The authors next illustrate the importance and relevance of these ideas by discussing two topics at the center of contentious debate in the United States concerning ethical policy and practice: treatment of gender nonconformity and gender-segregated schooling. The chapter concludes with suggestions for future research.

In July 2011, the State of Michigan adopted a broad set of teacher labor market reforms, including a high-stakes evaluation system designed in part to remove low-performing teachers. We examine the characteristics of teachers rated as “minimally effective” and “ineffective,” as well as their schools, and the relationship between low effectiveness ratings and later employment outcomes. Results suggest teachers of color across traditional and charter schools are more likely to receive low effectiveness ratings than their within-school peers. These low rating risks are higher for teachers of color working in comparatively White-faculty contexts. Male and novice teachers are also rated low more frequently, and important differences appear to exist in the usage of low ratings by traditional public and charter schools.

In the United States, the military is the primary channel through which many are able to obtain supports traditionally provided by the welfare state, such as access to higher education, job training, employment, health care, and so on. However, due to the nature of the military as a highly gendered institution, these social welfare functions are not as accessible for women as they are for men. This amounts to a highly gender-biased state spending pattern that subsidizes substantially more human capital development for men than for women, effectively reinforcing women’s subordinate status in the US economy. Existing research has identified gender as a driving variable of student success in higher education: women attend college at a higher rate and are also more successful than their male peers. We build on the extant literature by asking whether specific cognitive variables (i.e., self-efficacy and causal attribution habits) distinguish male and female students with differing academic performance levels. Using a case study, we collected data from students enrolled in a general education course (sample size N = 400) at a large public university in the United States. Our findings indicate that while students’ course grades and cumulative college grades did not vary by gender, female and male students reported different self-efficacy and causal attribution habits for good grades and poor grades. To illustrate, self-efficacy for female students is broad and stretches across all their courses; in contrast, for male students, it is more limited to specific courses. These gender differences in cognition, particularly in accounting for undesirable events, may assist faculty members and advisors in understanding how students respond to difficulties and challenges.
