This study focuses on the analysis of local tax management strategies in an effort to increase PAD in Serang City. The theory uses SWOT analysis according to Hunger (2017: 23) which includes factors of strength (strength), weakness (weakness), opportunities (opportunities) and threats (threats). The research method uses case studies. The research approach uses a qualitative approach with a qualitative descriptive design. Research informants from BPKAD elements of Serang City, secretary of Commission III DPRD Serang City for Finance and Regional Assets, and hotel, restaurant and entertainment companies. Data analysis using data analysis techniques Miles and Huberman. The results of the study show that the SO (Strenghs to Opportunity) strategy is by adding local tax services that are carried out online, and adding new local taxpayers through data collection activities or direct surveys to the location of business activities engaged in hotels, restaurants and entertainment, WO strategy (Weakness to Opportunity) by adding field officers to carry out data collection and survey activities for business actors, especially small and medium-sized businesses that have not been registered as local taxpayers, ST Strategy (Strenghs to Threats) by utilizing the Serang City BPKAD website to periodic reporting of local taxes to the public, the WT (Weakness to Threats) strategy by means of publicity of local tax information can utilize print media and electronic media.

This study aims to describe the synergy between TNI and Polri in countering terrorism. This research uses a mixed method with a SWOT analysis (Strength, Weakness, Opportunity, and Threat) to find the best strategies in increasing the synergy between TNI and Polri in countering terrorism. This research concludes that there is a need for a Presidential Decree which contains technical operational regulations so that the TNI's involvement mechanism is clearer in countering terrorism, command and control in countering acts of terrorism is one of the main factors that determine the success of operations. The ability of the TNI and Polri to cope with actions terrorism is still not optimal because of the lack of intensity of joint training in counterterrorism, as well as a narrow, negative and overblown understanding of "esprit de corps" will have negative implications for application in everyday life and in assignment situations, especially in counterterrorism involving the TNI and Polri.d short conclusion. The abstract should only be typed in one paragraph and one-column format.

There are obstacles in the development of Cemoro Village as a community and culture-based tourism village which makes the development process of a tourism village not conducted optimally. The obstacles faced are the lack of coordination between the Tourism Awareness Group (Pokdarwis) and the Cemoro government and the Department of Culture, Youth, and Sports of Temanggung Regency, the lack of facilities and infrastructure to support the development of the tourist village, and the lack of public awareness in developing and maintaining the existing natural, cultural, and religious potential. Therefore, there must be planning suggestions in the process of developing the tourist village.The author used the theory of the strategic planning process according to Bryson which has eight steps. In this study, the authors used only four of Bryson's eight strategic planning processes: assessing the external environment, assessing the internal environment, identifying strategic issues faced by the organization, and formulating strategic strategies to manage these issues. This research used descriptive qualitative research methods and quantitative research methods. The research location was in Cemoro Village, Wonoboyo District, Temanggung Regency. The primary data sources were obtained through informants and sources, and the secondary data sources were obtained through archives and documents. The data collection techniques were in the form of interview, observation, documents, and questionnaires. The sampling was done by sampling technique, and the data validity was done by using source triangulation technique. the data analysis techniques were done by conducting Qualitative Analysis, SWOT Analysis, and Litmus Test. From the results of research using the litmus test, there are 4 issues that are very strategic, including: maximizing coordination with related agencies to increase tourism potential, building facilities and infrastructure by involving the local community, conducting discussion with the community about the importance of preserving nature that can be tourism potential, and optimizing cooperation with communities/volunteers to conduct training on tourism management.

Children are vulnerable to becoming victims of violence in both developing and developed countries. Various regulations were made to end violence against children. Semarang City Government seeks to protect children from violence through Regional Regulation Number 05 of 2016 and forming a child protection organization through Semarang Mayor Regulation Number 05 of 2018. Implementation of social reintegration for child victims of violence in Semarang City involves many stakeholders. This study aims to analyze the role of stakeholders and determine the inhibiting factors for the role of stakeholders. The method used is descriptive qualitative. The results of the research show that The Women Empowerment and Child Protection Regional Office play a role as a policy creator, implementor, coordinator, facilitator, and accelerator. PPT SERUNI, PPT Kecamatan, and Pos JPPA play a role as implementers, coordinators, facilitators, and accelerators. Regional Offices, Rumah Duta Revolusi Mental, hospitals, academic, and Bhabinkamtibmas play a role as facilitators and accelerators of child protection and social reintegration. The inhibiting factors for social reintegration in cases of violence against children include the community culture that discriminates against victims, limited reintegration budgets, trauma in victims that causes victims to be reluctant to return to school or return to social institutions, and regulations governing social reintegration are still weak. The recommendation conveyed is that the Office of Women's Empowerment and Child Protection conducts outreach on child protection services and educates schools and social institutions about preventing violence, the importance of recovery and reintegration for victims of violence. Increase the budget for child protection and collaborate with other stakeholders to finance the social reintegration of child victims of violence. Conduct regular counseling with the psychologist PPT SERUNI or RDRM. As well as passing new regulations that explain in detail social reintegration according to the needs of victims.

