Zooarchaeological evidence that the brown mussel (Perna perna) is a bioinvader of coastal Brazil

Interactions between invader species and the local biota may lead to disequilibria in regional ecosystems. For such reason, the cultivation of nonnative species may be prohibited in specific regions, as a means of protecting native species. On the other hand, the question of whether a species is a bioinvader or not may not be straightforward. This is the case of the mollusc Perna perna, presently naturalized and widely distributed along Brazilian coast, from the Bay of Vitória, in the state of Espírito Santo (ES), to the state of Rio Grande do Sul (RS). Following previous works that explored the hypothesis that P. perna invaded the coast of Brazil at the colonial period, attached to slave ships, we discuss zooarchaeological data, radiocarbon dating, and molecular genetics analyses. Out of the 578 archeological shellmounds investigated, 542 (93.8%) had no records of P. perna. From the radiocarbon dating results, it is possible to infer that the presence of the two P. perna specimens from the Saquarema shellmound, in Rio de Janeiro, as well as the other shells from the top layer, is likely related to a recent occupation of the site in the colonial period, with a great probability of being from the XVII or XVIII centuries. Data on genetic population structure of P. perna along the Brazilian coast showed higher genetic identities between the African and the Brazilian populations than among the Brazilian populations, while haplotypic diversity shows a pattern which relates to trade routes of slaves (XVII and XVIII centuries) between Africa and Brazil. These data reinforce the argument that the appearance of P. perna along the Brazilian coast is due to invasion during historical time.

Across Africa, the term chief has been—and still is—used to describe individuals whose status and influence is extremely diverse; no single analytical model can explain the multiple phenomena of ‘chieftaincy’. But a broad pattern can be observed. Across much of the continent, individuals who possessed political authority in precolonial societies did so most effectively not by monopolizing a single kind of power, but by dealing in multiple forms of powerful knowledge. In the colonial period and subsequently, this brokering of knowledge has acquired a new productive potency, serving as a means to both mediate and reproduce a distinction between tradition on the one hand and the state on the other.

Members of one species of Leodice Lamarck, 1818, one species of Lysidice Lamarck, 1818, and another of Palola Gray in Stair, 1847 were found among material from rhodolith beds, collected off the states of Paraíba and Pernambuco, northeastern Brazilian coast. Of those species, one is new to science and the other two are new records for the state of Pernambuco, although their occurrence on neighbouring areas was already known. Leodice calcaricola sp. nov. resembles morphologically L. miurai (Carrera-Parra & Salazar-Vallejo, 1998) as members of both species share similar body size, moniliform prostomial appendages, similar numbers of branchial filaments (1–3 per branchia), and, especially, by having falcigers with bidentate blades on anterior chaetigers, and tridentate on posterior ones. These species differ, however, since specimens of L. calcaricola sp. nov. have distinctly shorter antennae and palps, homodont and heterodont pectinate chaetae, three types of aciculae and two subacicular hooks per midbody parapodium. The other two species which members were found on the rhodolith beds are Lysidice cf. unicornis (Grube, 1840) and Palola brasiliensis Zanol, Paiva & Attolini, 2000. We describe herein new species to science and provide a redescription for L. cf. unicornis because the Brazilian specimens of this species have never been formally described.

The purpose of this study is to trace the development of Portuguese Indian policy m America from 1500 to 1755 as reflected in Indian labor legislation. Special attention will be paid to the northern, more tropical part of Portuguese America which was known during a large part of the colonial period as the State of Maranhão. The State of Maranhão must not be confused with the modern Brazilian state of the same name. Colonial Maranhão included an enormous territory, very largely Amazonian, extending from Ceará on the East to Grão Pará on the West. It was created in 1624 as a separate administrative unit of Portuguese America, and its capital was São Luiz. The other unit of the Portuguese possessions in the New World was the State of Brazil, extending south from Pernambuco, with its capital at Baía. Our interest will lie primarily in Maranhão, although the legislation on Indian labor passed before the establishment of Maranhão will be considered for background purposes.

