University–industry cooperation and the transition to innovation ecosystems in Japan

This article looks at the evolution of university–industry collaboration (UIC) policies in Japan since the mid-1990s to the present and analyses their role in shaping the country’s innovation ecosystem. UIC policies are examined within a multidimensional innovation policy framework that encompasses five Science and Technology Basic Plans and a vast array of support measures for venture business, intellectual property, innovation networks and business promotion, all reflecting an extensive top-down government intervention with ambitious goals. A dense network of UIC centres has been established throughout the country, mostly in universities, and these centres are tightly embedded in regional innovation structures. In spite of the sustained government policy intervention, Japan lags behind the United States and Europe in a ranking of the top 20 global ecosystems and has some of the world’s lowest entrepreneurial indicators, as defined by the Global Entrepreneurship Monitor. The authors argue that a likely cause for the lag is Japan’s slow and still incomplete transition from a ‘traditional’ innovation system to a modern innovation ecosystem with a strong entrepreneurial spirit and culture, effective intermediaries between university and industry, high absorptive capacity in companies using academic research, cross-boundary mobility of workforce and ideas and global outreach. The experience of Osaka University and Hokkaido University, two UIC leaders in Japan and internationally, supports this hypothesis.

The paper discusses possibilities and directions for bridging the gaps between academic research and business by reducing barriers and strengthening incentives for the development of partnership interactions between participants of the regional innovation ecosystem. Many researchers from developed and developing countries focus on the problems of interaction between universities and companies in order to find ways to increase academic research effectiveness and make the results relevant to the business sector’s real demand. Development of partnership relations is known to be a factor which accelerates creation and dissemination of innovations. Improvement of such relationship favours academic researchers’ possibilities, educational programs adjustment, and regional economy development. Basing on international experience review, the paper determines the main tendencies and perspectives of research – business cooperation as well as key directions of partnership cooperation support. The empirical part of the paper deals with the results of original pilot survey which uses data from a number of research, educational organizations and high tech companies from Novosibirsk region. The aim of the survey was to analyze success factors and main obstacles for sustainable research – business cooperation. Qualitative methods including case studies, interviews, and surveys were used within the research. It is shown that, although all representatives of science and business recognize the need to develop partnership relationships, differences in motivations and conflicting goals of participants still remain. Besides well known barriers (lack of financial and other resources, personnel etc.) some other factors turned to be important. Low level of confidence and negative cooperation experience impede cooperation development. Personal issues and previous successful experience help to develop and improve partnerships. Such cases could be found. State support (especially at the regional level) is quite necessary; it is not limited to financial instruments. Support of communications which helps to increase the level of confidence and to decrease “attrition costs” of cooperation is also of great importance

Bekasi Regency is the area with the largest industrial area in Southeast Asia, where there are 16 industrial areas with relatively large land area. In addition, there are also seven large industrial zones or industrial zones on an international scale, in line with this, the problem of public service delivery in the Bekasi District Government must be carried out properly to the public. In optimizing the public services, various innovative ideas and ideas are needed to create synergy and efficiency in the provision of these public services. In this study, the innovation system is a unified component that influences the direction of development and speed of innovation, diffusion, and learning processes in the development, mastery, advancement and application/utilization of science and technology. How sub-subsystems (elements / factors) play their roles, their interrelations (including policy coherence), and the dynamics of their interactions determine or influence the dynamic performance of innovation systems. Strengthening the innovation system means structuring the system (holistic, simultaneous, systemic issues) in a structured way. In a policy perspective, strengthening innovation systems means remedial steps that need to be directed to address systemic failures. Therefore, policy strategies need to be developed as a unified innovation policy framework (KKI) to strengthen the system.

