California’s 2011 Public Safety Realignment has received considerable attention nationally as a watershed moment in the movement to downsize prisons. The present study leverages data collected in 12 California counties to provide the most comprehensive examination to date of how Realignment has impacted recidivism for the key offender groups targeted in the reform. We find small to modest increases in rearrest in three of four groups targeted in the reform. The fourth group experienced moderate decreases in rearrest. Moreover, all groups experienced decreases in reconviction, which gives credence to the idea that a significant reprioritization of who should be in prison can positively affect public safety. These findings point to the complex ways that reforms like Realignment can affect custodial and community-based supervision systems by changing incentives for law enforcement and the people who supervise offenders. Our conclusions discuss the implications for other states and systems considering similar reforms.

Sanctuary jurisdictions have existed in the United States since the 1980s. They have recently reentered U.S. politics and engendered contentious debates regarding their legality and influence on public safety. Critics argue that sanctuary jurisdictions create conditions that threaten local communities by impeding federal immigration enforcement efforts. Proponents maintain that the policies improve public safety by fostering institutional trust among immigrant communities and by increasing the willingness of immigrant community members to notify the police after they are victimized. In this study, we situate expectations from the immigrant sanctuary literature within a multilevel, contextualized help-seeking framework to assess how crime-reporting behavior varies across immigrant sanctuary contexts. We find that Latinos are more likely to report violent crime victimization to law enforcement after sanctuary policies have been adopted within their metropolitan areas of residence. We argue that social policy contexts can shift the nature of help-seeking experiences and eliminate barriers that undermine crime victims’ willingness to mobilize the law. Overall, this study highlights the unique role social policy contexts can serve in structuring victims’ help-seeking decisions.

The responsibility of the progressive law enforcement agency is to gain compliance with laws that promote harmony in society. Alcohol tends ,to alter the attitudes of otherwise law-abiding citizens so that there is a high correlation between the excessive use of alcohol and antisocial behavior. Laws in the criminal code dealing with alcohol fall roughly into four categories—those dealing directly with public safety, those that reflect moral at titudes, those reflecting the attitudes of loud minorities, and those dealing with the licensing, revenue, or sale of alcoholic beverages. From the standpoint of the general law enforcement agency, the only laws worthy of energetic enforcement are those dealing with public safety. The others are usually enforced by agencies with special and limited jurisdiction.

Forest restoration is needed to improve the condition of degraded ecosystems and boost up the ecological services. The existence of forest areas, especially in Indonesia, cannot be separated from the livelihoods of the people living around them. The purpose of this study was to evaluate whether the feasabiluty of the community-based forest restoration programme, implemented by the Gunung Gede Pangrango National Park Agency (BBGGPNP) and its partners, is feasible and can support efforts to restore forest ecosystem functioning and build community independence in managing the forest ecosystem. This study used the Context, Input, Process and Product (CIPP) method. This is an evaluation model which provides an analytical and rational basis for programme decision-making, based on a cycle of planning, structuring, implementing and reviewing and revising decisions, examined through a different aspect of evaluation –context, input, process and product evaluation. Data were obtained from field observations, interviews and document analysis. Aspects of the programme ‘Context’ were found to be categorized as good and can become the basis for programme implementation, Programme ‘Inputs’ were also determined to be good, and fulfilled the criteria required to support the achievement of programme objectives. The ‘Process’ aspects were found to be sufficient, with key areas for improvement included the need for better coordination with partners and the need to respond to technical restoration requirements by adjusting the area of land to be restored, the number of trees to be planted, and by considering the technical rule of restoration. The ‘Product’ aspect of the programme were shown to be good, is shown by the achievement of the target amount and growth of trees and the increased capacity of human resources as well as the development of independent businesses in the ex-encroachers who were the programme participants. Based on these results, it can be concluded that the community-based forest restoration programme such as conducted by the GGPNP Agency is feasible and can be implemented in similar sites.

A pilot trial was established to support visiting psychiatric services and local public and private practitioners through the use of videoconferencing. The purpose of the trial was to determine whether people in the community received better health-care with telemedicine. A community-based approach was used to evaluate health outcomes, costs, utilization, accessibility, quality and needs for such services in a rural community in Queensland. Over a two-year period data were collected from 124 subjects who met the criteria of having a mental health problem or mental disorder. Nine further subjects refused to participate in the study. Only 32 subjects used videoconferencing to receive mental health services. Preliminary results did not show any significant improvements in wellbeing or quality of life, although the time span was relatively short. However, the results confirmed that the people were no worse off from a consumer or a practitioner perspective from using videoconferencing. Most consumers found that videoconferencing with a psychiatrist moderately or greatly helped them in managing their treatment, with 98% of them preferring to be offered videoconferencing in combination with local services. Overall, videoconferencing is a crucial part of enhancing psychiatry services in rural areas. However, it is not necessarily cost-effective for all consumers, general practitioners, psychiatrists, or the public mental health service.

This research is aimed at exploring an appropriate solution for various conflicts in land use, particularly in optimizing the utilization of the neglected land in Gili Terawangan, Lombok Island.  This solution is required to avoid potential horizontal conflicts among people, companies and government since 1993. Conflict over land in Lombok Island in general and Gili Terawangan particularly shows several factors; first, the wrong policy in the area of land (especially in tourist areas); second, the infirm attitude of the Party and the Government Land Office in the enforcement of laws; third, the jealousy of Gili Terawangan natives as cultivators; fourth, less responsibility employers (who acquire cultivating right); fifth, the absence of law protection for Gili Terawangan natives; sixth, the arrogant attitude of law enforcement officers. The comprehensive and final resolution to the conflicts of land use could only be achieved if: (i) the people, who already control and use or manage the land from time to time, are provided certainty on managing and optimizing the land based on the principles of welfare, justice, equity, efficiency and sustainability; (ii) the selection and determination of the companies that will be granted the right to cultivate (HGU) and the right to build (HGB) should be conducted based on the transparent principle. In this respect, the government could establish an independent team that involves all components of society and higher education.Key words: land dispute, tourism area, agrarian law.
