Tennessee to the Top: One State’s Pursuit to Win Race to the Top

In 2009, a seldom-used policy lever emerged in the form of a competitive grant program, Race to the Top (RTTT), and sparked a flurry of state-led initiatives as states vied for federal dollars. The current study examines the policymaking context that surrounded these events and propelled Tennessee to the top of the race among the states. Through interviews with legislators and bureaucrats, I analyze the state-level processes instigated by a federal program in which all but four states participated, but fewer than half were winners. My examination details the parallels between the RTTT guidelines, Tennessee’s efforts, including the Special Session in the General Assembly, and the state’s plan for improving education in the state as outlined in their RTTT application.

AbstractThis article summarises the subject matter of Special Session 3 at IAU General Assembly XXVII in Rio de Janeiro, Brazil, which took place on August 6-7, 2009. In it, we overview the state of Astronomy in Antarctica as it is in 2009. Significant astronomical activity is now taking place at four stations on the Antarctic plateau (South Pole, Domes A, C & F), as well as at the coastal station of McMurdo.

In 2009, President Obama and his administration sought to overhaul the existing educational reform program and launched their initiative titled Race to the Top (RTTT). RTTT, a competitive grant program, comprised six priorities designed to help states reform their current educational systems. Priority five calls for states to evaluate their current adult education programs and explore how they could improve those programs through the collaboration of community and states agencies. States currently support, design, and implement adult education programs under the federal guidelines of the Workforce Investment Act (WIA). Although WIA addresses the needs of a targeted population of adult learners, it does not specifically address the educational needs of welfare recipients. Welfare recipients, who are among those considered to be in dire need of education and training, lack the support of policy to access adult education programs. This article explores the tensions that exist between the espoused purpose of RTTT and WIA, using the state of Texas’ adult education policies as a case example. By using critical discourse analysis, we examine the policies in RTTT and WIA at the state level that defines the nature and scope of adult education. This form of analysis provides an opportunity to critically examine and explore the language of these various policies by focusing on not only what is present in the text but also on what is absent from it as well.

This paper will provide the school-based speech-language pathologist (SLP) with an overview of the federal requirements for Medicaid, including provider qualifications, “under the direction of” rule, medical necessity, and covered services. Billing, documentation, and reimbursement issues at the state level will be examined. A summary of the findings of the Office of Inspector General audits of state Medicaid plans is included as well as what SLPs need to do in order to ensure that services are delivered appropriately. Emerging trends and advocacy tools will complete the primer on Medicaid services in school settings.

The entry of a wide range of biotechnological products into the pharmaceutical market calls for rein-forcement of the quality, efficacy and safety standards at the state level. The following general monographs have been elaborated for the first time to be included into the State Pharmacopoeia of the Russian Federation, XIV edition: "Viral safety" and "Reduction of the risk of transmitting animal spongiform encephalopathy via medicinal products". These general monographs were elaborated taking into account the requirements of foreign pharmacopoeias and the WHO recommendations. The present paper summarises the key aspects of the monographs.

The first empirical task is to identify the characteristics of municipalities which US-based migrants have come together to support financially. Using a nationwide, municipal-level data set compiled by the author, the chapter estimates several multivariate statistical models to compare municipalities that did not benefit from the 3x1 Program for Migrants with those that did, and seeks to explain variation in the number and value of 3x1 projects. The analysis shows that migrants are more likely to contribute where migrant civil society has become more deeply institutionalized at the state level and in places with longer histories as migrant-sending places. Furthermore, the results suggest that political factors are at play, as projects have disproportionately benefited states and municipalities where the PAN had a stronger presence, with fewer occurring elsewhere.