The literature emphasises the role of regional and local innovation environment. Regional Innovation Systems show differences in innovation outputs determined by different inputs. Understanding these relationships can have important implications for regional and innovation policy. The research aims to classify Regional Innovation Systems in Poland according to their innovation capacity and performance. The analysis covers 72 subregions (classified as NUTS 3 in the Nomenclature of Territorial Units for Statistics) in 2004–2016. Classes of Regional Innovation Systems in Poland were identified based on a combination of linear and functional approaches and data from published and unpublished sources. It was assumed that innovation systems in Poland differ due to their location in metropolitan and non-metropolitan regions, thus, the Eurostat NUTS 3 metro/non-metro typology was applied for this purpose. Panel data regressions as models with individual random effects were estimated separately for metropolitan and non-metropolitan groups of subregions. The study identified common determinants of innovation outputs in both NUTS 3 types: share of innovative industrial enterprises, industry share, unemployment rate, and employment in research and development. Next, NUTS 3 were classified within each of two analysed types in line with output- and input-indices, the latter being calculated as non-weighted average of significant inputs. Last, the subregions were clustered based on individual inputs to enable a more detailed assessment of their innovation potential. The cluster analysis using k-means method with maximum cluster distance was applied. The results showed that the composition of the classes identified within metropolitan and non-metropolitan systems in 2004– 2016 remains unstable, similarly to the composition of clusters identified by inputs. The latter confirms the changes in components of the capacity within both Regional Innovation System types. The observed situation allows us to assume that Regional Innovation Systems in Poland are evolving. In further research, the efficiency of Regional Innovation Systems should be assessed, taking into account the differences between metropolitan and non-metropolitan regions as well as other environmental factors that may determine the efficiency of innovative processes.

The paper examines governmental strategies, main actors and instruments of innovation policies shaping innovation-driven economy in Finland, with particular attention to the regional scale. The analysis focuses on how the regional innovation systems approach became a framework for the design of innovation policies. An innovation system involves cooperation between firms and knowledge creating and diffusing organizations, – such as universities, colleges, training organizations, R&D-institutes, technology transfer agencies. Innovations are considered as interactive learning process. Cooperation and interaction between regional/local and national/international actors is necessary to combine both local and non-local knowledge, skills and competences. The key elements of the policy environment, as well as implementation of the main regional innovation policy instruments – the Centers of Expertise Programme and Regional Centre Programme – are described.

Problem statement. The current state of the economy and the factors that contribute to development, require the search for possible options for building or restoring economic ties at the regional levels, will be the impetus for the economic formation of OTG. But these issues require mandatory reflection in the program documents of the regions and regulations of the state. The purpose of the study. The work is aimed at identifying elements of innovative infrastructure and system, the potential of which can be used to restore the innovative economy of the region and establish areas of economic and legal regulation of the task. Object of study. The scientific study of the structure of the regional innovation system of the Donetsk region was carried out taking into account the principles of transparency, accessibility, completeness, and objectivity of information about the participants of the regional innovation system. Presentation of the main material. The specifics of the regional economy in the Donetsk region require special attention and the use of unconventional methods of detecting them. The study uses some systems analysis approaches related to parts of the system and its purpose. The Law of Ukraine “On Innovative Activity” of 04.07.2002 No. 40-IV does not contain the concept of innovative potential, but defines that one of the basic principles of state innovation policy is the creation of conditions for the preservation, development and use of domestic scientific, technical and innovative potential. Moreover, the very formation of the competitive potential of the Donetsk region is one of the most intense powers, the realisation of this visit is due to the establishment and the disarming of competitive passes, in addition to the basis of the innovative innovation and the unbaked investment of the region of privbliy. It was established that behind the results of the analising of the participants of the regional and innovative systems of the Donetsk region, a table was stored. To report on the illegality of the strategic planning in regulatory legal acts the development of innovative structures, the infrastructure and the reform of the enterprise, which is the competence of the business bodies of ownership in this area. compass the provisions of the development of the innovative and innovative systems in the Donetsk region. Conclusions. Analyzing the above, we can draw the following conclusions: firstly, territorially, the participants are located in the regional centre of Kramatorsk as a whole, as well as in such large industrial cities as Bakhmut, Mariupol, Pokrovsk. The importance of creating and promoting the development of innovative infrastructure by local authorities will contribute to the effective development and productivity of the formation of a regional innovation system in the Donetsk region.