Secara paradoks kebijakan desentralisasi dapat meningkatkan partisipasi, dan efektivitas layanan pendidikan, akan tetapi dalam konteks kebijakan publik ternyata juga dapat menyebabkan disparitas pendidikan di masyarakat. Penelitian ini dilakukan untuk menjelaskan disparitas pendidikan dalam perspektif kebijakan desentralisasi sebagai bagian dari masalah publik. Metode penelitian ini menggunakan pendekatan kualitatif interaktif dengan teknik pengumpulan data melalui observasi, studi dokumen dan wawancara mendalam dan dianalisis dengan menggunakan analisis data spradley. Hasil penelitian menunjukkan bahwa kebijakan pendidikan di daerah ternyata tidak menciptakan keseimbangan melainkan membuka ruang terjadinya disparitas pendidikan di masyarakat, melalui pola kebijakan pendekatan spasial dan pendekatan struktural. Dinamika proses kebijakan pendidikan tercermin pada kontestasi elit struktural dan elit politik yang cenderung mengganggu efisiensi, efektivitas dan profesionalisme pengelolaan pendidikan. Pemerintah daerah sering kali terjebak pada kepentingan politik dan senantiasa menempatkan “elite capture” dalam pengambilan keputusan. Sehingga membatasi ruang gerak partisipasi masyarakat dan membuka ruang disparitas pendidikan antara daerah sentra dan daerah pinggiran.

Agro-tourism is one of the tourist attractions for regional and national tourists. Watu Lawang has potential tourism object to become an agro-tourism that has been determined by Local Tourism and Culture Departement of Cilegon City has not been implemented optimally. The tourism sector, which is designated as the leading sector in increasing the country's economic growth, is a challenge for local governments in optimizing tourism potential. The purpose of developing tourism and regional culture as a tourism destination is a form of increasing foreign exchange for the region in particular and the economy of the local community or region in general. The purpose of this study was to analyze policies, strategies and constraints in the development and development of tourism objects in Watu Lawang agro-tourism in the city of Cilegon. The research method used is descriptive qualitative research and normative juridical approach, data and document collection is done through interviews and observations. The results showed that the tourism policies have been formed from national policies to regional policies. Various strategies have been formulated by the ministry of tourism and the tourism office in the regions in order to develop the potential for tourism objects. The potential of the Watu Lawang agro-tourism object is not optimal due to several factors, including accessibility, facilities, human resources, geographic and sociological location.

This article tries to analyze the problems of business processes procurement of Candidate of Civil Servant (CPNS) during the Covid-19 pandemic. The formulation of research problems is that business process services of CPNS at the Ministry of Marine Affairs and Fisheries are less effective during pandemics. Problems found in the field include the inefficiency of time in business processes of recruitment and selection subprocesses. This study uses qualitative descriptive approach with empirical study method at the Ministry of Marine Affairs and Fisheries. Adoption of technology utilization, recruitment and selection procedures based on the needs of priority positions, business process of selection time is not simultaneous, intensive coordination business process between implementing agencies and responsible agencies can be a model of business processes procurement CPNS non-natural national disaster period

Public services in Indonesia have many complaints from the public due to unclear procedures, limited access to information, and inadequate infrastructure. The enactment of the Law on Public Information Disclosure gives the public the right to supervise governance and improve the quality of information management and services within the Public Agency. The DIY Regional Government PPID which has been established since 2013 has not shown good performance. The purpose of this study was to analyze the performance of PPIDs and the factors that influence the acceleration of bureaucratic reform to create a culture of information openness. Performance evaluation is measured based on aspects of productivity, service quality, responsiveness, responsibility, and accountability. Meanwhile, the influencing factors are seen from personal / individual, leadership, team, system, and contextual (situational) factors. This research method uses a qualitative descriptive approach. The data collection technique is done through interviews, observation, and documentation study. An important finding from the performance evaluation results is that PPID productivity and accountability are still low. Meanwhile, factors that hinder performance are limited understanding of PLID, lack of intensity of communication between the Regional Head and Assistant PPIDs and the absence of budget support for PPID. Strategies that need to be carried out include improving the quality of PPID service performance by compiling a community satisfaction index, updating the classification of information regularly, monitoring and evaluation by giving awards and punishment, improving personality and utilizing various social media.

  Purpose of this study to describe the Integrated Marriage Administration Service Innovation (PANTER) by KUA Kecamatan Enam Lingkung, Padang Pariaman. Public service innovation doesn’t not require a something new, but can be a new approach in contextual at the sense that innovation not limited from there are ideas and practicies of innovation but can be in the form of innovation resulting from expansion or quality improvement of existing innovations. This research is using descriptive approach by qualitative methods. Technique of collecting the data was by interview and documentation.This study is motivated by good will from Head of KUA Kecamatan Enam Lingkung to make easier community of Enam Lingkung District to get some documents and to assist Disduckcapil Kabupaten Padang Pariaman in orderly administration. The result of this study is PANTER helped community to obtaining marriage documents and population documents  like Nationality ID, Family Register, and Nationality Health Insurance without spending money and time. However, there are still some problem faced by the community and PANTER officer, such as lack of facilities and infrastructure, lack of PANTER officer and unstable internet networks.

Micro, Small and Medium Enterprises (UMKM) have an important and strategic role in national economic development, UMKM in Serang City have the potential to drive the regional economy of UMKM into one of the economic pillars that drives the wheels of the economy in Indonesia. Based on data from the Serang City Industrial, Trade and Cooperatives Office, the total number in each district of the city and district of Serang reaches 10,132 UMKM, 499 MSMEs that have a small micro business license (UMK). This proves that the awareness of MSME entrepreneurs on the importance of a business permit, the importance of a brand in a product is still minimal. On this basis, we make a program called law weekend, which is a legal approach to the public or business people so that they can understand the importance of copyright, the importance of brands and contribute to trademark registration in order to protect UMKM.