AbstractThis article is concerned with the colonial state as a producer, consumer, and regulator of print. Propaganda and censorship may represent two extremes in the management of a colonial public sphere. Censorship was an interactive and negotiated process—one whose successful management was in the interest of both the censoring agents and those censored. One might think that censorship is a measure taken in order for communication to break down. If we imagine colonial print communication as a continuum suspended between partners that at one end desire full freedom of expression and at the other full control, absolute censorship does constitute silence, like that represented by the dramatic closure of the African press in Kenya with the Emergency of 1952. In a politicised colonial environment, like that in postwar Kenya, censorship may be understood as negotiation between colonisers and colonised on the limits of free speech. The article examines what changed in Kenya's late-colonial period in relation to the production, broadcasting, censoring, and suppression of non-European newspapers, and how the change affected the institutions and groupings that produced and received texts. More narrowly, it seeks to trace the dynamics of textual interfaces between the European print frameworks and those of the consolidated or emerging non-European publicists and publics. An examination that situates censorship in a broader context of management of discourse, of negotiation and dialogue, one that tests and goes beyond the dualism of suppression and resistance, may make it clearer why and to what extent a number of critical, anti-colonial publications were allowed to exist, and some were encouraged; and what the limits were, when opposition became unacceptable, and communication broke down.

This study refers to the use of medicinal plants by populations in the Western Amazon and provides information that can be used in phytochemical studies. It draws upon the traditional knowledge regarding the use of medicinal plants in five regions of the state of Rondônia, in the Brazilian Amazon, focusing on native species. The field research was carried out in five municipalities of the state of Rondônia: Ariquemes, Buritis, Candeias do Jamari, Cujubim and Itapoa do Oeste, characterized by primary economic sectors: agriculture, cattle farming, plant extraction and mineral exploration. Structured interviews were applied to 227 persons chosen because of their prestige in the communities in relation to the knowledge and use of medicinal plants, identifying the therapeutic purpose, parts of the plant used and methods of preparation. The species were taxonomically identified. The ethnobotanic knowledge (inferred by the number of uses of medicinal plants per person) was correlated with the Brazilian region of origin, age, and gender of the interviewees. According to the collected data, 34 botanical families and 53 native species were identified. Of the 53 species, only 7 occur exclusively in the Amazon Forest: Theobroma grandiflorum (Willd. ex Spreng.) K. Schum., Psidium densicomum Mart. ex DC, Piper cavalcantei Yunck., Pilocarpus microphyllus Stapf ex Wardlew., Euterpe oleracea Mart., Croton cajucara Benth., Baccharis altimontana G. Heiden. The most common disorders treated with the plants were kidney problems, influenza, generalized infections and inflammations, malaria and high blood pressure. Leaves were the most used parts in preparations. Barks, fruits, roots, flowers, stems, seeds, oils, buds, tubercles, and rhizomes were also mentioned. Thirteen forms of preparations were recorded, and infusion and decoction were the most used. Syrups, juices, flour, sap, oil and parts of the plant blended with milk, honey and coffee or flamed, macerated and in the form of poultice, were also found. Persons from the Southeast region had more information compared with persons from the other regions; persons in the age groups between 50-59, 60-69 and 70-79 had more information in comparison with the other age groups; and the female interviewees mentioned significantly more uses of medicinal plants than the male ones. The relatively small number of native Amazon species identified can be the result of the loss of knowledge about medicinal plants in the Amazon because of internal migration, extinction of local indigenous groups, increasing urbanization and consequent globalization of the lifestyles.

For the entire Brazilian coast, there are 22 published records of scyphozoans. On the other hand, only 35 species of cubozoans were described worldwide, four of them reported for the Brazilian coast. However, little is known about the species of cubozoans and scyphozoans in the Northeastern states of Brazil. The aim of this study was to perform a survey of the jellyfish (Cnidaria: Cubozoa and Scyphozoa) on the coast of Rio Grande do Norte state, Northeast of Brazil. Specimens were collected using trawl net on beaches in the counties of Natal (in 2003) and Tibaú (in 2004). For the Rio Grande do Norte coast there were few records of large jellyfish, and new records of the following cubozoan and scyphozoan species were verified: Chiropsalmus quadrumanus; Chrysaora lactea; Lychnorhiza lucerna and Stomolophus meleagris. The studied species had their distributions expanded in the coast to the State of Rio Grande do Norte.

Not very long ago, scholars saw it fit to name a new and quite widespread phenomenon they had observed developing over the years as the “judicialization” of politics, meaning by it the expanding control of the judiciary at the expenses of the other powers of the State. Things seem yet to have begun to change, especially in Migration Law. Generally quite a marginal branch of the State's corpus iuris, this latter has already lent itself to different forms of experimentations which then, spilling over into other legislative disciplines, end up by becoming the new general rule. The new interaction between the judiciary and the executive in this specific field as it is unfolding in such countries as the UK and Switzerland may prove to be yet another example of these dynamics.