PurposeThe goal of the research is to analyze the university development trends in the national innovation system. The paper presents a review of the formation of innovative development strategies and the place of a university in them. The structure is based on the analysis of foreign trends of the transformation of universities and the examination of the efficiency of the interaction between the university, industry and the state. Russian experience in the transformation of universities is presented.Design/methodology/approachResearch methodologies include methods of statistical and comparative analysis and synthesis. The information analysis base of the research is composed of the reports of the World Intellectual Property Organization at year-end 2019, as well as global comparative assessments of the status and development of innovation activities by the Global Innovation Index and Global Competitiveness Index, which are calculated according to the methodology of the World Economic Forum and others.FindingsIn the course of research, the authors put forward a new model of universities within the framework of the national innovation system, which is based on the “triple helix model of innovation” implemented by universities, industry and the state. The logic and structure of the research are set forth in the following way. First, a review of the global practice of the formation and implementation of state innovation policy is given, with the university being a key link, the foreign experience in the transformation of universities is analyzed and the efficiency of the interaction between the university, industry and the state is examined. Furthermore, consideration is given to the Russian experience in the transformation of universities. In conclusion, the main findings of the research are presented.Practical implicationsResults testify that goals and objectives that can be solved by achieving indicators in the world rankings are important for improving competitiveness of education, but they are only efficient if they conform to management decisions that are taken for achieving them and coincide with strategic goals and directions that should be implemented within the framework of the national innovation and academic system.Originality/valueResearch hypothesis is as follows: modern age is characterized by the rapid development of digital technologies and globalization processes, which transform technologies and cultural patterns into techniques and methods of working with information. Despite the fact that a university is the center for the development of society and culture, which serves as an axiological core, it is subject to the transformation, which is mainly manifested in instrumental changes and the expansion of the social procurement range. The modern educational system is yet to find a contemporary conceptual framework of a university that would satisfy the up-to-date requirements of the global information society in an age of digital revolution and dominate in the educational services market.

The aim of this article is to analyse how innovation policy is staged and legitimised through the dramatised social process of an event. The context is taken from an annual event, Skåne Innovation Week, which is arranged by the regional innovation system in Skåne, Sweden. Innovation systems often organise similar events internationally, which appear to play a key role in performing inter-organisational collaboration between actors from the public sector, industry and research, as well as manifesting belief in the globalised imaginaries of innovation systems. Through the analytical lens of the event as a social drama, the article examines how the event – and thus, innovation policy – is represented in commemorative films and website documents through which three meeting practices are identified: mingling and hanging out, scripted meeting models and spatial staging. The article argues that these meeting practices and their performed interactive social forms sustain the vagueness and ambiguity inherent in innovation policy, particularly between stability and change. The event can be viewed as a form of performative government that maintains a political order while simultaneously hailing its practices as transformative.

This paper considers the recent developments in regional innovation policy pertaining to the smart specialisation agenda from the perspective of a peripheral and semi-autonomous region – Wales in the UK. Through a case study of innovation policy developments in Wales over the past 20 years, and also a consideration of extant literature pertaining to regional innovation policy and smart specialisation, this paper finds a number of issues or shortcomings in the current predominant smart specialisation approach. These are traced back to the strong regional innovation system logic existing in European policy; a number of unresolved theoretical problems that could undermine the efficacy of innovation policy are identified. Both conceptual and rhetorical issues with the concept of the region are highlighted, and questions are asked about the applicability and tenability of smart specialisation approaches in semi-autonomous, cross-border regions, and for policymakers operating in circumstances of multi-level governance. This paper illustrates how such regions provide us with a lens or alternative perspective through which to reconsider our predominant theoretical and practical policy approaches, and highlights a number of potential problems with smart specialisation as it is applied in a diverse range of regional settings.

Models on innovation, for the most part, do not include a comprehensive and end-to-end view. Most innovation policy attention seems to be focused on the capacity to innovate and on input factors such as R&D investment, scientific institutions, human resources and capital. Such inputs frequently serve as proxies for innovativeness and are correlated with intermediate outputs such as patent counts and outcomes such as GDP per capita. While this kind of analysis is generally indicative of innovative behaviour, it is less useful in terms of discriminating causality and what drives successful strategy or public policy interventions. This situation has led to the developing of new frameworks for the innovation system led by National Science and Technology Policy Centres across the globe. These new models of innovation are variously referred to as the National Innovation Ecosystem. There is, however, a fundamental question that needs to be answered: what elements should an innovation policy include, and how should such policies be implemented? This paper attempts to answer this question.