The note is about the appeal lodged by the late Mrs Winnie Madikizela-Mandela to the SCA against the decision of the Eastern Cape High Court, Mthatha, dismissing her application for review in 2014. In that application, she sought to have reviewed the decision of the Minister of Land Affairs, to transfer the now extended and renovated Qunu property to Mr Mandela and to register it in his name. Because her application was out of time, she also applied for condonation of her delay in making the application. The court a quo dismissed both applications with costs, holding that there had been an undue delay on her part. Mrs Mandela then approached the Supreme Court of Appeal, for special leave to appeal the decision of the court a quo. Two questions fell for decision by the SCA: whether there was an unreasonable and undue delay on Mrs Mandela’s part in instituting review proceedings; and whether the order for costs was appropriate in the circumstances of the case. The SCA held that there was indeed an unreasonable delay (of seventeen years). Shongwe AP (with Swain, Mathopo JJA, Mokgothloa and Rodgers AJJA concurring) held that the fact that there had been an undue delay does not necessarily mean that an order for costs should, of necessity, particularly where, as in this case, the other litigant is the state. It is the writer’s view that two other ancillary points needed to be raised by counsel and pronounced on by the Court: (a) the lawfulness and regularity of the transfer of the Qunu property to Mr Mandela; and (b) Mrs Mandela’s status as a customary-law widow—in relation to Mr Mandela.

Zakat is one of principal worship requiring every individual (<em>mukallaf</em>) with considerable property to spend some of the wealth for zakat under several conditions applied within. On the other hand, tax is an obligation assigned to taxpayers and should be deposited into the state based on policies applied, with no direct return as reward, for financing the national general expense. In their development, both zakat and tax had quite attention from Islamic economic thought. Nevertheless, we, at first, wanted to identify the principles of zakat and tax at the time of Rasulullah SAW. Therefore, this study referred to normative research. The primary data was collected through library/document research and the secondary one was collected through literature review by inventorying and collecting textbooks and other documents related to the studied issue.

It is noted that from the standpoint of sociology, “management — a function of organized systems of various nature — (technical, biological, social), which ensures the preservation of their structure, maintaining a certain state or transfer to another state, in accordance with the objective laws of the existence of this system, which implemented by a program or deliberately set aside”. Management is carried out through the influence of one subsystem-controlling, on the other-controlled, on the processes taking place in it with the help of information signals or administrative actions. It is proved that self-government allows all members of society or a separate association to fully express their will and interests, overcome alienation, effectively combat bureaucracy, and promote public self-realization of the individual. At the same time, wide direct participation in the management of insufficiently competent participants who are not responsible for their decisions, contradicts the social division of labor, reduces the effectiveness of management, complicates the rationalization of production. This can lead to the dominance of short-term interests over promising interests. Therefore, it is always important for society to find the optimal measure of a combination of self-management and professional management. It is determined that social representation acts, on the one hand, as the most important intermediary between the state and the population, the protection of social interests in a politically heterogeneous environment. On the other hand, it ensures the operation of a mechanism for correcting the political system, which makes it possible to correct previously adopted decisions in a legitimate way, without resorting to violence. It is proved that the system of social representation influences the most important political relations, promotes social integration, that is, the inclusion of various social groups and public associations in the political system. It is proposed to use the term “self-government” in relation to several levels of people’s association: the whole community — public self-government or self-government of the people, to individual regions or communities — local, to production management — production self-government. Traditionally, self-government is seen as an alternative to public administration. Ideology and practice of selfgovernment originate from the primitive, communal-tribal democracy. It is established that, in practice, centralization has become a “natural form of government”. In its pure form, centralization does not recognize the autonomy of places and even local life. It is characteristic of authoritarian regimes, but it is also widely used by democratic regimes, where they believe that political freedoms should be fixed only at the national level. It is determined that since the state has achieved certain sizes, it is impossible to abandon the admission of the existence of local authorities. Thus, deconcentration appears as one of the forms of centralization and as a cure for the excesses of the latter. Deconcentration assumes the presence of local bodies, which depend on the government functionally and in the order of subordination of their officials. The dependency of officials means that the leadership of local authorities is appointed by the central government and may be displaced.
